The purpose of this tender is to set up a frame work of suppliers for the supply only of various residential doors with the view to awarding a primary provider for each lot. The supply of doors is predominantly for planned work and refurbishment projects however there will be occasion for a quick 'turn around' door of various types which is covered in lot 4.
A provider can bid for all or individual lots but will be expected to provide ALL door types if bidding for lot 4 as detailed in the pricing document.
All quantities in the pricing document are annual indicative quantities. The Councils financial year runs from April to March so some doors will already have been ordered for the 2022-23 program so volumes will be lower this year. Communal Door and Entry System Maintenance & Installation
The purpose of this Procurement is to invite organisations to tender for the Communal Door and Entry System Maintenance/Installation Contract.
The scope will be for all door entry repairs and replacement of communal entrance doors. The Door Entry contractor will also provide emergency response to insecure blocks during working and out of hours. This is to cover all doors BTS request attendance to, not confined to their stock or asset list.

In addition to the standard Lots detailed within this tender, there may also be the requirement for ad-hoc projects to be completed. It is the council's intention to utilise all winning providers (Primary and contingent for each lot) for further competition / mini bid competitions in this instance.
The winner ranked 1 (preferred or primary) provider of each lot will be the call off contractor for all reactive and associated projects for that lot, in the instance where so many contingents could be utilised, in its evaluation of bids the Council reserves the right to limit the awards at a bid step. Social value with less than a minimum score of 3 will be excluded from the award ranking calculation.
Where the primary provider does not have capacity or ability to complete the works, the council will call on the remaining contingent providers for that specific lot, in order of award, to complete the works required. Where the primary provider continues to decline work offered then after 3 declines they will get down ranked to position 3.
When larger projects (above £75k) are required a minimum of three providers /contractors will be asked to tender as a mini bid for that specific project.
The volume of work awarded to any contractor cannot be guaranteed at any stage of the contract as this will depend on the availability of BTS Services existing labour and available budgets to fund each required work stream. BTS (Client Division) manages the call -off work, and offer of any requirements in the first instances to BTS (Services Division)

Service Requirement:
The service is looking to award a contract, or contracts, to suitably qualified organisation(s) who have been successful in their bidding for the provision of conservation grass cutting and collection services, for specified Conservation Areas within the Borough of Luton.
You should note that some of the Conservation Areas are inaccessible to large machinery and are also covered by Stewardship Agreements and National Classification. Standards that require the protection of flora and fauna which must be taken into account when undertaking this operation. You will be required to recycle all arising's as a result of the cutting in a process which will need to be approved by the Council.

AT1340 Luton Council Landscape Consultancy NLHF National Heritage Site Wardown Park Boating Lake:
Luton Council has finished its soft market testing and now wishes to undertake an PCR15 FTS Open Tender Approach to award a suitably qualified and experienced Landscape Consultancy Organization to perform a Landscape Consultancy Phase 1 Service , with an option to award the same Landscape Consultancy / Principle Contractor Service for the Phase 2 Delivery of Works Packs.
Luton wishes to appoint an experienced Landscape Consultancy or individual consultants who can design and deliver the series of work packages identified within the restoration project for Wardown Park and meet National Lottery Heritage Fund requirements. The consultant will be required to assemble a Design Team with expertise to support the project for restoration of the Boating Lake and its Natural Heritage at Wardown Park. The consultancy will manage the project team to ensure a coordinated design response and to design and deliver the work packages. The consultant will be required to propose and implement a Reporting Programme in respect of the Development and Delivery phases of the projects. All plans must be designed and delivered within the overall capital and revenue budget set for the project.
To date LBC have worked with a number of consultants including Landscape Architects, engineers, and surveyors to prepare works packages/reports for the Initial stage of Lottery funding
