This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 under the competitive process. The Procurement relates to the Invitation to Tender (competitive process) for the provision of Lot 1: Healthy Minds Services and Lot 2: Depression and Wellbeing Calls Service (mental health services) for NHS Mid and South Essex Integrated Care Board (herein referred to as the 'Authority'). The Authority has undertaken a full evaluation and assessment of the compliant bid submissions received as part of this competitive process, which were evaluated in line with the procurement documentation published within the Competitive Process Overview (CPO). The contract award criteria are specified in the procurement documentation and CPO. As a result of this, the Authority intends to award the proposed Contract for the Service to the Provider that achieved the highest technical and commercial scores across the key criteria used. The purpose of this competitive process was for the Authority to secure a suitably qualified provider to deliver this Lot 1: Healthy Minds Service and Lot 2: Depression and Wellbeing Calls Service across Mid and South Essex. The contract term for both LOT 1 and LOT 2 is from 01st October 2025 - 30th September 2028, with the option to extend for a further 24 months. The maximum 3-year contract value for LOT 1 is £3,890,885.00 Pound Sterling, which acts as an affordability cap for the commercial offer template for this procurement. The total aggregate contract value for LOT 1 over the 5-year contract term (inclusive of optional extensions) is £6,466,732.00 Pound Sterling. The maximum 3-year contract value for LOT 2 is £285,875.00 Pound, which acts as an affordability cap for the commercial offer template for this procurement. The total aggregate contract value for LOT 2 over the 5-year contract term (inclusive of optional extensions) is £475,130.00 Pound Sterling. The selected provider was selected due to achieving the highest scores across the key criteria used. The provider has been assessed and passed against the relevant key criteria. As outlined in the procurement documentation, the key criteria contained Technical Questions. The raw weighting and applied weightings have been assigned per Key Criterion in accordance with its relative importance in line the assessment of this tender process as determined by NHS MSE ICB. The Tender was assessed on Quality (90% weighting) and Price (10% weighting). The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

This notice is a confirmation to award a contract under the Most Suitable Provider process further to the observation of a standstill period. NHS Mid and South Essex Integrated Care Board ICB (M&SEICB), the contracting authority, has a responsibility to commission primary medical services on behalf of the local population. This duty is overseen by the Primary Care Commissioning Committee. Due to significant housing growth, a new primary medical care health center is due to open at Beaulieu Park, located in Chelmsford Essex in Autumn 2024 to meet the health needs associated with the housing growth. The ICB intends to operate this new site as an additional site of an existing local primary care provider - local practices (non- special allocation service) whose boundary covers the practices site; and/or local practices (non- special allocation service) with a clinic site within 7km of the Beaulieu Park site of Primary Medical Services under an GMS or APMS contract. The Beaulieu Park services are to be provided under the providers’ existing contract, with the Beaulieu Park site added as an additional service location. Services for the Beaulieu Park primary care services will be provided by way of a variation to the successful providers’ existing APMS or GMS contract. Any new patients registered, associated with the Beaulieu Park site, will be funded at GMS rates – if a provider is currently on an APMS contract new patients registered associated with the Beaulieu Park site will be funded at GMS rates. Providers will need to accept a patient list size of zero from day one of the contract with the Beaulieu Park new housing residents becoming registered and through patient choice any patients choosing to register from their current practice to the new Beaulieu Park provider.

An urgent award is required for continuity of service and safety of patients undergoing rehabilitation. There are limited Level 2b neurological rehabilitation providers within the East of England, meaning that the beds at these units are highly sought after, with competition from neighbouring ICBs (who currently are charged a higher spot purchase rate than the above MSE ICB spot purchase rate). The urgent award is required in order for MSE ICB to continue to receive the commercially beneficial rates for placements • The award must be made urgently in order for the residents of MSEICB to access specialist and quality neurological rehabilitation services from providers who are known to deliver good clinical outcomes in the population, and have demonstrated excellent ability to engage in timely discharge processes, supporting the 8-12 week pathway and facilitating flow through acute beds into specialist rehabilitation. • Delaying the award to conduct a full application of the PSR would be likely to pose a risk to both the patient safety of those requiring Level 2 neuro rehabilitation by delaying their access to the most appropriate care at the most appropriate time in the most appropriate setting. It would also impact patient safety of a wider population by preventing flow from acute beds, impacting on bed occupancy. This procurement commenced before the 01st January 2024 and therefore the Health and Care Act 2022 and the new regime. For absolute clarity, the Provider Selection Regime (PSR) does not apply to this specific contract award for this "Round 1" of the PDPS Framework. The service is for a Teledermatology Virtual Triage and Photography Clinics service. The Provider delivers the service in accordance with national Patient Choice requirements for (2ww) urgent suspected cancer services. Patients are offered a choice of location and day/time for medical photography appointments. The service is part of an integrated care pathway with Mid and South Essex NHS Foundation Trust. The service is commissioned at scale to ensure all patients across MSE are treated fairly. Previous model of multiple pathways using teledermatology led to health inequalities across the ICS. This pathway ensures early diagnosis and intervention for skin cancer patients. The provider is an existing provider, who is currently satisfying the requirements of the existing contract. The provider has been assessed against the criteria specified for this DAP C process: Quality & Innovation 25%. Value 20%. Integration, Collaboration & Service Sustainability 20%, Access Health Inequalities and Choice 15%; Social Value 20%. Key criteria were specified, and assessment against each criterion was assessed based on the current service delivery model and performance. and the supplier meets all the requirements specified to the satisfaction of the ICB, and it is expected that they will satisfy the requirements of the new contract.

Community services in Mid and South Essex are delivered by three organisations – EPUT NELFT and Provide CIC. The three sovereign organisations have been working as a provider collaborative for 3 years under a contractual joint venture. The provider collaborative is known as the Mid and South Essex Community Collaborative (MSECC). All three community contracts are coterminous and expire at the end of March 2024 Community health services are complex and as a result of legacy commissioning arrangements there are substantial variation in the way services are commissioned and delivered across MSE. This disparity is closely related to historic CCG funding variance. Moving to a hosted single contract for community services across the ICS is in line with National Strategies of the NHS Long Term Plan and the Health Care Act (2022), which place a strong emphasis on the integration of Health and Care services and the expansion of community services, with more services delivered at home. It is expected that a single solution across the ICS footprint will deliver more effective care focused at place, mitigating inequalities and providing consistent care across the whole of the ICB. The community services will align to the four key aims established for MSEICS: 1. Improve outcomes in populations health and healthcare 2. Tackle inequalities in outcomes, experience and access 3. Enhance productivity and value for money 4. Support broader social and economic development Locking MSECC into the system architecture provides the opportunity to create the stability needed to both deliver the immediate system priorities as well as support a strategic review of community services’ future needs, with the view to create a core offer of community health care for people in mid and south Essex that safeguards an effective and sustainable health and care system. The three providers are the only technically capable of delivering the services based on the factors above and the significant time all organisations and the ICB have spent developing this integrated model. The contract will be awarded to Essex Partnership University NHS Foundation Trust (EPUT) with North East London NHS Foundation Trust (NELFT) and Provide Community Interest Company (CIC) as significant sub-contract partners.
