The Money and Pensions Service (MaPS) is an arm's-length body sponsored by the Department for Work and Pensions. It is jointly committed to ensuring that individuals across the UK have access to the advice, guidance and information necessary to make informed financial decisions throughout their lifetime. To ensure the advice, guidance and information we deliver, or commission is of the highest possible standard, MaPS requires a delivery partner to administer out Debt Advice Quality Framework Accreditation Scheme. The MaPS Debt Advice Quality Framework consists of two interrelated and essential components: the Organisational Quality Framework and the Individual Quality Framework. Together, these components form our approach to ensuring the provision of high-quality debt advice services in both the free-to-client and fee-charging sectors. The MaPS Debt Advice Quality Framework (https://debtquality.org.uk/accreditation-of-training-and-qualifications/ ) serves as a unified mechanism against which third-party standards, codes, training, and qualifications, currently used within the debt advice sector across England, can be mapped and assessed for compliance. Those providers who meet the framework's requirements will be awarded accreditation, while those unable to demonstrate compliance will be encouraged to address any identified gaps. The scope of the service includes the following activities: • Accreditation: Mapping against the criteria outlined in the MaPS Debt Advice Quality Framework. • Standards and Codes Report Checks: Annual reviews of third-party standards holders' audits to ensure their standards are compliant with MaPS's Debt Advice Quality Framework. • Training: Development and delivery of refresher training sessions for staff of third-party standards and membership code holders as required. Additionally, the supplier will provide subject matter expertise to MaPS in relation to the accreditation of third-party standards, codes, and training/qualifications. The supplier will also participate in evaluation and continuous improvement activities as needed. Suppliers will need to be able to demonstrate experience of assessment and auditing to map Third-Party Standards/Codes and Third Party Training/Qualifications. MaPS are conducting an early market engagement event to assess market capabilities, identify potential suppliers, and refine requirements prior to the formal procurement process. The purpose of this event is to inform the procurement process regarding the potential appointment of an Accreditation supplier capable of overseeing two critical components of the service: 1. Organisational Quality Framework 2. Individual Quality Framework To facilitate the monitoring of adherence to these standards, as well as regulatory requirements, and to ensure that MaPS-funded advisers deliver high-quality debt advice, the procured service will administer the Debt Advice Quality Framework Accreditation Scheme. MaPS will be hosting a Debt Advice Quality Framework Accreditation Scheme Market Engagement Session on Monday, 2nd June 2025 - 12noon. Further details will be provided to interested respondents. This session will provide an opportunity for prospective providers to gain insights into the objectives of the service, the procurement process, and to network with other stakeholders. Money and Pensions Service (MaPS) is an arm's-length body, sponsored by the Department for Work and Pensions (DWP). We deliver across five core functions: pensions guidance, debt advice, money guidance, consumer protection, and strategy. Within our money guidance function we deliver a service called Money Guiders that aims to provide training, support, knowledge, skills, and confidence to individuals and organisations across the UK who deliver any kind of money guidance to the public. MaPS is organising an early market engagement event related the Money Guiders England Community Network. This community of practice has been developed over four years and has several thousand members. Communications, knowledge, events and training are all delivered across the network of practitioners, who are encouraged to share their learning and support each other within a continuous professional development setting. MaPS intends to procure a new service to support community of practice members in England, providing more learning opportunities, ways to connect with each other, and significantly increasing the reach of the network. Accessibility, quality and the engagement and retention of community members will be key to scaling up and sustaining our Money Guiders service as a whole. The service we intend to procure can be broken down into three distinct delivery areas. Community management: Suppliers will need to be able to demonstrate experience of developing, managing, and facilitating communities or practice, learning or professional development communities, and communities of interest and place. This includes: • Stakeholder engagement and community of practice development • Large and small-scale network membership, from local geographic areas to larger regions, e.g. national or UK wide communities; • Memberships from a diverse range of work environments, job roles and sectors; • care of community members; including welcoming, onboarding, guidance and signposting around community spaces (online and in person); • moderation of online community forums, groups and communication channels. Suppliers will need capabilities in accelerating localised (e.g. geographic or sector-specific) engagement and community building with organisations that deliver money guidance as part of their services; ideally through front-line workers who have money conversations as part of their work with customers/service users; and