Pre Market Engagement Notice for Supervised Contact
The Vulnerable Children's Team in Children's Commissioning and Youth Services for Lambeth Council is looking to retender its Supervised Contact Service and consider its options for the future.
Supervised Contact services are provided where a child/young person has been accommodated by the local authority and a need has been identified for the child/young person to have contact with their birth parent(s), other relatives and/or other connected persons. In most of these cases, this is ordered by the courts.
Lambeth are looking to run a Supervised Contact procurement later this summer 2023. We would therefore like to offer existing Supervised Contact providers the opportunity to complete a Supervised Contact Pre-stakeholder Engagement Survey, with a view to deliver a service that meets the requirements set out in the survey, which you can access using the link below:
The deadline to complete the survey is Friday 14th July 2023. An online market engagement event to discuss the upcoming tender in more detail with interested providers will follow on Wednesday 19th July via MS Teams at 2pm.
Lambeth Sexual Reproductive Health Pre-Market Engagement Survey - Pharmacies Support and Administration
The Council is looking to re-commission its Sexual Reproductive Health Pharmacy Service. As part of this, It is exploring commissioning an external provider to deliver the service (support, administrative and training elements) on its behalf.
The Sexual Reproductive Health Community Pharmacy Service currently operates within 13 pharmacies across Lambeth, delivered by PGDs. Community pharmacies are contractedly directly by the Council and training and support is provided by Lewisham Council. The Council wishes to build upon this offer, and particularly to ensure equity of provision across the borough and choice in terms of service hours available.
The aim of the service is to improve access to and information on contraception, including free emergency contraception.
This currently includes:
- Comprehensive contraceptive assessment
- Assessment for emergency contraception
- Supply of emergency hormonal contraception
- Support to access ongoing contraception following request for EC
- Supply of oral contraception
- Come Correct C-Card scheme (under 25s)
- Condom purchase offer
The Council is looking to understand appetite from local community pharmacies in delivering this service and to hear ideas on how the service can best meet its outcomes.
It also looks to understand appetite from suitable organisations in providing the support and administrative functions of this service. This could include the provision of training, clinical support, monitoring and performance, processing of financial claims and other quality assurance related activities.

The London Borough of Lambeth is seeking expressions of interest from organisations to undertake the day-to-day management and maintenance of The Rookery through a contract. The initial expected duration will be for a minimum of 5 years, with the option to extend for a further 2 years after. It is anticipated that the management fee value will be approximately £60k per year.
We are seeking an organisation with links to the local community and some experience in managing a similar sized park/operations.
The successful organisation will be expected to undertake the following:
1. All aspects of horticulture
2. Grass cutting throughout the site
3. Cleansing and bin emptying
4. Engagement and management of community volunteers
5. Adhoc repairs at the site
6. Management and facilitation of events
7. Hedge cutting on the interior of the site
8. General monitoring of the site and usage
9. Site security - locking and unlocking
10. Management and maintenance of the on-site toilet facilities
11. Any other duties to improve the site
Provision of management and maintenance of Myatt's Fields Park
The London Borough of Lambeth is seeking expressions of interest from organisations to undertake the day-to-day management and maintenance of Myatt's Fields Park through a Service Level Agreement. The initial expected duration will be for a minimum of 5 years, with the option to extend for a further 2 years after. It is anticipated that the management fee value will be approximately £15k per year reducing to £9k over time.
We are seeking an organisation with links to the local community and some experience in managing a similar sized park/operations.
The successful organisation will be expected to undertake the following:
1. All aspects of horticulture
2. Grass cutting throughout the site
3. Management of sports facilities - tennis courts and all-weather pitch
4. Adhoc repairs at the site
5. Management and facilitation of events
6. Hedge cutting on the interior of the site
7. General monitoring of the site and usage
8. Any other duties to improve the site
The council will continue to:
1. Undertake cleansing and bin emptying (including disposal)
2. Management and monitoring of the site's tree stock
3. Management and maintenance of the site's playground and splashpad
4. Site security - locking and unlocking
5. Management and maintenance of the on-site toilet facilities
6. Planned maintenance of the buildings

