Midland Heart is pleased to invite Contractors to tender for the Provision of CCTV, Installation, Associated Works and Support. Midland Heart are looking for a high quality solution, from reputable providers that deliver a service that is demonstrably focused around the needs of Midland Heart and provide value for money for customers. Contractors are requested to study the specification documents in detail and ensure that the specified requirements can be met, an understanding of our requirements should be reflected in your Pricing. The services are required across a range of different stock and tenure’s including General Needs properties and Retirement Living properties. Midland Heart expects the successful Contractor(s) to deliver this Contract across Midland Hearts geographical scope.
To include but are not limited to general lift related consultancy, expert advice, dilapidation surveys, audits, maintenance management service, fault diagnosis, and project management. Conformity with these administrative provisions will be an essential part of the Contract.
Midland Heart expects the successful Contractor to deliver this Contract across the Midland Heart Geographical scope, which is indicated in - Schedule 16 of the tender documents.
The Contract will cover all Midland Heart properties where passenger lifts, through the floor lifts and stair lift equipment is installed.
The Contract duration will be for issued on an initial 2-year Contract with an option to extend for a further 2 years. The Contract start date will be the 1st October 2023.
The total Contract value is estimated at £75,000 per annum (excl. VAT).

The service is a Mobile Security Service to patrol Midland Heart general needs schemes across its stock base. This will cover approx. 21,503 properties. The winning bidder may also be required to cover CCTV monitoring at our East Midland Hub and may occasionally be required to lock up and open up our other offices. The successful contractor will work alongside Midland Heart’s CCTV control room in responding to incidents of concern.It is expected that the Mobile Security Service will provide a valuable contribution to community safety and through reporting, enforcing, and educating, to ensure our properties and neighborhoods are places people want to live now and in the future.
Midland Heart is pleased to invite Contractors to tender for the Tenant Satisfaction Survey Services Contract. The objective of Midland Heart’s tenant satisfaction measurement programme is to gather critical tenant satisfaction insight data from tenants on a regular basis. The programme is a tracker style programme related to tenants who have recently experienced Midland Heart’s core services. The feedback data collected is integral in shaping services for the future and ensuring Midland Heart is continually striving to increase tenant satisfaction performance. Midland Heart are looking to go to market for a new Applicant Tracking System. The system should meet the following criteria and those requirements set out in Schedule 1b of the tender documents: The vacancy management and recruitment process for Hiring Managers should be intuitive and straight forward, whilst ensuring that robust and compliant processes are followed. The system should facilitate and support end-to-end recruitment processes, from requesting a vacancy be recruited to, reviewing and shortlisting applications, setting up and feeding back on assessments, through to monitoring the onboarding progress of successful candidates. The candidate journey, from application to onboarding, should be attractive, agile, efficient and intuitive in response to current labour market. Candidates should be able to easily provide all relevant application and compliance information using recruiter pre-defined application forms, tailored to specific roles. They should be able to track the
Disrepair, Damp and Mould, Electrical, General Build, Drainage and Scaffolding Work.
Midland Heart requires a Framework of Contractors to support our In House Maintenance Team to deliver Disrepair, Damp and Mould, Electrical, General Build, Drainage and Scaffolding Work.
Supply and Installation of Temporary, Event and Building Signage
In order to remain a trusted and recognisable Landlord, we need to ensure that our external branding is consistent and tidy and supports the delivery of other services and delivers key messages to our tenants. The signage that is produced and displayed at our sites plays a key role in helping us to broadcast our brand across our geography. The contract will be for all signage requirements Midland Heart may have including our office locations and any other signage or branding required.
Midland Heart have an internal Projects Team and works within a mature and formalised project governance framework. There are a mixture of Agile and Waterfall projects and all projects are sponsored by Executive Directors. The team is comprised of a PMO, Business Analysts and Project Managers and sits within the Technology and Transformation team. All corporate projects and smaller Directorate projects are delivered utilising resource from the centralised projects team.
Midland Heart would like to partner with an organisation who offers project management as a service. The partner would be expected to deliver Project Management resource, but also with the possibility of providing Business Analysis and other key project technical roles (for example Solutions Architects, Infrastructure Resource) on an ad hoc basis.

