This Early Market Engagement is to inform potential tenderers that the MCA is under taking a Request for Information (RFI) The current Agency radio estate is facing challenges as several components are approaching End of Life (EOL). This situation poses a risk of radio site failure due to the unavailability of replacements and spares. These elements need to be replaced and are currently based on an analogue architecture. We propose not only to upgrade this infrastructure, but also modernise this and consolidate into a holistic, and possibly software defined and digital enabled service, which encompasses all radio equipment from the antenna through to the operator's terminal across each of the Maritime Rescue Coordination Centres and the Joint Rescue Coordination Centre. The Long Sand Head two-way route is located on the Southeast coast of England in the Sunk TSS area which leads in/out of the major Port of London. Over the preceding 10 years; routine re-survey work has been carried out as part of the Civil Hydrography Programme which has identified a slight shoaling and north-eastward migration of the Long Sand Head which has been found to be encroaching into the adjacent two-way route and ultimately causing a narrowing on the navigable corridor. As part of His Majesty's Coastguard (HMCG) 6 Functions the Alert Management System (AMS) will fulfil Search and Rescue, Maritime Safety, Maritime Accident and Disaster Response and Maritime Environmental Protection and Response. The system will enable a technical transformation of how Coastguard volunteers and Full-time officers receive incident taskings and mobilisation messages. A new system will require training for both Maritime and Coastal and HMCG and would need to be coordinated accordingly. A new system would provide a solution that would provide the following functionality (but not exhaustive): - Auditable data - Data that can be shared with 3rd parties - More efficient tool from a user perspective by minimising time engaging resources and reducing any duplication of effort - The solution would be secure in line with HMCG security requirements - Allows messages and images to be shared in a secured controlled manner - Data is compatible with existing HMCG systems The new system would need to be in place by the end of 2025 with all users trained accordingly by this time.