including those who are vulnerable and most in need. Event management: Suppliers will be required to design and deliver events in a range of different formats: in-person, hybrid and online, including conferences, forums, webinars, training, workshops, expert speakers, networking, peer-to-peer support, action learning and facilitated group sessions. This includes event marketing and engagement, ticketing, managing delegates, sourcing and booking venues, catering, audio-visual equipment, live-stream technology and recording. Content production and curation: The service will require a Supplier(s) with experience in: • Creating and curating community content (events, presentations, etc.) • Communications with network members through multiple channels and utilising multiple formats (e.g. e-Newsletters, podcasts, social media, short form video, animation, etc.) • Managing learning and knowledge co-created within communities of practice • Information sharing across organisations and sectors. Money and Pensions Service (MaPS) is an ALB of DWP. It has 5 core functions: pensions guidance; debt advice; money guidance; consumer protection; strategy. Money Guiders provides training, support, knowledge, skills, and confidence to individuals and organisations across the UK who deliver any kind of money guidance to the public. MaPS invites potential suppliers to shape how it might define, procure and contract for Money Guiders' Learning Technologies & Services via early market engagement. MaPS is organising a series of pre-market engagement events. Requirement details are below. 1. Bespoke training/learning content authoring Provide authors and editors, assessment writers, trainers, facilitators and Subject Matter Experts (SMEs), to write well-structured and creative training learning materials for production into engaging, interactive digital learning that support the Money Guidance Competency Framework (https://maps.org.uk/en/our-work/money-guiders/competency-framework). Co-ordinate and project manage the work of those involved in the authoring process and work in a highly collaborative way with MaPS stakeholders including suppliers engaged in digital content production. Responsible for creating new content in line with MaPS strategy for learning/training materials. Increase the digital library from 20+ to 100+ self-guided learning hours and provide 200-250 events and training workshops annually for learners in group settings. 2. Digital learning content production Design and develop creative, highly engaging and interactive digital learning experiences with a mixture of assets to bring scenario-based learning to life. Work in a highly collaborative way with content authors and SMEs to refresh the current suite of Money Guiders e-Learning modules (20+ house, xAPI), create new bite-sized modular courses and digital assets and make regular digital updates to maintain the technical accuracy and relevance of content. Learning content to be developed within the latest SCORM & xAPI formats to ensure learning can be undertaken on both Mobile devices and Desktops, comply with the Welsh Language Act and use Money Guiders Brand Guidelines. 3. Learning and community systems/ platforms Provide platforms that deliver digital learning content hosting on Mobile devices and Desktops and create a community experience for users. Money Guiders currently has a library of 20+ hours of bespoke, self-guided eLearning (xAPI) over 5 courses, comprising a total of 34 modules. 2 of the courses include formal, summative online assessments. It delivers 100+ events and training workshops annually – aim to increase the digital library to 100+ learning hours and provide 200-250 events and training workshops annually. Propose a model for configuring and deploying the learning platform to deliver: • Secure registration for high volumes of users from multiple, external organisations • Wide range of online learning experiences and assets - trackable eLearning (SCORM & xAPI) assessments, video-based training, media assets e.g. video, animations, audio files, eDocuments • Online assessments including the use of question banks and timed assessments • Interactive knowledge and skills frameworks to support personalised learning • Learner participation in social learning and community building via peer-to-peer connection and communication • Forums where users can post and chat about topic/issue threads • Groups for defined/closed groups of users to chat and post with each other, and access resources that are only available to the group. • Events calendar/listing with links to registrations and user’s ability to see a record of their event engagement • Searchable resource repository e.g. past catalogue of event recordings, transcripts and associated materials • In-platform posting of communications, notices and news items for users • Automated delivery of certificates, digital badges/credentials, awards for completing training and learning activities and courses • English EN & Welsh language support - ability to build a Welsh language translation pack in conjunction with MaPS Welsh speaking staff. 4. Event Management Software Provide events management software to support production and delivery of learning events across a range of formats - online, hybrid and in-person. Production of events includes automation of; marketing and promotions; event listings for user-registration; ticketing; pre and post event delegate communication; registration and attendance monitoring, tracking and analysis; integration with MaPS CRM. Delivery of events includes functionality, once delegates have joined an event, that supports a high-quality experience for delegates; options for gallery views; administrator control of cameras and microphones; participant chat; resource sharing; break out rooms. Increase the volume of Money Guiders events and training workshops to 200-250 annually, hosting 1-1000 delegates at each event. 