Lambeth are driving forward a project to change the way we deliver our Housing Repairs Call Centre Services. The Council is carrying out market engagement to assist in understanding the market's approach to the provision of Housing Repairs Call Centre Services to help the Council define its requirements.
The authorities proposed model will be outsourced resources and insource technology. Therefore the supplier will provide call centre staff and Lambeth will provide all technology to enable management of contact
We are keen to gain market insight around our draft high-level requirements detailed below:
1. Delivery of a solution where Call Centre software is to be provided by the authority (Telephony, Chat Bots, Portal, CRM, AI, Web Chat, diagnostics) with Hardware to be provided by the Supplier.
2. Contact Centre to effectively handle inbound and outbound omnichannel communications to provide a quality experience for Lambeth Housing customers. To include the effective sharing and/ or capture of relevant information and the correct routing of calls to service areas when appropriate
3. Provision of Repairs and Emergency Call Handling Service covering the Standard Working Hours for contact centre of 8am to 8pm and 8am to 1pm Saturday
4. Delivery of a solution that has ability to support co-location functions (virtually or physically) between different services/teams at a minimum to include schedulers and the call centre)
5. Delivery a solution meets the specific needs of Lambeth's diverse customer base
6. Ability for the Supplier to manage peaks and troughs in demand
7. Provision of agents that are trained in diagnostics of repairs
8. Process and operational procedures to be defined by Lambeth and implemented by the supplier. Including achievement of defined Key Performance Indicators and Service Level Agreements.
9. Supplier will be required to liaise with Out of Hours repairs provider.
10. Liaison and alignment with works contractors
11. Supporting Lambeth attain its required standard of service delivery (including supporting digital enablement)
The Council is keen to gain market feedback from Housing Repairs Call Centre operators on the Council's high-level requirements.
These high level requirement have been outlined in the attached Market Engagement Requirements.

Lambeth Council is developing a framework to support the expansion of its Electric Vehicle Charge Point network.
As part of the strategy the Council will invest significant capital funds into the network, seeking to provide a mix of robust charging units to meet the needs of the existing and emerging electric vehicle user groups. Once the Framework is established, the intention is to commission via direct award (for packages under £100k) or through a mini competition (over £100k) as funding comes on stream which is likely to exceed £3.5m over a 4 year period.
To this end the Council requires providers who can carry out works and provide services against the lots which are structured as follows.
• Lot 1 Infrastructure and Installation of Electric Vehicle units
• Lot 2 Reactive Management and Maintenance and Planned
• Lot 3 Back Office Services and Income Management
Providers must be able to bid and confirm their ability to supply services against all three lots, assets installed may not necessarily be maintained by the same provider.
The Authority intends to go out to tender at the end of March.

Adult Home Care Neighbourhood Market Engagement Event
Market Engagement Event for Adult Neighbourhood Home Care Tender
The Council intends to commission geographical based, seven-year (5+1+1) contracts for neighbourhood home care for adults.
The neighbourhoods reflect the neighbourhood nursing team boundaries. This will facilitate homecare and nursing providers working in an integrated way to provide a more joined-up service to people within their neighbourhoods. The neighbourhood teams will also be expected to work with other assets within their areas such as community and voluntary sector organisations to further enhance the outcomes they can achieve.
The Council's vision is to move towards a joint way of working with providers, who in turn, can work closely with those using the service, Care management teams and local health partners, to deliver care with improved health and wellbeing outcomes.
The Council is seeking to use the market engagement event to articulate its aspiration for the new neighbourhood home care service, and the benefits the Council aims to derive from this procurement.
The market engagement event will take place on Tuesday 21 March 2023 from 2pm - 4pm and will be held at 336 Brixton Road, London SW9 7AA. We are limiting attendance to 1 person per organisation.
The format of the event will be a presentation from the commissioners and procurement team followed by a Q&A session.

