This is a contract award notice and is intended to provide notice of NHS Mid and South Essex Integrated Care Board (herein "the Authority")'s intention to award a contract to deliver Tier 2 Endoscopy Services to the patients within Mid and South Essex's geographical footprint. In line with best practice, the Authority has observed the 10-day standstill period from the publication date of the voluntary ex-ante transparency notice before awarding the contract, pursuant to Regulation 99 (3) (c) of the Public Contract Regulations 2015 (as amended (EU Exit) 2020 etc.) The Authority has therefore taken the decision to award this Tier 2 Endoscopy Service (which was previously for Basildon and Brentwood CCG and Thurrock CCG) to incumbent provider Chartwell Hospital. The provider is considered most technically capable of providing the most economically advantageous solution to the Authority under the current environment whilst the ICB undergoes restructure, review and alignment of contracts. The Authority is applying the NHS Standard Contract Terms and Conditions to support a combination of services, all of which are part funded under a single clinical contract, to ensure appropriate clinical governance and service delivery quality as well as consistency of service to patients. It is noted that the nature of the contract is non-guarantee of activity and technically valued at £0.00. The Authority has utilised actual activity figured from 2022/23 in order to forecast the aggregate contract value of The aggregate contract value of £1,323,000. This contract is being awarded to ensure continuity of care, safe and effective access to care and endoscopy services for the patients of Mid and South Essex during this transitional, interim period. The ICB has an intention to award a contract to an existing provider , under the Provider Selection Regime DAP C process to provide for continuity of service and safety of patients undergoing rehabilitation. There are limited Level 2b neurological rehabilitation providers within the East of England, meaning that the beds at these units are highly sought after, with competition from neighbouring ICBs (who currently are charged a higher spot purchase rate than the above MSE ICB spot purchase rate).
