The Cyclical Decorations and Enveloping Works Contract is required across a range of different stock and tenure's including Void properties, General Needs properties, Retirement and Supported Living properties, Home Options (Leasehold and Shared Ownership) properties and Mutual Properties. Midland Heart expects the successful Contractor to deliver this Contract across Midland Hearts geographical scope.
Where budgets permit, the Contractor maybe required to deliver a more encompassing program of works than just cyclical external and internal decorations.
Any works that are required to improve the physical appearance and weather durability of our stock should be highlighted and referred for approval to repair to the contract officer.
The vision is to leave a building not only redecorated but to also encompass a series of general building repairs to the whole envelope, leaving the building wind and weather tight with a good aesthetic and cared for appearance. This will make good use of scaffolds and other methods of access whilst cyclical works take place and avoid double access costs over intermittent periods of time.
The works not will however include the complete renewal of major components such as new roofs, windows and doors which are dealt with in other planned programs of work.
This contract also has an ability to complete small areas of environmental landscaping repair works to improve frontages of buildings where required.
The Cyclical works will also include internal improving to communal areas.
- Internal painting and Decorating.
- Flooring renewal of decorative and non slip Vinyl floor covering and skirting's
- Heavy duty Carpet tiles and sheet carpet renewal
- Plasterwork and general floor wall and ceiling repairs.
- External painting and decorating to achieve a 7 year redecoration life cycle.
Lot 1 - will cover the provision of legionella
maintenance for Monitoring, Sampling and Cleaning of
Water Systems. The servicing and maintenance of
Thermostatic Mixer Valves including all required
remedial works. The servicing and remedial works of
unvented cylinders, sewage, and booster pumps. All
works are to be completed in accordance with the
requirements of HSE ACoP L8, HSG 274 Part 2.
Lot 2 is to provide Midland Heart with Risk
Assessments. The risk assessment shall be conducted in
accordance with the requirements of HSE ACoP L8, HSG 274 Part 2, HSG 282 and British Standard BS 8580-1.

Midland Heart plans to significantly invest in our properties over the coming years, to substantially improve the quality of homes for our Tenants, whilst modernising and increasing energy efficiency. We therefore wish to secure a strategic partner to work closely with us on a range of projects and programmes to achieve this.
Activities will range from immediate support with responsive repairs, damp and mould and disrepair through to planning and scheduling of whole house modernisation programmes and potentially in the future move into new build of properties. As a result, the partner we are looking for should have the strategic, operational and financial capability to carry out all of these activities.
