A Community Carpal Tunnel Decompression service for adults that supports the appropriate management of Carpal Tunnel Syndrome in the community and reduces the number of referrals to the acute unless complex decompression procedure is necessary. This ensures that decompression surgery is only provided when conservative treatment has failed to reduce symptoms.

The ICB has experienced a number of practices serving notice on the prescribing of Adult ADHD medication (and are following suit on paediatric ADHD medication prescribing). The intention was that these patients would return to the specialist service that prescribed the medication originally in order to get their ongoing care. However, in the medium term it is apparent that those service providers will not be able to scale up at pace to meet the increased demand.
As an interim solution we will commission ADHD Shared Care Prescribing Service to Thrive Health Hubs Trading as Thurrock Health Hubs to deliver the service from 15th June 2025 to 31st March 2026. The indicative value of the contract is £20,000 for the period.
The award is being made urgently in order to provide continuity of care. There is significant risk that if this award was not made there would be an impact on this cohort of patients to their health. The reason for the urgency was not foreseeable by and is not attributable to the relevant authority and delaying the award to conduct a full application of the PSR would be likely to pose a risk to patient or public safety.
The urgent provision is to an existing provider who holds contracts on behalf of the ICB and has been recently assessed for other contracts which provides assurance to the capability and capacity to deliver the services required over the next ten months whilst a longer terms solution is developed.

The implementation of this system creates significant savings through prescribers accepting the recommended switches and also educates prescribers to select those first choice products the next time these are prescribed. The Authority has procured all six lots as APMS contracts due to the time limited nature of them and flexibilities that they permit in terms of bidding audience e.g. whole of the market and the ability to agree the reporting schedules enabling KPIs that support delivery of the Long-term Plan and facilitates and enables the development of "at scale" provision through the PCN model of delivery. In line with the strategic aims for Mid & South Essex ICB, the system is committed to deliver primary care on a standard contract term to allow for delivery at scale and innovation by offering longer term arrangements. As such, each contract has been awarded for a period of 15 years to give greater certainty for provider to improve value for money, ability to recruit, willingness to invest time and resources. We want to secure the right fit for the specific needs of that population.
The contract that is being entered into by the Authority and the Preferred Bidder will be governed by the Standard Alternative Provider of Medical Services (APMS) Contract.

There is a need for an urgent award of contracts for Personal Health Budget Direct Payment Support Service to provide a Payroll and Managed Accounts Service to all individuals and their representatives/carers referred by the ICB or its partners and providers covering all aspects of receiving and managing a Personal Health Budget. A Managed Account is where all an individual's Direct Health Payment is paid to the Managed Account Service Provider who fulfills the function of processing invoices and making payments on behalf of an individual and according to the individual's support plan. This is for a period of 12 months from the 13th November 2025 to the 12th November 2026 as there is no time as the current incumbent provider has gone into administration unexpectedly, leaving no time to use a more detailed process to procure another provider, as patients care and safety needs to be protected by securing an immediate stand in provider. Attain have advised that an urgent award would be appropriate for a short-term agreement. The incumbent provider has become insolvent, leaving 19 patients without a package of care, there is an urgent need to protect the health of these patients. The reason for the urgency was not foreseeable by and is not attributable to the relevant authority and delaying the award to conduct a full application of the PA23 would be likely to pose a risk to patient or public safety. Patients will be at risk of not having their care supported if their personal health budgets are not managed effectively and this could result in withdrawal of care packages, without notice
