Midland Heart are looking for a high quality solution for Grounds Maintenance, from reputable providers that deliver a service that is demonstrably focused around the needs of Midland Heart and provide value for money for customers. Tenderers are requested to study the specification documents in detail and ensure that the specified requirements can be met, an understanding of our requirements should be reflected in your Pricing. The Contract is expected to commence in Winter 22/23. The resulting contract should assist Midland Heart in its endeavours to satisfy all current and future expectations of its customers, including those highlighted in the recent Social Housing White Paper. Suppliers are encouraged to familiarise themselves with the paper and ensure their understanding of its requirements are reflected within their tender response. The Contract is split into Two (2) Lots as detailed below. Contractors should note, the splits outlined below are indicative only and may be subject to change throughout the life of the contract. Following evaluation of the compliant Tenders Midland Heart shall determine which profile of lot award demonstrates the most economically advantageous outcome and consequently the contract may be awarded to one or multiple contractors (i.e. a minimum of 1 or a maximum of 2). LOT Contract Area Scope A - Dudley, Walsall, Cannock, Stafford & Stoke Core Grounds Maintenance to sites as outlined in Attachment 11 - Schedule 2 to Contract - Map of Operating Geographies. Plus ad-hoc work as may be ordered from time to time. Please see Schedule 1 - Lot 1 Specification for full detail. Lot 2 - is to provide Midland Heart with Risk Assessments. The risk assessment shall be conducted in accordance with the requirements of HSE ACoP L8, HSG 274 Part 2, HSG 282 and British Standard BS 8580-1. When assessing the risk of exposure to Legionella bacteria, consideration shall be given as to the potential for: a) Legionella to seed, survive and grow in the water system; b) aerosol generation and exposure; and c) the presence, numbers and susceptibility of people who may be exposed The Contractor will be required to review the effectiveness of control measures and management arrangements in preventing or controlling these risks. It is the policy of Midland Heart that all water systems shall be risk assessed a minimum of every two years and when there is reason to believe that the original risk assessment may no longer be valid. The Contract will mainly be for: The provision of design or print ready artwork for a variety of print formats, digital design, brand development and online marketing, including but not limited to: o General Leaflets - Scheme leaflets, newsletters o Press - Recruitment/awareness adverts o Stationery - Letterheads, information pack folders and internal leaflets, posters, pull ups, banners, signage, merchandise o Publications - Reports, evaluation, financial statements, B2B documents & pitches, customer annual reports, up to 100 pages o General designs for web/social medias - jpegs, themes, web buttons, MP4 o Concepts and themes - Occasional concepts/designs required for various projects o Stand alone elements - Support in creating items required for vehicle livery, promotional materials including branded clothing o Event specific - Invitations for email & print, event advertisements, banners and pull up banners o Templates- This may include editable pdf posters and flyers that can be adapted by Midland Hearts internal teams o Illustrations - Creation of icons, Sketches, Pre-set themes and styles all or some of which may be adapted internally/externally to be developed into animation to be used across our intranet and internet. o Print - On occasion there will be a need to include print with some brochure/leaflet design jobs. These will be more bespoke items once or twice a year. o Creative Campaigns Management - Support in developing full campaigns to include concepts, artwork suites, occasional sourcing of print and account management. These can include developing new themes/styles for internal initiatives and full scale designs and concepts for exhibitions (e.g stands, promotional materials, stationery etc). Support in developing full scale digital campaigns to include concepts, artwork suites to include full account management. o Creative Campaigns Delivery - There will be a focus on digital elements and could include amongst other things e.g. microsites, e-mail designs, QR codes, AR, VR, videos, social media assets (including images/videos), online campaigns. These can include developing new themes/styles for internal/external initiatives e.g. infographics, interactive pdfs, editable word documents, 'buttons' for web animations for external internet and internal intranet. The above list is not exhaustive and it can be quite common for projects to require completely new elements. The winning contractors' operatives are required to be skilled and trained accordingly to produce a quality finish product and follow manufacturers' recommendations. Any installation works undertaken by the contractor during the life of the contract are required to fulfil all current building regulations. The below specification relates to the requirements, supply of materials and execution of all works for the installation of new flooring. The winning contractor is expected to follow this specification whilst carrying out the works and shall not deviate from the specification, schedule or manufacturers product without the prior written approval of the CDS. Any goods supplied by the Contractor are to satisfy the relevant minimum technical requirements and be fit for purpose for the areas of application and of a finish that is satisfactory to the Client and it's tenants. The contractor must have a quality control system in place to ensure the service and goods comply with Midland Hearts specification.
