This is a Voluntary Ex Ante Transparency Notice to communicate a contract award made by the Authority to KIDS for provision of an Autism Spectrum Disorder (ASD) Post-Diagnostic Psychoeducational Resource for Parents/Carers and Young People in Greater Essex ("the Service") from 9th January 2023 for a period of three years, expiring 8th January 2026, at an aggregate value of £398,000.

This notice is intended to communicate that NHS Mid and South Essex ICB (herein referred to as the 'Authority') intends to award a contract to an existing provider, under the Provider Selection Regime DAP C process, to provide for continuity of service and safety of service users. The Happy Hubs support services users in Mid and South Essex as part of the mental health intervention services to ensure the continued, effective and safe service provision for vulnerable patient population. The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. The proposed contracting arrangements are not changing considerably and this short term contract is proposed to ensure continued and safe service provision whilst the Authority undertakes a competitive procurement approach for a new service, that will supersede the existing contract arrangements. The short term contract is for a 6 month term from 1st April 2025 to 30th September 2025.

This is a voluntary ex ante transparency notice communicating NHS Mid and South Essex Integrated Care Board's (the Authority) intention to award a contract to Prescribing Services Ltd for the provision of 'Eclipse Live' a prescribing and screening computer system that identifies those at risk of emergency admissions, bringing together data confidentially and securely to create safety reports automatically and empowering Mid and South Essex GPs to identify patients at risk of a medicine related emergency admission, helping both patient and the NHS to avoid unnecessary admission where possible. The supplies being procured include: - The provision of a centralised database to enable NHS organisations to evaluate their compliance with best practice guidelines. - RADAR, a centralised set of best practice prescribing criteria enabling Practices to gain insight, education and prompts to review patients at potential risk from overdue monitoring needs. - Diabetes Complete, a centralised tracking interface identifying compliance with National Guidelines for Diabetes Best Practice. This contract commences 1st April 2025 until 30th June 2026, at a total aggregate contract value including extensions of £257,909.00.

NHS Mid and South Essex Integrated Care Board are publishing this Contract Award Notice in relation to an above-threshold under the the Public Contract Regulations 2015. The National GP IT Futures Lot 1 Framework Agreement, against which Call Off Agreements have been executed and have expired on 31st March 2023. A contract extension to ensure continuity arrangements was put in place by NHSE applying a further extension to cover 01st April 2024 – 31st October 2024 whilst a new national framework was to be procured however there have been national delays to this process and NHSE are applying a further extension 01st November 2024 – 31st March 2025 to the existing contractual arrangement with the incumbent supplier. Upon publication of the national framework all services will be reprocured compliantly through this route. As such, the Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.

This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 under the Most Suitable Provider process. The Procurement relates to the Due Diligence assessment conducted for the provision of Recovery Colleges in Mid and South Essex. The Authority intends to award the Contract to the Provider that achieved the highest scores across the key criteria used. This Recovery Colleges is from 01st April 2025 - 31st March 2028, with the option to extend for a further 24 months. The aggregate contract value exclusive of extensions is £4,197,523 over the three-year contract term. The aggregate contract value inclusive of extensions, as published in Find a Tender Service, is £6,976,371 over the five-year contract term. Recovery Colleges is a key mental health service provision commissioned by NHS Mid and South Essex Integrated Care Board for the patient population in MSE. The Service has been historically commissioned under separate contractual arrangements held by the individual Clinical Commissioning Groups (CCGs). The ICB was established on 1st April 2022, replacing the CCGs as the Contracting Authority. As a result, these contracts will now be subsumed into a single contract commissioned by the Contracting Authority. The Services are currently delivered by three different providers through a multifaceted approach with differing offers across the system which is reflective of the previous CCG individual commissioning pathways, resulting in inequitable offers across the population of MSE, as well as no current offer in the Basildon and Brentwood locality. The ICB has proposed a single system-wide offer, to amalgamate all of the contracts for these services into one potential contract to support integration, reduce fragmentation of services and reduce the number of contracts that MSE ICB will need to manage going forward. This will enhance and improve outcomes to elicit patient safety and quality. The Contracting Authority has worked with the three incumbent providers and is of the view that this cohort of existing providers have the necessary experience, knowledge and skills to offer a collaborative provision via a lead provider model. Recognition that the services will need to do more with less funding and recognising the benefits and efficiencies of doing things once. Providers will also need to share risk and invest in the service provision through this collaborative partnership. The Contracting Authority intends to award a single contract to suitably, technically capable provider. In order to award a contract, the most suitable provider must have demonstrably satisfied the minimum Basic Selection Criteria, including financial and economical standing, satisfying the Key Criteria assessment and the commercial envelope. The awarded provider will be expected to share the risk, resources, capacity and to work collaboratively with the ICB. SERVICE: Recovery Colleges support people with Mental Health Problems, their carers, and mental health staff, via adult-education-based approaches rather than clinical or therapeutic models. The key principles are that they are collaborative, strengths-based, person-centred, inclusive and community-focused. A peer support and recovery approach focuses on developing people’s strengths and enabling them to understand their own challenges and how they can best manage these to pursue their aspirations. Recovery Colleges are based on the principles of personal recovery in mental health, co-production between people with lived experience of mental health problems and professionals, and adult learning. Recovery Colleges serve people who use mental health services, with empirical evidence of benefit.

Hereafter all references to the Authority incorporates: NHS Mid and South Essex Integrated Care Board (ICB), NHS Suffolk and North East Essex ICB and NHS Hertfordshire and West Essex ICB. The Authority has awarded a contract for the Provision of a Pan Essex Dynamic Support Register Keyworker (non-clinical) Service (the Service) to HCRG Care Services Ltd, using an open procedure under the Public Contract Regulations 2015. The Contract will be for a term of 36 months from 1st April 2025 until 31st March 2028. The Authority provided for a potential extension of up to 24 months until 31st March 2030 to future proof this contract, but this is in no way guaranteed, and activation of such extension will be at the sole discretion of the Authority based on fundamental principles laid out in the Tender Documents, as well as the performance of the provider and results of any service evaluations undertaken. The Contract to be entered into by the Authority and the HCRG Care Services Ltd will be based on the NHS Terms and Conditions for the Provision of Services 2024/25 (version dated August 2022) and all subsequent variations thereof. The aggregate value of the contract over the term (including extensions) as advertised in Find a Tender Service is £4,715,395 excluding VAT. The Contract Value for the three-year term, which acted as an affordability envelope for the purposes of bidding, is £2,829,147.

The Authority will observe a 10-day standstill from the date of publication of this VEAT, during which the ICB will not enter into any contractual arrangement. In adherence with Patient Choice and PSR requirements, following a ‘Self Declaration’ Accreditation process contracts are awarded for a three-year term to the existing ISPs under PSR DAP B.
