The Big Shift Programme sits within the Lambeth Transport Strategy Programme and aims to move residents and businesses towards greener, sustainable and cleaner ways of moving around the borough. The programme is made up of a series of projects which tie into the Kerbside Strategy priority areas and the Climate Action Priorities. Priority 2 of the Kerbside Strategy is "create places for people" which includes the goal to introduce a parklet in each of the 25 wards of the borough. Lambeth Council are looking for an organisation to create and implement a catalogue of modular items that can be built into a parklet; The Big Shift Community Support Grant will provide the opportunity for residents and community groups to be part of London's biggest parklet programme. Parklets are a way of creating unique, public spaces for local communities to enjoy which place sustainability, community and safety at the centre of their design. The brief outlines what we require from the organisation: Catalogue, build and installation Timeframes The timeframes for this project are set out below; 1. Deadline for responses: 15th September 2023 2. Inception meeting: week commencing 25th September 2023 3. Catalogue completed: 23rd October 2023 4. Installation for Window One: January 2023 Summary of what we need from you We are looking for a contractor to create a catalogue of modular items which make up a parklet. Applicants to the grant scheme will be provided with a standard parklet (as below) and given a budget of £1500 to fill it with additional items from your catalogue. We are looking for a contractor who has experience working with parklets; is creative and innovative and is offering a range of items that will be used by communities. The items must also represent value for money. Deliverables Catalogue (design) • Produce a catalogue of products which will be available in a digital format that can be sent via email and a non-digital format (can be shared as paper copies for those who are digitally excluded). • The catalogue will go through an iterative design process between yourselves and Lambeth Council. Please include this time in your quote. • The catalogue will have options for creating a standard parklet: • Base • Side barriers: 2 x different styles to choose from • Outer barriers: 2 x different styles to choose from Please ensure describe how your base will fit flush to the kerb. Vision: Lambeth Council seeks a consultant or consultancy to assess the impact of proposed new development within Lambeth on surrounding properties in respect of the amount of daylight/sunlight they receive, and the daylight/sunlight performance within proposed new development themselves. Planning is a statutory function, and these assessments will support the planning service in upholding the relevant legislation in place. Lambeth Council are looking for a provider that will deliver bike maintenance workshops in schools suitable for secondary school pupils. The sessions would be after school, and the provider will sort arrangements with the school to use their facilities. The provider will be responsible to promote the sessions to the schools. Sessions will be hands-on, allowing pupils to gain a better understanding with the mechanics of how a bike works and allow them to ask questions, gaining knowledge and skills. Sessions can cover the basics, teaching pupils how to know when a bike is safe, repairing punctures, putting a chain back on, and more advanced bike mechanics. As part of the tender, providers will have to provide basic tools, puncture repair equipment and bikes for pupils to work on. The budget to deliver these sessions will be of £15,000. Context: As the Voluntary & Community Sector emerges from the pandemic, it is increasingly called upon to provide support for residents and communities most affected by the ongoing cost of living crisis. To continue delivery of quality services and to address newer challenges, the Council recognises the VCS itself needs essential infrastructure support. These services are geared to support and sustain VCS groups that delivery services to Lambeth residents. The current VCS support contract with Integrate Agency CIC comes to an end in April 2024 and the Council will be retendering for new service provision. We want to understand from Lambeth's VCS what support needs should look like to meet future challenges. With the VCS, the Council wants to identify what and how we provide support and resources that will add value to the work of the VCS, and importantly strengthen delivery of shared partnership goals i.e. Lambeth 2030 Borough Plan and VCS Strategy. To this end, it is important to capture insights from those in the VCS that will serve to inform the wider consultation and engagement with other non-VCS stakeholders including the NHS and the funding community. Requirements: Lambeth Councils aims to commission a series of independently facilitated focus groups with the VCS that will provide information, data and insights into the needs of the voluntary and community sector. Lambeth Council are seeking to appoint a consultancy to provide support for up to a 3-year period to the Planning service for the review and assessment of Basement Impact Assessments (BIA) in relation to planning applications involving basement works. The support would be for the Development Management team to enable it to deliver against its current planning policies and service delivery targets. This support will comprise of assessment of BIAs or reports that accompany relevant planning applications (excluding applications which are subject to Planning Performance Agreements). Following your assessment, the Council will require you to advise on the degree of compliance with current planning policy requirements, whether sufficient information has been provided to achieve compliance with planning policy, on potential amendments that would further improve the performance of the developments and on suggested conditions and planning obligations that would ensure the delivery of the highest standards of sustainable design and construction and subsequent operation, and that would ensure the impacts of the basement development are appropriately mitigated. The provision will be for an off-site, electronic service. The selected contractor delivering the service will be required to collaborate remotely with officers within the Development Management service. Lambeth are seeking to appoint a consultancy for up to a 2 year period to provide support primarily to its Development Management service to enable it to deliver against its current planning policies and service delivery targets. Lambeth's preference is for the support to be provided by a single consultancy but there is the option for the support to be provided by multiple providers. The support will comprise of observations and advice on environmental matters relating to planning applications (excluding applications which are subject to Planning Performance Agreements) with occasional attendance at Planning Applications Committee to provide technical advice to elected members if required, and support to the Local Planning Authority in the event of a planning appeal. Lambeth will require advice on the degree of compliance of development proposals with current planning policy requirements, where development is non-compliant advice on what outstanding requirements need to be met, and where development is compliant whether the scheme reaches full performance potential, and on suggested conditions and planning obligations that would enhance the quality of development and enable development to proceed where it would otherwise have been necessary to refuse planning permission, by mitigating the adverse effects. The provision will be for an off-site, electronic service. The selected contractor delivering the service will be required to collaborate remotely with officers within the Development Management service. Meetings and site visits for more complex sites may also be required from time to time along with occasional attendance at the council's Planning Applications Committee.
