Introduction: The Money and Pension Service (MaPS) are undertaking a review of the potential combined delivery for Pension Wise and Pension Guidance services and is seeking feedback to understand market interest and ability to deliver the services. MaPS are in the early stages of testing feasibility of service definitions and MaPS is issuing this request for information only. This market engagement exercise is not an invitation to tender or a request for formal expressions of interest. Service Objectives: • Pension Customers will have the guidance they need at the right time. We will help people navigate our services. Our services will be more efficient and more effective as we direct people to the right channel and guidance first time. • Those most in need will have access to support and assistance at the time they need it, thus avoiding potentially detrimental decisions • Our focus will evolve to reflect changing behaviours in relation to increasing demand for digital and multi-channel services. • In line with our consumer guidance strategy, and legislative remit, guidance gaps are identified and filled. The current model delivers the following services: Pension Wise - Service Requirements: • Eligibility - citizens aged over 55 looking to access DC pension savings • 45mins - 1hour long scripted conversation covering 6 Pension Freedom Options, pros, cons and risks. • Scale of up to 250,000 appointments per year with variable demand across months • The session will be undertaken virtually either by telephone or video. • There may be a limited requirement for face-to-face sessions. • You must be able to cater for Welsh language, and those with accessibility needs i.e. British Sign Language. • There may also be a requirement for managing customer bookings, queries and feedback. • Regular reporting on customer metrics will be required, as will compliance with MaPS standards and ensuring that quality is at an acceptable level. • Supplier will be required to undertake QA processes and provide assurance to MaPS. Pension Guidance - Service Requirements: • Eligibility - all citizens who require guidance on any and all aspects of their pension savings including Defined Contribution and Defined Benefit (Private and Public Sector) • Scale of up to 20-25k per month reactive telephone calls with variable demand across months, 500 pre-arranged appointments to provide guidance for safeguarding benefits and divorce cases and provide pre-arranged outreach seminars. • There may also be a requirement for managing customer bookings, queries and feedback. • Regular reporting on customer metrics will be required, as will compliance with MaPS standards and ensuring that quality is at an acceptable level. • Supplier will be required to undertake QA processes and provide assurance to MaPS. MaPS seeks to procure a Health and Safety (H&S) consultancy service to provide advisory support and operational oversight of the internal management of its H&S Management System (supporting MaPS Building Strong Foundations objective). This will ensure the organisation and its outsourcing arrangements adhere to prevailing legal and regulatory requirements and best practice norms. The service will also facilitate the timely communication of assurances to MaPS ELT and the Board. Expected Outcome - 1. A compliant Health and Safety system (inc. policies, procedures, and guidance) to ensure the Health and Safety of MaPS' people and its stakeholders is maintained during the contract term. 2. The Money and Pensions Service's Pensions Dashboards Programme (PDP) is responsible for developing a pensions dashboards ecosystem which will enable individuals to view their pensions data via their chosen dashboard. Part of the dashboards ecosystem is an Identity Service that allows users to verify their identity, and authenticate themselves for subsequent visits, so that they can access other elements of the ecosystem. This provides the verification required to assure pension schemes and providers that they are returning data to the correct user. This service must comply with GPG45 identity verification and GPG44 identity authentication good practice guides. During the ecosystem development stages, PDP has contracted with a single Identity Provider (IDP) to implement this service. For future delivery, PDP requires a solution that maximises accessibility and considers inclusivity. In other words, providing ease of access to the widest possible percentage of the UK population. The solution should also provide a smooth user experience and consider the potential range of user needs that might be catered for. A comprehensive 'identity verification approach' market engagement exercise was undertaken by PDP in 2020 prior to the appointment of the current provider. This subsequent engagement is for PDP to engage with the identity authentication and verification market in order to identify all possible solutions that could fulfil our criteria. This engagement is open to IDPs, Orchestration Service Providers (OSP), and any other organisations operating within this area. This is to inform you that the