The London Borough of Richmond Upon Thames is seeking a suitably qualified and experienced provider to manage the haulage and treatment of kerbside collected paper and card as well as the Household Waste and Recycling Centre (HWRC) collected paper and card.
The recycling facility must operate in accordance with applicable legislation and have the capacity to accept all of the Council’s paper/card waste daily/weekly as requested. The provider shall ensure the highest level of recycling is achieved, with waste sorted into marketable products that meet the standards of the paper and card recycling industry.
The London Borough of Richmond Upon Thames collects approximately 11,000 tonnes of paper and card waste per annum. The solution will need to consider that the current contamination level is estimated at being consistently below 6%. The proposed contract will be for a period of 3 years with the option to extend the contract for up to 7 years, a maximum term of 10 years.
The BIG Design Lab(oratory) will deploy a Design Thinking challenge-based model into the BIG South London Workspaces - a programme of problem-solving events which combine a user-centred perspective with rational and analytical research with the goal of creating innovative, co-designed solutions. The Design Lab will a creative, interactive, collaborative construct where academics, students, businesses, and communities participate on time-intensive projects in real time. It will focus on not only developing innovative solutions to locally identified/sourced problems, but also will also equip participants with skills and experiences to enable them to best utilise their core disciplines in an inter-disciplinary setting.
Design Lab will be a mobile, 'rolling' construct - circulating across the BIG workspace network every 1 to 2 months - thereby 'mixing' participants and providing a space for South London talent to act as ambassadors of their own academic discipline, to learn from the other disciplines, and to co-create solutions and innovate with stakeholders from wide array of South London backgrounds. In all activities the participants will be presented with pre-identified, real-life challenges framed by external stakeholders - including the local community, entrepreneurs, and businesses - and will be supported by a cross-disciplinary/sector team of advisors from a wide variety of disciplines including innovation, enterprise, technology, and design.
The BIG Design Lab programme will create excitement, interest, and a sense of innovation and creativity within the Workspace Hubs. It will drive footfall to the sites, it will facilitate engagement with key workspaces audiences in the respective Boroughs (academics; students; entrepreneurs; investors etc.), and it will help define the spaces as being ones which create local solutions to local problems with the support of local people.

This will allow them to test, as a team, if their ideas have a genuine value proposition which can be validated and be incorporated into a successful business model. The focus will be on promoting incremental innovative behaviours and securing growth in the existing business base but will be open to supporting innovation in business models (process innovation) and new market opportunities (market innovation).
BIG: Creative Collision will be designed for organisations who want to transform their business performance and for employees who want to have impact and lead innovation in an organisation. The programme will look to develop the skills, knowledge, and networks to understand how to innovate within complex structures and drive change. It will cultivate the shared, collaborative entrepreneurial mindset that is essential, not only for those starting their own businesses, but for those seeking to understand how to implement innovative solutions/change within large, complex structures.
Via the introduction of the BIG Creative Collision, we hope not only to introduce a high-quality professional team development programme but establish and encourage a network of programme alumni who continue to collaborate and engage well after their formal involvement in the programme is completed. In addition, given that the programme will be open to public and private sector organisations we would envisage several public and private sectors collaborations will spin-out from involvement in the programme (forecasts based upon analysis of other such models) and that the initiative creates a sustainable network or community of professional practice (potentially on a sectoral/geographic basis) across South London.
