Luton Adult Learning (LAL) is a training provider that offers a blended approach to delivery of courses and qualifications allowing a mix of face to face and online opportunities. LAL currently use an Initial Assessment tool and e-portfolio which are supplied by the same organisation.\r

LAL are seeking a software solution for managers, teachers, assessors and learners to be able to access a web based e-portfolio and for Initial Assessment tests to be sent out to potential learners. It would be preferable for the initial Assessment to integrate with the e-portfolio.\r

Currently LAL uses Smart Assessor e-portfolio and SmartVLE Initial Assessment tool. These are both contracted until July 2023 and procurement must be completed and ready for use at the start of the academic year in August 2023.\r

The solution will be used for approximately 800 learners and apprentices each year and working with a blended approach is an expectation from Awarding Bodies and Ofsted. Hosting 500 live learners.\r

The winner ranked 1 (preferred or primary) provider of each lot will be the call off contractor for all reactive and associated projects for that lot, in the instance where so many contingents could be utilised, in its evaluation of bids the Council reserves the right to limit the awards at a bid step. Where the primary provider does not have capacity or ability to complete the works, the council will call on the remaining contingent providers for that specific lot, in order of award, to complete the works required. Bikeability is the government's national cycle training programme that equips school children with the practical skills, confidence and understanding to ride on today's roads. The training teaches children cycling skills, which starts on Level 1 (training in a safe space such as a school playground, where children are taught to control and master their bikes away from traffic). At Level 2, children will develop their skills by learning to ride on local single-lane roads and simple junctions, with mostly moderate motor traffic flows. Luton Borough Council require a service provider to deliver combined Level 1 and 2 Bikeability cycle training on behalf of the council and in accordance with the current Bikeability delivery guidance. The council is keen to grow the delivery of Bikeability in Luton schools, aiming to support Active Travel England's goal of every primary school child having the opportunity to take part in Bikeability cycle training. This contract will cover training delivery for the period of April 2024 to March 2025. \r
Luton has a total of 51 Primary and Junior schools, whereby the children's ages range between 4-11 years. A high number of the schools are in socially and economically deprived areas. As such, bike ownership and the capability to ride is low across the borough. The training will be offered to schools on a first-come first-served basis, with schools responsible for making bookings directly to the service provider. Due to low bike ownership in Luton, the council loans bikes to the schools to encourage greater uptake and facilitate full year groups taking part. The primary responsibility of the contract is to deliver combined Level 1 and 2 Bikeability courses at schools. \r
In addition to duties pertaining to Bikeability delivery, there is also a requirement to provide Learn to Ride cycle training sessions in advance of the Level 1 and 2 Bikeability training to ensure greater participation.
