The London Fire Commissioner is looking to source replacement respiratory protective equipment (RPE) for its workforce. This is based around positive pressure, self-contained, open circuit, compressed air breathing apparatus. The aim of this RPE Replacement Project is to provide lighter and easier to use equipment to improve the safety of firefighters and to render an improved service to the public.

The LFC has a need to secure contractual arrangements with a contractor for emergency fire cover in the event of such exceptional circumstances including those described below to enable it to discharge its core operational functions without the need to request military support. This Agreement will enable the LFC to put in place arrangements to allow the LFC to discharge its duties in the following (but not limited to) exceptional emergency circumstances: Natural Disaster; Terrorist event; Pandemic; Industrial action; or any other similar events. The LFC requires the provision of an Operational Contingency Crew Service ("OCC Service") sufficient to maintain the availability of up to twenty-seven Appliances within 35 days of notification (or the same number of crew spread over thirty-two appliances if requested by LFC).

The contract is to engage a contractor to undertake the Project to supply and install new wall and floor finishes, as well as supply & Install new furniture at Lambeth River Station:

Refurbishment works per feasibility report, to create single use shower rooms and single use resting and changing rooms

Interim contract for planned and reactive maintenance services to appliance bay doors, gates and barriers across the estate for six months

The LFB's main Fire safety training contract is currently held with Xact. Xact currently provide Fire Safety qualifications Level 3, Level 4, and a Level 4 Diploma in Fire Safety. Since the implementation of this contract, there has been a change in the built environment, as a result - the LFB need to increase the number of qualified staff. Any further variations to the existing contract will lead to an increase in price that exceeds 50% of the value of the original contract which renders a new procurement procedure. The STA will act as a contingency buffer to train existing staff awaiting training. This contract will run concurrently with our existing Xact contract. The future objective is to run a competitive tender process to source a suitable training provider by 2023 to support the Fire Safety department to meet their statutory requirements. LFB intends to award a contract, subject to a 10-day standstill period, without prior publication of a contract notice. In compliance with the Public Contract Regulations 2015, all awards of contracts that are subject to European Procurement Directives are subject to a mandatory "standstill" period of at least 10 days. A Contract cannot be entered into with the preferred provider until at least the eleventh calendar day following notification. This would not prevent continuing discussions with the preferred provider to ensure prompt mobilisation. The standstill period is expected to end at midnight at the end of 01/02/2023. If steps are taken during this period to suggest that there may be a formal legal challenge to this award, or LFB determines an issue/concern with the process or preferred submission, then the contract award may be suspended until the matter is resolved (or not concluded if the matter cannot be resolved). Subject to no legal challenge being received, the LFB intends to execute the Contract at the conclusion of the standstill period.

To provide LFB SERT with the skills and knowledge necessary to facilitate command and control of specialist firefighting activities on board vessels in the maritime environment.

The London Fire Brigade (LFB) is seeking to procure the provision of Skills for Justice (SFJ) Fire Safety qualifications that are suitable for Senior Fire Safety Officers (SFSO) and fire safety knowledge that can be used at an incident. It is intended that the completion of these qualifications with additional element will enable the Senior Fire Safety Officer to carry out enforcing the article 31 element of the Fire Safety Regulatory Reform Order 2005 and any other Fire Safety legislation which is required for their role. This will also provide them with the knowledge to support senior officers at an incident where fire safety knowledge of the build environment is required. This is to replace the existing SFSO course.

Since the early 2000s, the LFC’s estate has supported hosting Mobile Network Operators (MNO) electronic communications installations. New legislation introducing the Electronic Communications Code 2017, hereafter referred to as ‘The Code’, has significantly deteriorated the benefits to landowners and the income that landlords can generate, whilst increasing the powers MNOs have to acquire sites. This benefits the government’s targets in improving national telecommunications infrastructure. Across the LFC estate, 59 fire stations have 79 lease agreements for telecoms installations with multiple MNOs on site for 20 stations. Their equipment is in various locations, from drill training towers to the roofs of fire stations and in some cases stand-alone antennas. Since 2022, Estates Professional Management Services (EPMS) for the Telecommunications Estate have been procured separately with the primary objective of minimising impacts on fire station operations and uses in respect of MNOs and their access to works/alterations on LFC sites. Currently the LFC has no lease agreements agreed that are covered by The Code, however the impacts of new legislation are due to occur for LFC in 2025/26 with the imminent signing of new lease agreements. Any current leases that have expired are holding over outside The Code and therefore the old (higher) rents are currently being paid. The introduction of The Code provides MNOs with the power to install and keep installed their equipment on private land. LFC can only terminate the Agreement in very limited and specific grounds: - • by providing evidence to redevelop all or part of the land and giving at least 18 months' notice, • substantial breaches by the MNO of its obligations under the Agreement; • persistent delays in making payments; • the MNO is not entitled to an agreement in the first place because its test justifying the need for the site has not been proven.