5. Certification, accreditation and CPD Provide digital and non-digital ways of recognising and rewarding individuals/organisation for efforts and achievements in the context of training, learning and development, developing good practice and engaging in social learning and communities of practice e.g digital badges and credentials shared by individuals to promote their learning achievements, 3rd party endorsement, accreditation or assurance of Money Guiders in-person and online training, events and courses including assessments, by an Awarding Body that operates across the UK and has brand recognition with our learners, CDP accreditation for Money Guiders training/learning by professional bodies that learners belong to as part of their employment and work roles e.g. health and social care, housing, welfare support, information, advice and guidance, education, and employment 6. Competency framework digital implementation tools Develop digital, interactive tool/s and guidance that help practitioners and managers/leaders to use or 'implement' the Money Guidance Competency Framework 7. Managed Learning Services Provide managed services, ranging from learning administration and customer support for high volumes of users from multiple, external Partner Organisations, to Learning Platform implementation. a. Customer Support; Money Guiders receive queries via a number of different channels. Propose a support model for external users, to triage questions and route incoming calls to the correct resolver, logging in a ticketing system. b. Learning Platform Implementation Learning Platform Implementation Specialist function to support deployment of a new Learning Platform, transition from legacy systems to the new technology and decommission old systems. Responsible for the implementation and integration of the Learning Platform and associated learning content within. Provide a resourcing model for: • System Configuration - customising the Learning Platform to fit the "To Be" business processes • Data Migration - ensuring secure and accurate transfer of data from legacy systems. • Technical Support - providing ongoing assistance and troubleshooting post-implementation. c. Learning Administration Learning Platform Administrator to perform certain key tasks within the learning application. Responsible for the administration, troubleshooting, and ongoing support of a Learning Platform to ensure that users have seamless access to training materials and resources. A resourcing model for: • Providing responsive, effective, and timely technical support to users experiencing issues with the Learning Platform - login problems, course access issues, and content-related challenges. • Managing user accounts (e.g. creation, role assignments, obsoletion), training assignments, course enrolments, and reporting. • Users easily access and complete required training programs on the Learning Platform • Uploading and curating updated learning materials (courses, videos, supporting documents) post Go Live (BAU) • Bulk uploading large numbers of users to the Learning Platform (BAU) • Building Learning "Dynamic Groups" so learners are placed in most relevant groups based on their learning journeys (BAU). • Identify and define Learning Platform Enhancement Requests • Testing newly built Enhancement Requests in the Learning Platform Staging server (BAU). • Recording issues and bugs identified with the Learning Platform in the MaPS IT central ticketing system (BAU). • Reporting issues and bugs identified with the Learning Platform to the supplier (BAU) via the vendors online portal • Testing bug fixes in the Learning Platform Staging server prior to any patches being deployed to Live (BAU) d. Scope: Activity to support the UK Strategy for Financial Wellbeing's 'Financial Foundations' National Goal to increase the number of children and young people across the UK getting a meaningful financial education. The Money and Pensions Service is seeking to undertake a series of procurement exercises to support its statutory duty to develop and coordinate what is required to improve the provision of financial education to children and young people across the UK. From previous evaluations of activity and research we know that children's experiences of and learning about money can have an impact on their ability to manage money later in life. MaPS recently published the UK Strategy for Financial Wellbeing. This sets out five multi-year programmes of work, called Agendas for Change. One of these focuses on 'Financial Foundations', with a national goal to ensure two million more children and young people across the UK receive a meaningful financial education by 2030. Collective action from all those involved in the financial education sector is required to reach this goal. This includes the financial services industry, the devolved authorities and the public and voluntary sectors. In addition to the UK Strategy for Financial Wellbeing, MaPS has also published delivery plans for England, Wales, Scotland and Northern Ireland which set out the priorities that, if implemented, MaPS believe will significantly transform financial wellbeing across the UK. For 'Financial Foundations' these include but are not limited to: •Expanding MaPS' evidence-based financial education programme for parents and carers, Talk Learn Do. We will seek to digitise this programme and extend its application to other groups, including parents and carers of older children •Supporting schools, school leaders and teachers to provide financial education including via