Supported Accommodation: High Support for Adults with Serious Mental Illness - High Needs
Lambeth Council is seeking a provider to deliver a supported accommodation service for 35 adults at any one time with serious and enduring mental illness, and other complex interacting factors, including but not limited to entrenched substance misuse/dual diagnosis. The building-based support service shall be staffed to provide 24-hour waking night support. Most service users have a diagnosis of Schizophrenia and over 70 percent are from a black ethnic group.
Supported Accommodation: High Support Dual Diagnosis Service for Adults with Serious Mental Illness - Dual Diagnosis
Lambeth Council is seeking a provider to deliver a high support specialist Dual Diagnosis supported accommodation service for Adults with Serious Mental Illness and entrenched substance misuse (the ‘Service’). The supported accommodation service shall deliver accommodation-based support to 8 adults, with 24/7 staff cover on-site. Most service users have a diagnosis of Schizophrenia and over 70 percent are from a black ethnic group. The Service shall provide long-term, recovery orientated support and stable accommodation to adults with a history of repeat accommodation/placement breakdowns. The Service shall enable individuals to live as independently as possible, delivering specialist dual diagnosis support and interventions whilst working in partnership with health, social care and voluntary and community organisations to support community integration and improved health and well-being outcomes.
Supported Accommodation: High Support for adults with longstanding serious mental health needs - Kingsmead
Lambeth Council is seeking a provider to deliver an accommodation-based support service for adults who are diagnosed with a severe and enduring mental illness, presenting with cognitive impairment and a wide range of accompanying needs that impact upon their well-being. The 15 service users currently placed within the ‘Kingsmead Cluster’ have chronic, longstanding mental health needs and co-morbid physical health issues. A number of the service users originate from the long-stay Tooting Bec Hospital that closed down in the late 1980’s.
Reducing Reoffending and Criminal Exploitation Service
The London Borough of Lambeth to be one of the safest places for children and young adults to grow, develop and thrive and to address the drivers of crime to reduce reoffending for prolific adult offenders.
Lambeth are developing new ways of working to address the risks children and young adults face outside of their homes and to support those already in contact with the criminal justice system.
To achieve the Council’s vision, the London Borough of Lambeth is seeking to commission an integrated Reducing Reoffending and Criminal Exploitation Service that offers a mix of interventions.
Lambeth Council are planning to procure their Specialist Stop Smoking Service for Adults, with an estimated start date of 1st October 2023.
The Council has drafted a new service specification in line with the Government’s Tobacco Control Plan with the ambition to go ‘smoke-free’ in England by 2030 and is seeking the market’s views on contractual models and delivery options for how the service can work most effectively with a strong focus on community engagement and innovation.
Mosaic Clubhouse Procurement Expression of Interest
Lambeth Council is seeking a provider to deliver building-based community resource and support centre for young people (16+) and adults living with serious mental illness and common mental disorders, compliant with the Clubhouse International Standards of best practice, including an integrated out-of-hours Crisis Service.
Lambeth and Southwark are looking to run in parallel, a Young People’s Sexual Health Service procurement in Spring 2023, as two separate contracts. At this point in time, the service is aimed to broadly cover outreach, engagement, advice and information, signposting, advocacy, and element of Level 1 & Level 2 clinical intervention. To make the process easier to analyse, the information we are asking you to provide is based on one contract only, please treat the information as if we are asking for one borough.
In partnership, Lambeth, Southwark and Lewisham (LSL) are reviewing and recommissioning the non-clinical HIV Care and Support Services for LSL residents living with or affected by HIV. The London Borough of Lambeth will commission services based on feedback and positive service changes as a result of COVID19.
The estimated annual budget for this service is approx. £350k per annum across the three boroughs. Current plans are to let the contract for 3 years, with the possible option to extend for a further two years.
These services aim to:
• Provide interventions based on needs assessment and local knowledge.
• Reduce health inequalities of those living with HIV
• Provide comprehensive 'whole person' support that impacts across the service user's physical, mental and emotional health and well-being, to help them better manage the direct and indirect effects of HIV on their day to day lives
• Encourage people who are HIV positive, to follow a personal exercise/activity programme in order to increase fitness, self-esteem and quality of life
• Have a presence in HIV clinical settings as well as in the
community
• To provide peer support, advice and means of engagement
• To empower people living with HIV through information
• To provide practical, emotional and intellectual support
• To lessen the sense of isolation
• To help people develop inner strengths and resources.