Money and Pensions Service (MaPS) intends to run a further competition, and in advance of the procurement exercise, we are contacting you to determine whether this is something you have the capacity and interest in bidding for and for you to express an interest and invite you to a further early market engagement event. Expertise is required to provide MaPS with the latest high-level legal position who has experience in practicing across all 3 jurisdictions (England & Wales, Scotland and NI) in no more than a few sentences for roughly 50 specific points/questions linked to our guidance on separation and divorce, plus some additional hours for clarification discussions. The aim is to ensure we understand the key legal principles correctly as we link financial guidance to them, so responses would need to be concise and clear, using lay language. The Money and Pensions Service (MaPS) is seeking to undertake a procurement exercise for: • an annuity comparison tool; • an investment pathways comparison tool; • a suite of financial planning calculations to power our pension guidance • potential 4th lot for interface MaPS anticipate this being a single tender with the above requirements in three or four separate Lots. As part of its pensions guidance transformation strategy, the Money and Pension Service (MaPS) is looking to improve its digital pensions guidance offering by providing retirement planning journeys and tools that meet the needs of different groups of people. The annuity and investment pathways comparison tools along with the suite of financial planning calculations will help consumers to model their options at retirement and answer what do I need and what should I do now. They are therefore a key enabler in the development and provision of MaPS pension guidance. Going forwards our intention is for all tools to be developed and built on our consumer facing website, MoneyHelper. Our digital tools strategy is to develop and maintain the front-end user interfaces and functionality but are looking for suppliers to provide the necessary back-end calculation capability via API's to support the provision of those tools and journeys. We are engaging the market prior to the tender process, to further outline the tools strategy, the outcomes MaPS are looking to achieve and to obtain any feedback on the Specifications. The Money and Pensions Service is currently in the process of developing a strategy for the procurement of a Quality Assurance Service and is seeking the input of the market to help shape this strategy. The service will cover a wide range of services including regulated debt advice, pensions guidance, pensions freedoms and money guidance. The Supplier will be responsible for the delivery of an independent Quality Assurance service across all delivery channels for MaPS which will check that all service lines are meeting (as a minimum) the requirements of the FCA approved MaPS Standards: https://moneyandpensionsservice.org.uk/money-and-pensions-service-standards/ These channels can include but are not limited to; face to face provision, telephone, written communications including the use of web chat and digital provisions. Money and Pensions Service are intending to run a procurement to identify a supplier who will lead the Money Guiders Programme (MGP) Network & Communities Workstream in Scotland for 18 months starting from April 2024. The purpose of this notice is to establish market interest and appetite to deliver this contract. The proposed contract will be for the ongoing management of the Money Guiders Scotland Network in its current form. Create support networks and so build confidence, 2. Create opportunities for learning & development (social and experiential), 3. Enable knowledge sharing and reduce duplication, 4. Allow scaling and amplification through adopting a common approach (decentralizing assurance / creating common standards), 5. Members collaborate on common issues and challenges to create better practices - experimentation in a safe space. Supplier Specific Criteria: 1. Understanding of the Scotland money guidance landscape, context, challenges and opportunities, 2. Demonstrable experience of developing and delivering engaging and effective online and in person learning events and content, 3. Understanding of the key factors in successful Communities of Practice, 4. Demonstrable experience of developing and delivering learning and support networks, 5. Capability to create, deliver, store and share accessible content through multi-channel platforms including face-to-face and digital, 6. Ability to work collaboratively with MaPS and other organisations in designing and producing content for the Scotland Network programme of events and online spaces, responding in 'real-time' to emerging feedback, 7. Able to provide energetic and upbeat leadership and communication, to a diverse range of organisations and people, with different needs and capabilities, 8. Agile: able to start delivery quickly, adapt to environmental changes and respond accordingly. Anticipated value for this contract is £114,000 + VAT for 18 months.
