Lambeth Together is our strategic programme to improve health and wellbeing and reduce inequality for people in Lambeth through an integrated Health and Care system. In 2022 the new Health and Care Bill/Act will come into force and preparations are underway nationally, regionally and locally to transition to Integrated Care Systems (ICS). Each Local Authority area within an ICS will have a Local Care Partnership; in Lambeth this is the Lambeth Together Care Partnership and is overseen by a strategic Board (LTCPB). The LTCPB has identified the need to undertake further development work, both across Lambeth Together Board Members and with the Executive Group (LTEG) members. This is both to consider how best to ensure all parties are, and act as, equal partners and to acknowledge that there are members with varying history and background to the Lambeth Together journey to date. A clearly articulated, owned and resourced OD Plan is a development priority. Programme Goal To empower, enable and develop the skills of our system leaders to collectively embody the behaviours and deliver the vision, values and strategic objectives of Lambeth Together Care Partnership, to facilitate us to work together effectively as a system to improve the health and wellbeing of our population. An OD consultant/consultancy is required to: Initiation/programme development In line with the programme aims: 1. Perform a gap analysis - assist us to establish where we want to progress to as system leaders, where are we now and what leadership behaviours and activities are needed to close the gap 2. Design and deliver a varied suite of learning and development interventions, that suit the varied needs of system leaders, to close this gap Culture 3. Create a culture of ownership and commitment to continuous improvement 4. Develop the programme with clear links to wider OD programme across our organisations - ensuring our culture change complements culture change across the health and care system Sustainability 5. Establish a proposal for continued learning and development interventions beyond the duration of the intervention; ensuring our development is sustainable and continuous 6. Ensure an adequate proportion of the learning and development interventions are continuous beyond the duration of your tenure, such as reverse mentoring, action learning etc Timescales The duration of the programme is expected to be established during this first phase of programme development. The initial contract with the successful provider can be issued for up to 12-months and we would expect a proposed timescale outline in your response. The 'The Big Shift' programme focuses on increasing support for behaviour change and reducing barriers to sustainable travel for residents and businesses. The programme works alongside the Council's existing Active Travel offer and is integrated with the infrastructure programme. Lambeth Council are looking for an events co-ordinator to produce, organise and manage the newly relaunched Bike the Borough event, in association with the Big Shift programme and the Active Travel team. Bike the Borough 2023 will be the first year that Lambeth is focusing on school children. Previous experience working with Lambeth schools is desirable but not essential. 'Bike the Borough 2023' will be a celebration of children and schools which have engaged with the Active Travel offer that has taken place in schools throughout the academic year. The event is targeted at Year 6 students. The contractor will have experience working with children, young people and schools. The brief outlines what we require from the management organisation: Planning, organising and running of event. The contract will be for 1 year, with the option for funding in a second year depending on the success of the first year.

Claylands Road Open Space is a 0.12Ha Pocket Park protected under the London Square Preservation Act 1931, within the St Marks Conservation Area CA11. and is adjacent to Claylands Green and Trigon Road. The site is currently classed as Amber on the Green Infrastructure (Open Spaces) Strategy Quality Assessment. Claylands Road Open Space (TQ 3091177507) The park is managed by London Borough of Lambeth and a local resident's group are the main stakeholder group for the park. S106 Funding of £27k has been secured for the site. Lambeth Council, 'The Client' are looking to appoint a suitably qualified and skilled contractor to implement several key priorities which were agreed in partnership with stakeholder groups, these priorities will be included within the new plan 2020-2025. The aim of the investment is to focus on high quality physical core improvements of the site that will reduce any significant recourse to revenue budgets. The contractor must be able to carry out the work from start to finish.

