Central Digital Architecture & Associated Services Contract - RM3804
The Pension Schemes Act 2021 and The Pensions Dashboards Regulations 2022 (as amended by The Pensions Dashboards (Amendment) Regulations 2023) sets out the requirement for pension providers and schemes to connect to the pension dashboards system. It also empowers the Money and Pensions Service ("MaPS") through the Pensions Dashboards Programme ("PDP"), to create pensions dashboards standards with the approval of the Secretary of State for Work and Pensions. The legislation sets out a single statutory long-stop connection deadline of 31 October 2026 (the "Statutory Deadline").
MaPS is party to a Central Digital Architecture & Associated Services contract (the "Contract") with Capgemini UK PLC ("CG") to deliver the major components of the digital architecture, including the pension finder service (PFS), the consent and authorisation service, and the governance register, that will enable the PDP to operate.
The Contract was procured via a call off from RM3084 - Technology Services 2. The Contract as awarded contains two optional extension periods of 1 year each
The value of the Contract has now been uplifted by £15,000,000 for additional services, which are now necessary for successful project delivery, that were not included in the original contract award.
Additional work is required under the Contract to develop the central digital architecture to include key components required to ensure that the programme can enable pension providers and schemes to meet their statutory obligations. Namely, to connect to the dashboards system by the statutory deadline of 31 October 2026, having regard to the staged timetable in guidance issued by DWP, and to maintain that connection. This has resulted in new Statements of Work ("SoW") being awarded to CG for the additional work required, charged as "time and materials", and an increase in value of £15,000,000 (approximately 26%).
CG as the incumbent supplier is the only provider who can undertake these additional SOW under the Contract. This is due to technical reasons due to the requirements of interoperability with the existing ecosystem equipment and installations. Introducing an alternative provider for the additional services would require:
• knowledge transfer and upskilling, over a relatively short timescale, of the existing technology build that they would be doing additional development work on;
• a period of dual running of personnel during onboarding to enable knowledge transfer between roles; and
• additional management overhead, due to managing multiple suppliers for delivery.
MaPS is therefore satisfied that any change of contractor would cause significant inconvenience, delay and additional cost to the programme and would put the connection of pension providers and schemes by their statutory Deadline at substantial risk.
Therefore, this notice is issued to update the revised contract award notice 8bcf5892-9c31-4e44-a23a-82e1fd4e6e0c with the new Total Contract Value.

This notice is issued to make a correction to the contract award notice as originally published on 11 October 2021 (the original notice can be found at https://www.contractsfinder.service.gov.uk/Notice/8bcf5892-9c31-4e44-a23a-82e1fd4e6e0c). The correction is made to include the originally agreed extension options within the statement of the term of the contract, and, accordingly, within the statement of the total value of the contract. The current address and email address of the Buyer has also been updated.
The Financial Wellbeing Barometer will provide a dynamic method of monitoring the status of financial wellbeing - as defined by the five 'Agendas for Change' in the National Strategy (financial foundations, nation of savers, credit counts, better debt advice and future focus). Therefore The Money and Pensions Service (MaPS) wishes to appoint an agency to help MaPS build the most comprehensive review of this initiative and to undertake a feasibility study with a deliverable roadmap to creating a digital portal capable of hosting the Barometer. MaPS wishes to understand how we would establish this initiative in the marketplace and to comprehend how the data sources would be acquired and implemented according to MaPSs requirements and those of our financial wellbeing partners.
Award of Debt Relief Order Administration Hub Contract (Lot 4)
Delivery of a free to customer Debt Relief Order (DRO) administration service. This service is free to customers save for the DRO application fee.
The contract duration is three years with two optional extensions of 1 year each.
Award of National Debt Advice Services Contracts (Lot 1)
Delivery of free to customer national regulated debt advice services that are available to anyone in England.
The contract duration is three years with two optional extensions of 1 year each.
Award of Business Debt Advice Services Contract (Lot 3)
The delivery of a free to customer regulated business debt advice service that will support problems with debts for which the individual is personally liable (regardless of the nature/purpose of these debts), to those who derive income from self-employment.
The contract duration is three years with two optional extensions of 1 year each.
The Money and Pensions Service (MaPS) required a research partner to deliver a communication tracker for FY 22/23 (May 2022 - March 2023) to measure the effects of the campaign on MoneyHelper brand metrics, Pension Wise service awareness, and key advertising metrics.
MaPS expect this to be 5 waves of fieldwork each year that will run pre and peak campaign activity.
The Pensions Dashboard Programme needs legal advice on identifying the legal risks associated with delivering the CDA and the dashboard ecosystem as well when entering into agreements with our suppliers.

In each of these areas, we expect we will need a range of support and advice (both written and verbal) but mainly: on legal risk; in relation to interpretation and options; drafting agreements and contracts; and representation.

Dashboards will be built on the safe processing of individual data at scale. This will require extensive UK GDPR, technological and security law advice.
A Digital Deliver Partner to support MaPS across the entire length of the project lifecycle. i.e. discovery, pilots, concepts, alpha, beta and build, thus allowing us to create continuity of deliverables across the digital estate, but also in approach and quality of value delivered.
The Money and Pensions Service (MaPS) requires external legal advice to ensure it operates within the law and legislation, to protect the interests of customers and its brand, as well as internal oversight of key policies and processes.
The following are the fundamental areas where MaPS will need legal advice:
- Subsidy Controls, Public Procurement and UK regulation (Commercial advice)

In each of these areas, MaPS will need a range of support and advice (both written and verbal). There are a number of sub-topic areas covered by each of these broad headings which have been identified through consultation with relevant MaPS staff.
The Money and Pensions Service (MaPS) requires an external advertising/creative agency to provide support to the internal MaPS marketing team in the formulation and delivery of media campaigns. This will include both the current Pension Freedoms and upcoming Cost of Living campaigns.
The agency will be required to carry out the following:
Develop creative strategy for new campaigns or update and optimize current campaigns
Develop and deliver new creative
Communications planning
Support research requirements
Analyze campaign performance
Develop campaign propositions
11-14-week project that will provide MaPS with a robust foundation of digital analytics using our new Adobe website and platform, delivered in good time to ensure seamless transition from current processes.
Risk Management Software to support MaPS in identifying, measuring, and managing risk, while providing real time insight and assurance to key stakeholders, ELT and Board on risk management.
This contract is for the provision of an outsourced IT managed service to deliver service desk, end user compute and cloud infrastructure management services to Money and Pensions Service.
Provision of social media listening capabilities within MaPS through use of a cloud platform. It will deliver a wealth of rich insights in the form of conversations, news, articles, and commentary from across social media and the wider internet.
