Midland Heart is at the exploratory stages of defining potential requirements for an asset management system for use with a Social Housing provider managing and maintaining 34,000 units we are particularly focussed on products that are deployed and tried and tested in this market place. We envisage at a high level that core functionality should cover: • Asset Management eg Survey Data, Property data, manage and deliver work programmes, validation and payments. • Compliance and Servicing eg Manage programmes of work, servicing cycles, contractor management, payments, view status of works. • Corporate Finance eg Component accounting, Grants, Depreciation, Amortisation, Payments, Costs management for new build, Disposals and forecasting System should be able to be managed in the field and be mobile, provide MI and detailed reporting metrics.

Midland Heart is currently seeking expressions of interest from Suppliers with regards to the supply of Legal Services. We would like to engage with the market with a particular interest in those suppliers who provide legal services with respect to; 1. Company Secretary and Procurement 2. Treasury and Finance 3. Development 4. Housing Management 5. Employment, H&S and Reward & Pensions Midland Heart currently has a panel of legal services suppliers who can provide the above areas of expertise. However, the view of issuing this PIN is to allow us to engage with suppliers and enter into discussions which may better inform our requirements and therefore result in amendments to the current contract structure, hence whilst we currently believe the above to be exhaustive, there may be scope for change following engagement with the market. Any suppliers wishing to engage with Midland Heart should respond directly to the contact on this EOI by no later than 19 April 2024. In responding to this PIN, suppliers will be invited to engage with MH through a meet the buyer event, which may be on a 1-1 basis or as a group event depending on volume of response. Midland Heart is interested to meet with suppliers of commercial vans for leasing and hire options ahead of an anticipated fleet procurement exercise. We wish to engage with the market ahead of any future procurement in order to gain a wider understanding of the supply market and to inform the structure of any resulting contract. We invest in circa 34,000 properties replacing components such as kitchens, bathrooms and roofing on a planned preventative basis. We are looking to understand what Component Accounting software is available with respect to asset management that are also able to link in with our existing core systems of Open Accounts and NEC. High level functionality of the software should include: • Maintain a fixed asset register, performing activities like (Adding Costs for Property (New Build and Acquisition), Disposal of Property, Adding Costs for Components, Disposal of Components, Enhancement of Components, Automated Additions of Components, Manual Additions of Components, "Bulk Upload of Data (Excel)", General Ledger/Balance) • Performing Depreciation and Amortisation on our assets • Ability to add, manage and dispose of grants from a financial perspective • Manage profit and loss on Assets and Disposals • A system to perform accrual activities (Amending invoices, accrual cancelations following invoice payments) • A system that provides off the shelf accounting reports and allows for reports to be built We would welcome early discussions with suppliers who believe that they can offer the above to assist us with our understanding and to assist in the development of our specification. Midland Heart is currently considering procurement options, following the need for digital upgrades to phonelines before 2025. Midland Heart, as a social housing landlord has several sites that require additional equipment or upgraded equipment to enable a seamless digital switchover (such as lifts, warden call etc.) As such, Midland Heart wishes to engage with the market to gather ideas and suggestions to inform any future specification and procurement of the required works and/or services. Midland Heart are looking to go to market for a new Applicant Tracking System. The system should meet the following criteria. • The vacancy management and recruitment process for Hiring Managers should be intuitive and straight forward, whilst ensuring that robust and compliant processes are followed. The system should facilitate and support end-to-end recruitment processes, from requesting a vacancy be recruited to, reviewing and shortlisting applications, setting up and feeding back on assessments, through to monitoring the onboarding progress of successful candidates. • The candidate journey, from application to onboarding, should be attractive, agile, efficient and intuitive in response to current labour market. Candidates should be able to easily provide all relevant application and compliance information using recruiter pre-defined application forms, tailored to specific roles. They should be able to track the progress of their application with ease. • The system should support recruiters to deliver timely and efficient processes that minimise the impact of potential bias, utilising functionality including AI generated candidate recommendations (e.g. A / B / C Lists), CV parsing and the ability to submit full / partial / redacted / parsed application information to shortlisting panel. Recruiters should be able to set up and invite candidates to a range of assessment formats including individual interviews and group assessments. • Super Users should be able to easily report and analyse key recruitment metrics such as request to recruit and application volumes, time to hire, and key recruitment stage timelines or bottlenecks. As our reporting requirements and need to access data is often broad and varied, super users should be able to access and easily report all information provided by candidates and hiring managers during the recruitment process. • The system should support integrations with key systems including MS teams, HRIS payroll systems, specifically iTrent by MHR, and identification and verification screening services • The system should ensure data security in line with industry best practice and current data protection legislation. • The provider must be able to provide dedicated account management with regular reviews including access to the system development roadmap and enhancements, as well as a dedicated helpdesk accessible during UK business hours.
