This procurement seeks to put in place a Framework Agreement for the provision of highway maintenance services to support the delivery of projects undertaken by the Highway maintenance department of the Local Authority. The Framework will be replacing an existing arrangement and become active upon its expiry. The Framework will be divided into six Lots covering the various services required. Each Lot will be awarded with a prime contractor that will be issued the work in the first instance followed by up to four other contingent contractors. Tenderers are permitted to bid on one or more Lots.

New Build Flying Start Creche on site of Ysgol Santes Tudful School. The scope of the work includes a newbuilt creche on the site of Ysgol Santes Tudful. The work will include a new playground. The scheme also includes green roof and SuDS scheme.

• Renewal of fencing to ensure a safe and attractive environment for residents and protection from adverse weather • Renewal / Repairing of plot walls including the renewal and repair of gates for improved access and security • Paved areas on all plots to promote a safe and attractive living environment, ensuing accessibility and durability for residents • Solar panels to assist in the energy efficiency aims and help to reduce high electricity costs for residents • CCTV around the site to assist in community safety measures. • Installation of individual electricity meters on residential rates to reduce the crippling cost of commercial rates and better monitor usage (combined with solar panels reducing cost and aiding the site becoming more energy efficient)

Merthyr Tydfil County Borough Council is acting as Lead Authority (Contracting Authority) on this collaborative procurement on behalf of the CLAIRE (Wales) group of Councils and is seeking tenders for the collection of textile and media materials from Household Waste Recycling Centres (HWRC), Bring sites and kerbside for reuse and recycling. The tender will seek to put in place a Framework Agreement where participating CLAIRE (Wales) members will be able to create and award individual Call-Off Contracts with successful tenderer(s) for the Services described in the Specification. This will be an income arrangement whereby the successful tenderer(s) will pay tonnage rates based on the indexes stated in the tender documents for materials collected. The material types and collection methods have been divided into 5 Lots and further details concerning Lotting can be found in the tender documents. There will be one tenderer awarded per Lot. The successful tenderer in each Lot will cater for all CLAIRE (Wales) members requirements. The contract will cover the management and operation of Merthyr Tydfil Leisure Centre, Aberfan & Merthyr Vale Community Centre (including the Grove 3G pitch), and the Cyfarthfa Park café, splash pad and tennis courts. The Council intends for the new arrangements to support core strategic goals including improving health and wellbeing, reducing inequalities, strengthening communities and contributing towards net zero commitments. The procurement is being run as a Competitive Flexible Procedure under the Procurement Act 2023 and the Welsh Procurement Regulations 2024. The Council will test both a traditional Leisure Operating Contract (LOC) and an alternative agency model through mandatory variant bids. The contract is scheduled to begin on 1 April 2027, with an initial term of 10 years and two extension options of up to five years each, enabling a maximum 20 year period. The operator will also deliver grant funded programmes such as the National Exercise Referral Scheme (NERS) and the Free Swimming Initiative, aligning with national health priorities. In addition, the Council may include an Active Communities neighbourhood based service, designed to target less active residents and expand physical activity opportunities beyond the main leisure estate. This procurement represents a key strategic investment in the future of leisure, wellbeing and community services across Merthyr Tydfil. The successful operator will be required not only to run high quality facilities but to contribute meaningfully to wider health, social, environmental and economic objectives. A strong balance between commercial sustainability, community focus and long term partnership working will be essential to delivering the Council’s ambitions for a healthier and more active county borough.