teacher training, guidance and evaluation of materials •Ensuring children and young people in vulnerable circumstances also benefit from a financial education. Across a number of different opportunities, MaPS will be seeking suppliers who can offer some or all of the following skills, knowledge and experience: •Ability to identify, reach and influence desired audiences at scale across the country •Ability to create appropriate learning materials from scratch and/or tailor existing material ensuring it is suitable for the desired audience •Track record at delivering programmes successfully in-person and online •Track record of carrying out evaluation and research, we have particular interest in experience from programmes for children and young people and those who work with them •A strong understanding of the policy landscape and a strong knowledge of the needs and wants of these desired audiences, including how to reach and communicate with them effectively •Knowledge of effective digital communication and a track record in designing, building, and communicating resources and messages to a tailored audience. The FCA requires pension providers to prompt customers seeking information on purchasing an annuity to shop around using the Guaranteed Income Products (Annuities) Comparison tool from the Money and Pensions Service (MaPS). The Guaranteed Income Products (Annuities) Comparison Tool is a key part of the 'at retirement' journey for MaPS customers. It is a web-based tool that allows customers to understand what their pension pot might buy them in terms of a guaranteed income over time. It receives over 120k visits a year. The tool is the only impartial, industry supported comparator, providing a 'whole of market' solution. The Guaranteed Income Products (Annuities) Comparison Tool has been available to customers to use since December 2014. The purpose of the tool is to allow non-advised customers who are interested in purchasing a guaranteed income (an annuity) to shop around at the point of deciding how to use their pension pot to produce an income in retirement. The tool shows products that are available on the open market and direct to consumers so that users of the tool know that what is shown is available to them. The current tool provides quotations for both Guaranteed Lifetime Income Products (Lifetime Annuities) and Guaranteed Fixed Term Income Products (Fixed Term Annuities). It allows users to select from all of the annuity options currently available and input medical and lifestyle information so that they can compare the cost of an annuity across the whole of the open market. The existing tool was developed and hosted by an external supplier on our consumer facing website, MoneyHelper. The current supplier maintains all aspects of the tool, including both the front end displays and functionality as well as the data feed of annuity providers. The current contract for this service expires in October 2022. MaPS wishes to ascertain interest from the market prior to any potential tender process for the provision of this service. The MaPS is inviting providers who would be interested in bidding for this opportunity to please indicate this by replying to the contact email address by midday on 6th May 2022. In addition to expressing interest in the opportunity, please also consider the information below and indicate if the 30th September deadline for build and deployment of the tool would be feasible. 1. MaPS do not own the intellectual property for the current tool that is hosted on the MoneyHelper website 2. The replacement solution, incorporating all the activities (I-III) below, must be in place by end September 2022 i. Develop a front end for the tool that has been fully integrated into the MoneyHelper website, fully tested and accepted by the internal QA team in line with our design standards and system constraints. ii. Obtain and validate accurate capture of relevant data from all data providers. iii. Develop the interfaces and required data flows to populate the data in the front end. 3. We cannot have a gap in service Additional information: Overview of Requirements: - The tool needs to be built, hosted, and maintained by the supplier. - It must enable consumers to compare annuity solutions from qualifying providers on the open market on a non-advised basis from the whole of the UK market. - The tool needs to be able to allow users to obtain results for Guaranteed Lifetime Income Products (Lifetime Annuities) and Guaranteed Fixed Term Income Products (Fixed Term Annuities). - The tool needs to allow the user to select from and be able to display a selection of parameters including single/joint life, escalation, payment frequency, guaranteed period and value protection. - The tool also needs to be able to allow the user to input medical and lifestyle information which is factored into the provision of the results. - The supplier will need to set up and maintain the necessary data feeds with annuity providers. The supplier will need to test and demonstrate they can provide the annuity figures for an extensive range of customer scenarios with each provider to prove accuracy and alignment. - The supplier will need to provide a develop a front end for the tool that has been fully integrated into the MoneyHelper website, fully tested and accepted by the internal QA team in line with our design standards and system constraints. - The tool also needs to be: o Accessible via desktop, tablet and mobile, o Built in line with MaPS specification and style guide, include pages in English and Welsh, o Built using progressive enhancement to ensure it works for the widest possible audience o Tested with assistive technologies to WCAG 2.1 AA and Government standards; o