The Ministry of Housing, Communities and Local Government (MHCLG) (the "Authority") has commenced the procurement activity on behalf of the Grenfell Tower Memorial Commission (The Commission) with the RIBA acting as authorised agents (RIBA) to appoint an International Multi-Disciplinary Design team (MDDT) to support the Commission in their commitment to deliver a fitting memorial (the "Project"). The Authority is using the Competitive Procedure with Negotiation (CPN) to support the selection of the design team. This procurement is being conducted on behalf of the Grenfell Tower Memorial Commission (The Commission) administered by RIBA with the Contracting Authority being the Ministry of Housing, Communities and Local Government (MHCLG). We are inviting expressions of interest in the procurement of a consultant(s) and other specialists who will make up an appropriately skilled multi-disciplinary design team (MDDT) to develop the memorial concept design in collaboration with the Grenfell community, to support the concept design phase of the memorial through to its delivery and construction. The Authority is seeking Applicants to submit expressions of interest to participate in its tender process, being conducted in accordance with the Competitive Procedure with Negotiation (CPN) of the Public Contracts Regulations 2015 (as amended). This is a two-phase procurement. Phase 1 invites design teams wishing to prepare a carefully-considered submission that describes their motivation for participating, their ability to work in partnership with the Grenfell community, delivery and completion of project examples and overall experience and balance of the design team. Following shortlisting of submitted phase 1 responses, phase 2 will invite up to five shortlisted teams to refine their preliminary designs using insights from the Grenfell community. Teams will visualise elements of their proposals that are relevant with or without a Grenfell Tower in place, the focus being to select the right design team rather than to finalise a specific memorial design. Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. More information about neighbourhood planning is available on the Authority's website: https://www.gov.uk/guidance/neighbourhood-planning--2 The Authority require the Contract to make available a basic level of support for every existing and prospective neighbourhood planning group in England (hereinafter referred to as 'the Customer'), and to provide further support in the form of grants and\or Technical Support to eligible Customers to help them get neighbourhood plans or neighbourhood development orders (NDOs) in place for their area. The Authority makes no guarantee as to level of grant, Technical Support or additional services that may be required or awarded to Customers under this Contract. The Contract shall involve provision to Customers of key services including, but not necessarily limited to: Basic support - including online resources, expert advice, and networking facilitation; Grants - provision of grants to support neighbourhood planning activity. Technical Support - provision of specialist, Technical Support packages to deliver specific outputs linked to Ministerial priorities on housing, design and supporting communities to establish neighbourhood planning groups in unparished areas.

MHCLG require a Supplier to deliver and manage the Green Flag Award Scheme ('the Scheme') on a concessionary contract basis. The Scheme is both a national and international benchmark for quality public green spaces such as parks and community gardens - considered by the green space sector as the annual MOT for green space. It is highly regarded and credited with being a cost-effective way to raise the quality of urban green space and local people's engagement with it. The Scheme is recognised and used by the majority of local authority green space managers and increasingly by community and voluntary groups. With over 2,200 green spaces currently accredited the Scheme is considered to have significant growth potential and the principal ambition for the future running of the Scheme under Contract is to see the majority of green spaces in the United Kingdom, and beyond, accredited. The Scheme has predominantly covered parks and community gardens, but its range now extends to woodlands, nature reserves, allotments, cemeteries, and open spaces around social housing and shopping centres. The detail of the Scheme is set out in Raising the Standard, a standard of management for parks and green spaces. MHCLG currently considers that Raising the Standard to be the underpinning handbook for the Scheme and for interpreting the Scheme criteria that guides its operation, however proposals for innovating the Scheme are encouraged. Aggregate Working Parties (AWPs) are technical advisory groups of mineral planning authorities and other relevant organisations covering specific geographical areas who work together to produce fit-for-purpose and comprehensive data on aggregate demand and supply in their area; and provide advice to individual mineral planning authorities and to the National Aggregate Co-ordinating Group. The Authority intends to award a Contract/s for an initial three year term, with the option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval. This Procurement will result in separate Contract awards for each Lot of which there are up to 9 lots. A Potential Supplier may be awarded one or more Lots (up to the maximum permitted), and upon Contract execution they will become the Supplier for those Lot(s). The total maximum budget available for the initial three-year period is £436,000 ex VAT across all nine lots. The total contract value, including any optional extensions, may be up to £581,333 ex VAT, subject to funding availability, supplier performance and internal governance approval.
