Moat are engaging with the market to help us shape our long-term plan for the supply of media and marketing services, which we use to assist in the marketing of affordable homes.
We are initially issuing this questionnaire for suppliers to complete and return to Moat to help us shape our requirements.
This PIN constitutes a market engagement opportunity. Not registering your interest will not preclude you from bidding for any opportunity following the publication of a Contract Notice.
Moat will be carrying out a market engagement event to assist in understanding the market's approach for the provision of a property maintenance and repairs service to help inform its decision.
This will be an opportunity for suppliers to feedback to Moat Homes in an open forum and supplier participation is key.
We want to notify you of an upcoming requirement, and by doing so we are keen to understand where the market stands in terms of our requirements below. We welcome submissions from OEMs and potential providers, particularly those who have worked with Social Housing, Not for Profit and other related public bodies. This Request for Information (RFI) and Market Engagement seeks information relating to Employer's Agents (EA). Moat Homes Limited is seeking to engage with the market to build upon its current knowledge and support in defining a specification before launching a competitive procurement for the provision of Employer's Agents and associated services. It is important to note that no contract will be awarded as part of this exercise (RFI).
This PIN is issued to invite feedback from potential suppliers, which will be used to inform
decisions.
Moat currently uses a variety of methods for the delivery of a range of services delivered in and around customer homes relating to Grounds Maintenance, Gardening, Communal Cleaning, Window Cleaning, Arboriculture and Pest Control. The total spent on these services in 2021/22 was in excess of £2.5m. These services are collectively referred to as 'Estate Services'.
The services currently being delivered under this contract are critical service delivery requirements for Moat, with a large number of our customers receiving two or more of these services.
Additional services are provided in relation to the management of bulky waste and fly-tipping. These are currently excluded from the scope of this soft market testing exercise.
Moat is working with echelon Consultancy to undertake a detailed scoping exercise to inform its future procurement strategy for the delivery of Estate Services.
As part of this exercise this PIN is being issued along with a soft market testing questionnaire to gauge potential providers' interest and views.

Moat Homes Ltd (Moat) is a leading housing association with over 21,000 homes in the South East of England. For over fifty years, Moat has delivered high quality general needs homes for affordable rent, supported accommodation and tenancy support services and affordable home ownership schemes.
Moat is issuing this prior information notice (PIN) to support its understanding of the market interest and to obtain feedback from potential providers. The primary focus is to better understand the market, as well as any perceived risks and opportunities, which will assist with the development of the procurement approach and tender documentation.
Moat is seeking views and information in relation to the provision of a caseload management system suitable for rent, service charges and other housing related debt collection. The system must use predictive analytics and support a multi-tenure patch-based approach, and be capable of producing accurate, detailed performance management reports and analytics.
Moat requires a system compatible with MIS and Microsoft Dynamics and delivers high data protection standards.
Moat is seeking a supplier who will provide excellent post-sales support services, is open to customer feedback and responsive to changes needed to support the working practices of the organisation. Ongoing maintenance and upgrades are imperative and will be taken into consideration as part of the procurement process.
Currently, we are looking for organisations that may be interested in this opportunity to identify themselves and express their interest and who may be able to meet with Moat staff to provide further feedback.

Moat Homes Limited (the Authority) is undertaking preliminary market engagement to inform a potential future procurement for the replacement of its current externally hosted Sales & Marketing Database that supports the Moat Homes website and Sales & Marketing activities.
Moat is progressing a hybrid delivery model in which the Moathomes.co.uk website and customer portal will be rebuilt and maintained in-house, while the sales database solution will be procured and must integrate securely with Moat’s systems.
The prospective scope of the future procurement is subject to refinement following this PME.
