Hammersmith Bridge carries the A306 over the River Thames and connects the London Borough of Hammersmith and Fulham with the London Borough of Richmond-Upon-Thames. The bridge is a unique historic Grade II* listed suspension structure which opened to use in 1887. The bridge was closed to all motor vehicles on 10 April 2019 following a safety assessment of the structure. Stage 2, referred to as the Strengthening Works, includes the more significant works required to strengthen and restore the bridge to full modal access (subject to pre-closure weight restrictions remaining). The completion of the Strengthening Works will enable the bridge to re-open to vehicular traffic on a long-term basis. The indicative capital cost of the Stage 2 works is £80m-£130m. Supported Housing and Semi-Independent Living Services for care experienced young people and young people at risk of homelessness (16-25) in the London Borough of Hammersmith and Fulham. One of our overarching local priorities is to have sufficient, high-quality semi-independent living (SIL) accommodation, with improved access to local services, family and community networks. The purpose of SIL services is to provide young people aged 16 and over with a supportive home within their local community whilst they build a range of life skills to enable them to make a successful transition to living independently when they feel ready to do so. RECOMMISSION We currently have a block contract for the provision of 135 bedspaces for young people at risk (YPAR) of becoming homeless, sixteen and seventeen-year-old children looked after and care leavers (up to the age of 25). The service is delivered from 15 properties across the borough and consists of high support, low support, and additional flexible support. The current contract expires in April 2025 and we are therefore recommissioning the service. Following an open tender process in September/October 2024, we will be awarding a block contract to a single provider for 3+2+2 years. MARKET ENGAGEMENT Given the strategic importance and high value of this contract, we will be undertaking a comprehensive market engagement exercise prior to launching the tender. We are inviting providers to develop a high-level service proposal which is based on our core requirements and presents innovative solutions to the key issues outlined, and meet with us to present this. This will also be an opportunity for providers to ask their own questions and seek further clarification on the tender process. The ideas presented will help us to refine and finalise the service specification ahead of going out to tender. Hammersmith & Fulham (H&F) Council are in the process of commissioning a service to deliver a high-quality Tier 2 Weight Management Service in Hammersmith and Fulham from 1 April 2025. This service is a new service for the borough, and there are no workforce considerations as yet. The service will fall within the Provider Selection Regime under the Health Services (PSR’s) Regulations 2023 and we are seeking market engagement to help us determine both the approach and the route to market As there are already several public, private and community services provided in H&F supporting residents in achieving a healthy lifestyle, the provider will build upon the current provision and partner with our communities and services to deliver a multi-component, whole systems approach model that delivers: A Universal, non-clinical, healthy lifestyle service that is offered to all adults (18+) with a body mass index (BMI) of 30 kg/m2 or more (or 27.5 kg/mg2 for people with a South Asian, Chinese, other Asian, Middle Eastern, Black African or African-Caribbean family background5), to support with reaching a healthy weight Targeted support for residents who experience health inequities and experience greater barriers to achieving a healthy weight Specialist services including culturally appropriate dietetic and health coaching support to assist with developing care plans tailored to individual needs. The proposed Service The core element of this service will be delivery of a minimum 12-week healthy lifestyle programme that is delivered via a hybrid model of both digital and face-to-face services for weight management. It should be a multi-component service that includes diet, physical activity and behaviour change components. The overall aim of this of this service will be to support weight loss for adults living with obesity, and sustainable weight maintenance through a place-based and person-centred approach. The other elements required of this service are: holistic health and wellbeing coaching, via qualified health coaches who regularly communicate with service users to ensure high engagement in the service, and who support with navigating and signposting to other local services which address risk factors for obesity (social, economic, physical, emotional) and related co-morbidities (such as diabetes). Health coaches should provide additional follow-up support following the formal 12-week programme for service users who might require it qualified community dieticians or nutritionists who can work in partnership with not just individuals, but also families of service users to support healthier eating provision and reasonable adjustments for service users with physical or learning disabilities and for individuals with mental ill health marketing and promotion of the service to the eligible service user population and to potential referrers (such as primary care providers) developing and maintaining a dedicated website for the service, which includes healthy lifestyle advice and signposting to other local support services. The successful provider will need to demonstrate that they can deliver services of a continuously high quality (in line with NICE guidelines) and will be responsive to the needs of the diverse local population (as described in the H&F Joint Strategic Needs Assessment6). The service will be monitored on an on-going basis to ensure they deliver the quality required. It is important that appropriate professionals are used to deliver the service, including a registered dietician or nutritionist, health coaches and physical activity and behaviour change professionals, and that staff with expertise in monitoring and evaluation are used to ensure consistent and impactful collection and reporting of data.

H&F are seeking interest from the market on the following one year service to be mobilised imminently: A Junior Attendance Centre (JAC) programme focusses on supporting the reduction of reoffending for young people aged 10-17 through enabling development of social and practical skills to achieve positive outcomes. A requirement to attend a JAC is available as a standalone or additional requirement of a Youth Rehabilitation Order under the Criminal Justice and Immigration Act 2008, or as a consequence of breach in respect of a range of court orders. Therefore, this provision supports the Hammersmith & Fulham Youth Justice Service to meet KPIs to minimise the use of custody by providing an alternative recommendation to a custodial sentence. The programme is run on Saturdays, fortnightly between 10am and 12pm. Hammersmith Bridge carries the A306 over the River Thames and connects the London Borough of Hammersmith and Fulham with the London Borough of Richmond-Upon-Thames. The bridge is a unique historic Grade II* listed suspension structure which opened to use in 1887. The bridge was closed to all motor vehicles on 10 April 2019 following a safety assessment of the structure. Subsequently, on 13 August 2020, the bridge was closed to all users and river traffic beneath as continuous monitoring of the bridge identified that existing fractures on the north-east pedestal had increased in size. On 17 July 2021 Hammersmith Bridge re-opened on a temporary basis to pedestrians and cyclists. The recommendation to re-open Hammersmith Bridge was made following a special meeting of the Board for the Case for the Continued Safe Operation of Hammersmith Bridge (CCSO). The works required to restore Hammersmith Bridge and return the bridge to full modal access (subject to pre-closure weight restrictions) are being carried out by LBHF in two work packages or stages. Stage 1, referred to as the Stabilisation Works, includes the works required to the pedestals to stabilise the bridge to remedy immediate safety issues relating to the pedestals and secure the ongoing safe use by pedestrians, cyclists and river traffic in the medium term. The Stabilisation Works have been contracted and works have now commenced. Stage 2, referred to as the Strengthening Works, includes the more significant works required to strengthen and restore the bridge to full modal access (subject to pre-closure weight restrictions remaining). The completion of the Strengthening Works will enable the bridge to re-open to vehicular traffic on a long-term basis. The indicative capital cost of the Stage 2 works is £80m-£130m. This range reflects the alternative engineering options that are currently being investigated. LBHF (in consultation with DfT and TfL) is currently considering a range of options for the delivery of the Strengthening Works and future maintenance of the bridge. This includes a Design, Build, Finance and Maintain (DBFM) model along with other concession-style models and a Design and Build model. LBHF wishes to conduct an early market consultation exercise to seek feedback from the market on the proposed commercial structures and risk allocation and to gauge the level of appetite for the proposed approaches. LBHF may carry out a subsequent phase of market engagement prior to launching any procurement.
