In line with best practice, the Authority has observed the voluntary 10-day standstill period from the publication date of the voluntary ex-ante Notice before awarding the contract, pursuant to Regulation 99 (3) (c) of the Public Contract Regulations 2015 (as amended (EU Exit) 2020 etc.) The Authority intends to enter into a contract for 12 months, from 01st April 2024 - 31st March 2025 . The aggregate contract value is forecasted at £1,027,687.

This is a voluntary ex ante transparency notice and is intended to provide notice of NHS Mid and South Essex Integrated Care Board (herein "the Authority")'s intention to award a contract to deliver Autism Spectrum Disorder (ASD) Assessments to the patients within Mid and South Essex's geographical footprint. The contract will be for 12 months from 01st April 2024 - 31st March 2025 . The aggregate contract value is forecasted at £716,895. As of July 2022, the Integrated Care Board (ICB) superseded the previous 5 CCGs within Mid and South Essex. NHS Mid and South Essex ICB is currently undergoing an organisational restructure and have taken the decision to extend the current contract to the incumbent provider for 12 months whilst commissioning decisions and strategies can be made for the future of this service. The Authority considers this provider for this Autism Spectrum Disorder (ASD) Assessments service as technically capable of providing the most economically advantageous solution to the Authority whilst the ICB undergoes restructure, review and alignment of contracts. The Authority is applying the NHS Standard Contract Terms and Conditions to ensure appropriate clinical governance and service delivery quality as well as consistency of service to patients. This notice is being published to reflect the date by which the Authority has satisfied it's internal governance process and the Authority's signatures have been ascertained, not at the time of the proposed start-date of this contract. The Authority will observe a 10-day standstill from the date of publication of this notice. The Authority will publish appropriate Notices accordingly to communicate any such future changes and opportunities to the market, once final.

The contract award for Mental Health Support Teams (MHSTs) made by NHS Mid and South Essex Integrated Care Board. MHSTs are a government initiative to help increase children and young people’s access to support for emotional wellbeing and mental health. MHSTs are part of the national Children and Young People’s Increasing Access to Psychological Therapies (CYP-IAPT) programme. MHSTs are a resource in addition to the already existing support in any particular education setting.

Further to the voluntary ex ante transparency notice 2023/S 000-019957 published on 12th July 2023 Mid and South Essex Integrated Care Board (MSE ICB) has awarded a 36-month contract (1st August 2023 - 31st July 2026) with the option to extend the contract by up to an additional 12-month period (1st August 2026 -31st July 2027); a maximum contract term of 48-months. From a contract value perspective this equates to £34,559,463 over the 36-month period and a total of £46,079,284 if the additional 12-month extension is enacted. MSE ICB has awarded contracts to its Hospice System Partners, MSE ICB have been working to provide a service for patient cohorts who have a 'primary health need', and where they have a rapidly deteriorating condition or are in the terminal phase of life, and where their needs are more than ancillary to the provisions of accommodation by a local authority, i.e. the care they need is beyond the legal remit of Social Services. The service may include both a bedded service and a domiciliary service dependent upon the individuals need. This decision is based upon this is best solution to ensure that Patients across Mid and South Essex benefit from the service and ensures the service compliments other Palliative and End of Life care provision with its Hospice System Partners, who are uniquely placed and most technically capable to successfully deliver this service at scale and pace.

NHS Mid and South Essex Integrated Care Board (NHS MSE ICB) (the Authority) invites suitably qualified providers to tender for this Termination of Pregnancy Services (TOPs). The Contract will be for a term of 60 months (5 years) with the possibility of extending the term for a period of 24 additional months (2 years) beyond the initial contracted duration by agreement between the Authority and the Bidder. The service provided under this notice will be for Acute Services under patient choice provision. In adherence with Patient Choice and PSR requirements, following a ‘Self Declaration’ Accreditation process contracts are awarded for a three-year term to the existing ISPs under PSR DAP B. The delivery of Essex Care & Treatment Reviews with PSG will collaborate with the Engager to arrange the notified CTRs for over 18s, as well as provide administration and panel members to assist the Engager in fulfilling their obligation to complete CTRs in accordance with National DSR policy. It is anticipated that between 15 and 20 reviews will be provided each month throughout the contract period.

NHS Mid and South Essex Integrated Care Board (the Authority) intends to award an Integrator contract to deliver the Special Educational Setting (SES) Sight Test Service for children and young people through local accredited optometry practices, following a Most Suitable Provider (MSP) process under the Health Care Services (Provider Selection Regime) Regulations 2023. Children under 16 (or up to 19 in full-time education) are entitled to free NHS eye tests, but pupils in special education schools face barriers to access. A successful NHS England pilot demonstrated benefits of delivering sight tests and advice in school settings. The NHS Long Term Plan committed to this service for residential settings, extended in 2023 to day schools. Funding is now recurrently allocated to ICBs from 2025/26. The ICB considered an integrator model most suitable, where a lead organisation coordinates and performance-manages local optometrists rather than the ICB holding multiple contracts. This approach supports Essex-specific partnerships, supply chain accountability, integration, measurable value, and social impact. In applying the Process, the Authority has assessed the five Key Criteria and reviewed NHSE pre-market engagement data to confirm provider capability and local connections. Based on this, the Authority believed it can identify the MSP without a competitive process. The scope of the service is to deliver sight tests for pupils attending special education schools across Essex (including activity associated with the Authority's successor Essex ICB's geographical footprint which covers North East Essex and West Essex also). There are an estimated 4,400 pupils in total across Essex within these schools and the service is based on an assumed uptake of 80%, equating to approximately 3520 sight tests per year. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this Framework Agreement (contract) is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.