Lambeth Council are seeking a supplier to provide a software package to support site specific Travel Plans (TPs). A Travel Plan is a strategy for travel behaviour change that can be applied to any setting (Education, Business, Community), that includes the evidence and rationale to secure commitment and funding to support the promotion of sustainable and active travel. The software and associated support must include, but is not limited to; 1, A robust, easy to use and accessible online tool able to: • Create and develop Travel Plan documents • Monitor and evaluate Travel Plans and the initiatives contained within them • Recognise and reward excellence in the promotion of sustainable and active travel • Create and collate Travel Surveys different site uses. 2, To have the online facility to update, analyse, store and upload evidence that the following TP activities have been/are being actioned: a, Site - an audit of facilities b, Travel and Transport - A summary of the transport scenario and issues that need to be addressed by the Travel Plan c, Aims and Objectives - Details of what the Travel Plan sets out to achieve d, Targets - Specific targets that the Travel Plan will be measured against e, Action Plan - A detailed overview of the activities that will be undertaken f, Monitoring - How success of the Travel Plan will be measured 3, To have the online facility to allow site co-ordinators to survey users of the site to gain insight into travel patterns. This facility should be able to allow many users access concurrently. The facility must collate survey results for each site and present findings and/or update the Travel Plan for that site. 4, To have an excellent and swiftly responsive Admin/Customer Service available to both Site users and LBL TP monitoring staff during working hours. 5, To offer workshops, either site based or online to all users of the site, in order to maximise results from its usage and encourage usage by all interactions being of a positive nature. 6, To offer the facility for Lambeth officers and site developers to construct TPs in order to add a revenue stream. 7, To provide detailed monthly reports on all services. It should be noted that these services will only be required as funding is available. Payments will be made in advance annually. This programme will provide a single, council-wide, digital solution enabling us to store, access and retrieve the records we value safely and securely. What this means is knowing where our data is and how to access it on demand, improving our efficiency and the experience for the council, citizens, and communities. We will achieve this through digitising existing records and aligning existing digital data to a common standard across all council departments, enabling automatic retention and processing of records. By adopting a sustainable digital infrastructure, we will build the foundation for future improvements. This Tender is for the Scanning and digitisation of the Physical records, creation of a digital database, retrieval software and destruction of most of the records once scanned. Some physical records are required post scanning, e.g. Registrars records. Given the large volume of activity at the beginning of the contract, co-ordinating the transfer of the physical records from the incumbent supplier, the digitisation of those records (estimated 40million pages) and set up of the Digital Records Solution - it is anticipated the vast majority of expenditure (86%) of the estimated contract costs for the scheduled 8-year contract term will be incurred within the first 12-18 months of the contract. The contract duration is a maximum 8-year term, with provision for early termination from the end of the second year, where it is anticipated the digitisation process of existing physical records would have been completed. Proposed changes to the council's waste strategy will need to be consulted on with Lambeth residents, the design, management, analysis and reporting of which will form the requirement for this procurement. Lambeth Council will be reviewing its Waste Strategy and provision of waste collection services in order to increase recycling and help reach the mayor's recycling targets and the council's net zero and Waste Strategy recycling targets. The successful bidder will be required to produce an engagement plan, project manage the consultation including making visits and presenting the plans to community and other interest groups. The consultation will be mainly conducted online, but some paper copies of documentation may be required to be sent out. The successful bidder will have an understanding of the challenges that face an inner London local authority in the area of environmental and waste management and will have experience of working in that sector, as well as carrying out quantitative and qualitative research and/or public consultations. The project is expected to last from early April to July/August 2023.

Somerleyton Road Phase 2 - Development Partner Market Engagement Exercise

The Big Shift Programme sits within the Lambeth Transport Strategy Programme and aims to move residents and businesses towards greener, sustainable and cleaner ways of moving around the borough. The programme is made up of a series of project which tie into the Kerbside Strategy priority areas and the Climate Action Priorities. Priority 2 of the Kerbside Strategy is "create places for people" which includes the goal to introduce a parklet in each of the 25 wards of the borough. Lambeth Council are looking for an organisation to create and implement a catalogue of modular items that can be built into a parklet. The Big Shift Community Support Grant will provide the opportunity for residents and community groups to be part of London's biggest parklet programme. Parklets are a way of creating unique, public spaces for local communities to enjoy which place sustainability, community and safety at the centre of their design. The brief outlines what we require from the organisation: Catalogue, build and installation Timeframes The timeframes for this project are set out below; 1. Deadline for responses: 6th April 2023 2. Summary of what we need from you We are looking for a contractor to create a catalogue of modular items which make up a parklet. We are looking for a contractor who has experience working with parklets; is creative and innovative and is offering a range of items that will be used by communities. The London Borough of Lambeth is tendering for renewal of its CCTV Services in two separate Lots. Lot 1 is for the Maintenance and Repair of the Council's CCTV portfolio, including planned maintenance programme, emergency call-out service and associated repair and replacement of CCTV equipment, including control room. Lot 2 is for the CCTV Monitoring service which covers incident management and the monitoring of all CCTV cameras 24/7 all year round.

The London Borough of Lambeth published its Technology Strategy in 2020. The vision of the strategy is to deliver seamless technology and support that will increase workforce productivity and enhance the lives of Lambeth residents. Additionally, in June 2021 Lambeth launched its Customer Experience strategy with the vision We make access to all council services simple for all, ensure that we offer a quality customer-focused service end to end, and enable maximum self-service for those that can." 7. Lambeth Council are seeking consultancy services that can provide 'product specialism' to advise on an integrated product suite that will provide the optimal technology to achieve the required outcomes for a best-in-class call centre. This is to include: 1: Options for a future state technology suite and analysis of best of class suppliers to ensure an integrated solution, with clear appraisal against our criteria, including a recommendation for the best fit for Lambeth. 2: The option analysis must provide sufficient detail for Lambeth to select a preferred technologies and author a business case. 3: An appraisal of all relevant technologies that could provide the required suite to achieve Lambeth's outcomes. Key deliverables of the engagement include but are not limited to and end product report detailing: • An options analysis for technologies and suppliers available that enable Lambeth's required objectives.