Designed and tested for different browsers and devices according to Government Service Standards; o Secure and protects users privacy o Fully tagged at analytics monitoring in Google Analytics and Adobe Analytics Reporting; o A Reliable service - minimise downtime and have a plan in place to deal with it and maximise up time. - MaPS require that the supplier have experience and a proven track record of collecting and maintaining comprehensive product information in the UK pensions market including accurate and up-to-date data on charges, product features and availability of annuity solutions through its established relationships with product providers. The Money and Pensions Service (MaPS) has a statutory duty to develop & co-ordinate a national strategy to improve the provision of financial education to children and young people (CYP). Published in January 2020, the UK Strategy for Financial Wellbeing set a goal of 2 million more CYP to receive a meaningful financial education by 2030. The Delivery Plans for England, Scotland, Wales and Northern Ireland set out the action needed to deliver that goal, including testing how to expand provision of teacher training, supporting practitioners working with CYP in vulnerable circumstances to embed financial wellbeing into the services they provide, and supporting more parents and carers to talk to and teach their children about money. Through this funding stream, we will enable organisations to test ways to improve practitioners' knowledge, confidence and skills when delivering financial education provision in educational settings, and in other services and settings supporting children and young people in vulnerable circumstances. There is also scope within this funding stream to scale up existing delivery of financial education to children and young people in vulnerable circumstances. Proposals will be considered for projects that: • Develop and test approaches to scaling and embedding training & support for practitioners in educational settings in England, Scotland and Northern Ireland - with a particular interest in reaching schools in areas of greater economic disadvantage; • Develop and test approaches to improving financial education for children & young people in vulnerable circumstances (VCYP), e.g. social workers, support workers, personal advisers and service leaders. MaPS are interested in seeking insight from & partnering with those already working to deliver outcomes in this space, but are also interested in supporting practitioners working with VCYP who wish to embed financial wellbeing into the services they provide who could contribute to this exercise. The evidence generated through this programme will be used by MaPS to inform and shape policy, strategy and funding led by MaPS and others who are shaping (or who have the potential to shape) financial education provision. Pension guidance tools data provision As part of its pensions guidance transformation strategy, the Money and Pension Service (MaPS) is looking to improve its digital pensions guidance offering by providing retirement planning journeys and tools that meet the needs of different groups of people. This will help consumers answer what do I need, what should I do now and to model their options. Given the complexity of people's pension holdings there is a need to provide a broad range of tools, that can be tailored to individuals' personal circumstances and their life situation. These tools need to be simple to use, engaging, and able to support both simple and complex decision making and retirement planning. This will range from providing rational tools that could help a consumer with one thing to more complex, customisable, interactive tools that allows for 'what-if' scenario planning. These will be web-based multi-channel tools and calculators covering all life-stages including pre, at, and in retirement. They will be accessible across a range of devices and designed to increase engagement and educate consumers. We also intend to develop tools that can be linked together as well as with the consumers profile so that data provided in one tool or from their profile can be pre-populated across the guidance journeys we provide. These tools will be developed and built on our consumer facing website, MoneyHelper. Our intention is to develop and maintain the front-end user interfaces and functionality but are looking for suppliers to provide the necessary data feeds via API's to support the provision of those tools and journeys. The front-end user interfaces will be built on our infrastructure (AEM) and utilise our API gateway. If suppliers have existing complementary front-end user interfaces that can be used in conjunction with the data feeds they provide, we may explore the potential use of these solutions, on an interim basis thereby providing benefit to consumers faster. This would be subject to MaPS reviewing those front-end user interfaces to ensure they are suitable to meet the aims and needs of our consumers. We intend for the contract for these services to begin towards the end of 2022 and be for an initial period of three to four years.MaPS therefore wishes to ascertain interest from the market prior to any potential tender process for the provision of these services. Money and Pensions Service (MaPS) is an arms-length body sponsored by the Department for Work and Pensions, established at the beginning of 2019, and also engages with the HM Treasury on policy matters relating to financial capability. MaPS is organising a series of pre-market engagement events in the coming days. One of those will be for (Money Guiders) Communities, Networks and Training Events Services. Further details are as follows. a) Event management: We would like to meet