The winning contractors’ operatives are required to be skilled and trained accordingly to produce a quality finish product and follow manufacturers’ recommendations. Any installation works undertaken by the contractor during the life of the contract are required to fulfil all current building regulations.The below specification relates to the requirements, supply of materials and execution of all works for the installation of new flooring. The winning contractor is expected to follow this specification whilst carrying out the works and shall not deviate from the specification, schedule or manufacturers product without the prior written approval of the CDS. Any goods supplied by the Contractor are to satisfy the relevant minimum technical requirements and be fit for purpose for the areas of application and of a finish that is satisfactory to the Client and it's tenants. The contractor must have a quality control system in place to ensure the service and goods comply with Midland Hearts specification.
Any flooring required in our communal areas are service chargeable and therefore pre-surveys are required to obtain accurate measurements at SOR level to allow for tenant consultation (see section 1.2), the minimum period of consultation is 30 days. The pre-surveys are not chargeable and not all properties surveyed will result in the flooring being commissioned. Occasionally flooring maybe requested to area's that have had flooring replaced within the past 10 years, if this is deemed possible the Contractor is to inform the Client immediately as a flooring replacement will most likely not be required, any that have Polysafe Wood Fx flooring range or similar in-situ are typical of what is expected to be escalated.

This may include supporting the movement of goods and furniture between corporate sites from time to time.To support house clearances and keep goods in storage.The services are required across a range of different stock and tenure’s including Void properties, General Needs properties, Retirement and Supported Living properties, Home Options (Leasehold and Shared Ownership) properties and Mutual Properties. This Contract will be awarded for a duration of 2 years with an option for an extension for up to 3 years in increments (2+1).
Midland Heart requires a specialist event management company to offer expert advice, guidance and practical support in relation to our programme of business-wide corporate events. Depending on the purpose and scale of each event, the services required through this contract will vary. Those requirements will include some or all of the following, depending on the event:
Venue sourcing - Sourcing venues around specific requirements and general venue contract management.
Creative content - Support for event campaign ideas, event theming and digital production.
Speaker arrangements Researching and booking of external guest speakers, liaison with agents and fee negotiation.
Event branding - Creating strong visual identity and event concepts.
Digital - Covering AV requirements, digital support options and virtual events
Catering suppliers - Dependant on venue, audience and event – with particular attention to dietary and allergy requirements
Merchandise - Design, source and supply if required.
Logistics - Hotel and travel sourcing and arrangements where required.
Environmental -Showing sustainable planning and thinking on the delivery of each event, especially around materials, logistics and travel.
Contingency planning - Venue, guests and logistics fall-back plans.
Staffing - If third party support staff are required.
Budget - Input and management.
Reporting - Post event analysis eg. Attendance, feedback, sustainability review.
Midland Heart is seeking to procure a new Asset Management System to support the delivery of our Asset Management Strategy and our forthcoming corporate plan, “Tenants at Heart” 2026–2030.
This procurement represents a strategic opportunity to modernise and replace core systems that underpin our Asset Investment Strategy. Our key objectives are to drive operational efficiency by eliminating off-system processes and manual workarounds, while significantly enhancing the tenant journey and overall tenant experience.
This initiative forms a critical part of our internal project, “Knowing our Properties”, which focuses on strengthening our data, intelligence, and information systems to deliver better, more informed services for our tenants.
The asset management software must adhere to industry best practices and be fully supported by a third-party provider. The system should be a proven, largely “off-the-shelf” solution already in use by other comparable Housing Associations. It must offer a clear and ongoing development plan aligned with the requirements of the Social Housing sector , including the ability to adapt to future legislative and business changes / needs.

Midland Heart is looking for a high-quality solution, from reputable providers that deliver a service that is demonstrably focused around the needs of Midland Heart. Contractors are requested to study the specification documents “Schedules 1a & 1b” in detail and ensure that the specified requirements can be met, and an understanding of our requirements should be reflected in your Pricing.
Critically, our Procurement and Contract Management Solution should:
• Support the business with the full procurement and supply life cycle from pre-procurement to contract management and end of life
• Enable all users to simply and easily access and navigate the solution via single sign on
• Electronically tender in line with legislation and undertake Supplier communication electronically throughout all stages of procurement and contract management (including due diligence stages)
• Integrate with the Government's Central Digital Platform to publish required notices for compliance with the Procurement Act 2023
• Include a Contracts Register
• Have dashboard reporting capabilities for activities such as supplier performance, compliance reporting (e.g. are insurance documents up to date)
• Send reminders to Contract Managers and Suppliers regarding expired documents
