Scope of Works - The block consists of 68 flats over 5 stories including some commercial units at ground level. Constructed in 2009 recent investigations have identified deficiencies in fire compartmentation. These have been detailed in the Fire Engineers PAS 9980 report and subsequent investigations into the internal areas of the building. The requirement now is to rectify the areas of non-compliance identified and it is proposed to enter into a JCT D&B contract with the successful tenderer to complete these works. External works include provision of cavity barriers at floor levels, compartment walls window openings and around vents. Removal and replacement of combustible material within external walls. Finishes to walls are mixture of brickwork, stone panels and zinc. Internal works include replacement of flat entrance doors, communal doors, upgrading of risers, AOV shafts, partitions and fire stopping. Potential upgrading of partitions within flats. The flats are a mixture of general needs rent and leaseholders. The work will be done with residents in occupation. Budget - The current estimate for the works is between £5m to 10m excluding VAT Outline Programme – Estimated Key dates - •Issue Tender Documents – estimated between1st December 2023 and 30th April 2024 •Tender returns – 4 weeks after issue •Approval to proceed – 4 weeks after returns •Start on site – Spring 2024 •Contract completion – Autumn 2025

Introduction and overview •The refugee rent deposit project will test a new model for providing rental deposits and wider tenancy sustainment support to refugees seeking to enter the UK Private Rented Sector (PRS), through a three-year pilot. •The project will be managed and delivered by a specialist delivery agency, identified at the outset of the project. This agency will be responsible for delivering the project outcomes through an agreed project plan and managing the budget. •The delivery agency will be required to report on the key performance indicators including financials to the project Steering Group, which will comprise of the key funding partners. It will also work with an externally appointed evaluator who will assist in setting up a monitoring and reporting framework, feedback loops and opportunities to identify the best practice, sharing learning and overall impact throughout the duration of the project. 2. The operational model •The main aim of the proposed pilot project is to match refugee households based in England and Wales with custodial rent deposits held by the Tenancy Deposit Scheme (TDS) and provide additional support to assist with tenancy sustainment. •Referrals of refugee households seeking a rental deposit will be made to the delivery agency by third party agencies, including charities, local authorities and others. The delivery agency will assess their suitability for the project on the basis of specified eligibility criteria. Successful applicants will be onboarded to the project and matched with a custodial rent deposit provided by the TDS. The deposit will be held by the TDS for the duration of the tenancy. •At the end of the tenancy, and in the event of a landlord claim against the deposit, the TDS impartial adjudication service will assist with dispute resolution. Funds that are not drawn upon at the end of the tenancy will remain within the TDS to assist further refugee households through the pilot. •The delivery agency will assist refugee tenants to access and sustain their PRS tenancies by providing limited additional support. We anticipate this will include some/all of the following: oA ‘property search’ service to help refugee tenants and/or third party organisations to identify suitable rental properties in the private rented sector. oLinking refugees with specialist / charitable organisations in their local area and / or support for other rental requirements (e.g. rent guarantors). oProviding wider information aimed at refugee tenants regarding their rights and responsibilities in the PRS through appropriate educational materials. oPublicity and outreach aimed at PRS landlords to encourage their participation in the pilot. The delivery agency could liaise with the National Residential Landlords Association (NRLA) and the Tenancy Deposit Scheme in this. Pilot assumptions will be confirmed in the Tender documents, due to be released 30/08/2023.
MTVH has a pipeline of over 150 fire safety remediation projects over the coming 5-7 years. Planning is underway for a Framework to that will allow for Early Supplier Involvement, continuity across projects and building lasting relationships. The remediation projects are mainly in London and SE, with some located in Notts and East Midlands. Contractors are expected to have an understanding and experience of PAS guidance for Principal Contractors and working practices under the Building Safety Act / Building Regulations. The voucher provider will be appointed on a 3-year contract, with the option for this to be extended for 1 year. With the external pressures facing our customers around the cost-of-living crisis and high energy costs, we pledge to support our customers with the collaboration of local authorities, external agencies, and our suppliers. Scope of Services •A wide-ranging voucher offer is essential. It should include supermarkets and high street shops, with options for multi-shop vouchers •A clear process for delivery to ensure we have consistent and reliable service with upfront costs based on the order amount •A transparent ordering process with status updates, or the ability to track orders •Effective reporting tool, with monthly reports on orders •No minimum limit on vouchers (MTVH will not place an order less than £10) •Vouchers available should have a minimum expiry date of 12 months
MTVH desires to have a proactive relationship with the supplier, ensuring a timely, effective, and accurate service. Monitoring the performance of the supplier and assessing the health of the working relationship are key requirements, with a twofold purpose: •To ensure that the supplier is meeting the performance criteria, e.g., the service levels and quality, defined in the contract •To develop a collaborative approach when identifying service improvement opportunities that benefit our residents Account management is therefore valued very highly. Some requirements for MTVH of this include: •A dedicated account manager operating as a single point of contact for MTVH, who will allocate work out proactively across the various teams within their organisation •Team charts provided to MTVH, so we are aware of the different teams and their members across, e.g., Contract Administration, Principle Designer etc. •A live central file/shared file/spreadsheet or PowerBi dashboard equivalent, so information can be accessed quickly, and residents’ queries can be answered promptly •Weekly/fortnightly operational meetings with key personnel consistently attending and updating clients live project spreadsheet on a regular basis •Quarterly Supplier Relationship Management (SRM) meetings with wider organisational stakeholders