suppliers that design and deliver events in a range of different formats: in-person, hybrid and online, including conferences, forums, webinars, training, workshops, expert speakers, networking, peer-to-peer support, action learning and facilitated group sessions. This includes event marketing and engagement, ticketing, managing delegates, sourcing and booking venues, catering, audio-visual equipment, live-stream technology and recording. b) Community management: We would like to meet suppliers that manage and facilitate learning communities, communities or practice, and communities of interest and place. This includes: - large and small-scale network membership, from local geographic areas to larger regions, the four UK nations and the whole of the UK; - memberships from a diverse range of work environments, job roles and sectors; - creating and curating community content; - care of community members; including welcoming, onboarding, guidance and signposting around community spaces; - moderation of online community forums, groups and communication channels. c) Stakeholder engagement and community development: We would like to meet suppliers that can accelerate localised (e.g. geographic or sector-specific) engagement and community building with organisations that deliver money guidance as part of their services, through front-line workers who have money conversations - non-regulated money guidance - as part of their wider work role, with their customers or service users including those who are vulnerable and most in need.

This Prior Information Notice is to advise the market that the Money and Pensions Service (MaPS) intends to issue an Invitation to Tender for a service that supports clients in England with debt and mental health problems, including acting as a dedicated service to take referrals for Mental Health Crisis Breathing Space. MaPS will shortly also be issuing a Request for Information (RFI) to gather market intelligence/information and gain a better understanding of the capacity and appetite of the market to deliver the proposed service. This is to inform you the Money and Pensions Service (MaPS) is looking for a Family law legal subject matter expert. Expertise is required to provide MaPS with the latest high-level legal guidance with experience in practicing across all 3 jurisdictions on Family law (England & Wales, Scotland and NI) or with coordination with other third parties in no more than a few sentences for roughly 50 specific points/questions linked to our guidance on separation and divorce, plus some additional hours for clarification discussions. The aim is to ensure we understand the key legal principles correctly as we link financial guidance to them, so legal guidance needs to be concise and clear, using lay language. The 50 questions are split into eight key areas: 1. Legal basics / principles to end relationships. 2. Legal basics / principles to protect home rights and keeping up payments when deciding to separate. 3. Legal basics / principles to protect immediate financial position when deciding to separate. 4.Legal basics / principles when the separating couple have children. 5. Legal and financial considerations when proceeding with divorce or separation. 6. Legal basics / principles for dividing assets and liabilities when reaching a financial settlement when divorcing. 7. Legal basics / principles for dividing assets or liabilities when separating as an unmarried, cohabiting couple. 8. MaPS published the results from a two-year quantitative pilot longitudinal study (PLS) of debt advice in October 2022. The pilot has demonstrated solid evidence that doing a large-scale longitudinal study successfully is feasible and likely to produce valuable insight. The reports, including pilot methodology and test of the key parameters, can be found at this link Understanding the long-term impact of debt advice. Given the encouraging results, MaPS wants to undertake a two-phase quantitative longitudinal study to measure the impact of debt advice on client outcomes. The design includes a randomised encouragement component by using a stratified random process to create a counterfactual group, where a treatment group is encouraged to seek debt advice, and a control group is not. There are two main changes from the PLS. 1) The criteria used by MaPS to define people in need of debt advice have changed. From previous surveys, we estimate that the old and new definitions of people in need of advice will provide a similar eligibility rate but that will be tested in the first phase of the study. 2) We have a new design and structure to be used for the randomise encouragement component. Also, to be tested and improved in the development phase. MaPS will facilitate a session to engage interested bidders on this workstream. This will take place on 22nd February 2023 over MS Teams. Under the Financial Conduct Authority's Payment Accounts Directive (PAD), the Money and Pensions Service (MaPS) has a statutory duty to provide a web-based Payment Accounts Comparison (PACT) Tool. The aim of PAD is to improve access to payment accounts, increasing competition and making fees and charges more transparent and comparable. As such, MaPS had to create an operationally independent tool to compare a specific and limited list of fees and charges known as the Linked Services List. The PACS tool has been operated by MaPS since 2018. Though the tool is developed and maintained by MaPS directly, an external provider is required to supply a data feed of the Payment Service Providers' (PSP) Payment account products, and to compare a specific and limited list of fees and charges known as the Linked Services list. The current contract for this service expires in September 2024.
