The grant is issued to commission and/or provide and develop victims' support services, including Restorative Justice (RJ), for Merseyside. Restorative Justice brings those harmed by crime and those responsible for the harm into communication with each other. Restorative Justice offers victims an opportunity to be heard, to ask questions of the offender and to have their say in what they want to happen next. For some people who have been affected by crime, it can help them to explore why the crime happened. It can also help victims to move forward and feel less fearful of crime in the future. Evidence shows that people who take part in a Restorative Justice Process come away feeling satisfied because it has allowed them to have their say. Restorative Justice meets the needs of victims in a way that the traditional Criminal Justice System often cannot. A fundamental element of Restorative Justice is the exchange of dialogue between the victim (harmed) and offender (harmer).

The purpose of this Bidding Opportunity is to invite proposals to work in collaboration with the Office of the Police and Crime Commissioner for Merseyside (OPCCM) and the Merseyside Violence Reduction Partnership (MVRP) to develop a suite of assets for professionals and communities which provide easy access to early help and support where there is a concern that a young adult at risk of, or already involved in, serious violence, may be neurodiverse or have a neurodevelopmental need.

This tender seeks to acquire a restorative justice delivery partner. Core principles underpinning the service sought: • An ‘end to end’ accessible service without time limits regardless of the process of related criminal proceedings. • Positive and proactive approach to work with all victims. • Victim led support tailored to meet individual needs. Scope: - - Reactive repairs, responding to faults and breakdowns, this service is to be inclusive of an out-of-hours provision. - Pro-active servicing of elements and systems, to a pre-determined priced schedule in order to ensure safe and efficient building use and minimise the need for reactive repairs. This opportunity is part of a wider model to renew the current maintenance framework. The other services available are Building Maintenance and Electrical Maintenance.
