ASC 2021 021 The Provision of an Independent Health Complaints Advocacy service
The Independent Health Complaints Advocacy service (IHCA) provides practical support and direction to residents in Brent who wish to complain or express grievances related to any aspect of care or treatment they received from any NHS funded service and to assist them in finding a resolution.
The contract value will be £60,000 per annum.
The contract will be for a period of two years with the option of two single-year extensions (2+1+1).
The contract is anticipated to commence on 01/04/2023.

The enforcement landscape within the London Borough of Brent is typical of urban London Local Authorities. It is a mix of busy high street areas such as Wembley, Kilburn and Harlesden town centres, with extensive residential areas surrounding them. The town centres are linked by a network of trunk and secondary roads under mixed control of the London Borough of Brent and other agencies.
The borough has an extensive network of Controlled Parking Zones and other parking restrictions that operate over a range of days and hours, depending on local pressures on kerb space, traffic flow and safety requirements. • Cashless Parking Services (also known as Telephone Parking ) as a substitute payment channel for traditional Pay & Display machines

Brent Council is seeking a single provider/organisation to deliver a Carers Support Service. The contract will be awarded for up to four years, on an initial two-year term with the possibility of extensions for a further two years. The Service will provide a pathway for carers to access the support they need, and which is available to them.
The Brent Carers strategy defines a Carer as someone who provides unpaid care or support to another person who cannot manage without help due to illness or a disability. Many people who care for someone do not necessarily see themselves as a Carer. The successful provider will be expected to deliver an agile service that meets the needs of a wide range of carers and acknowledges the differences in their needs.
Carers are essential in supporting vulnerable people to achieve individual outcomes and to continue living independently. We must provide support at the right time by supporting Carers to live their life the way they want and to prevent Carer breakdown. Carers provide invaluable support, and the Council wants to make sure they have the resources they need to continue in their caring role. This support will often not be a formal package of care – it may be access to a community of other carers who provide peer support, help in accessing priority GP appointments, or making sure that carers can navigate the benefits system more easily.

Appointment of a Quantity Surveyor to Audit the Newland Court Major Works 2017/18 Final Account.
Currently in dispute between:
The Leaseholders o Newland Court and the Council.
Review the validity, veracity and justification of the final accounts for Newland Court and provide an independent and objective assessment.
Project requirements: Non Exhaustive
*Review all reports and emails of the Council employed QS, if any areas of concerns are identified to investigate further.
*Assess to what extent the subsequent revised and revalued proposed works for each block validated by consultants were reasonable and required and ascertain why it was not issued to the lessees as a new section 20 or as a formal addendum.
*Review the original scope of works on which the section 20 was based including the validation reports including photos and condition surveys for all the five blocks to ascertain how the decision was reached about the scope of the works.
*Review statutory and non-statutory consultation with leaseholders from the feasibility stage of the process to completion of the works.
*Review all the observations received and responded to by BHM (the Council).
*Review the variation of works and why these were required, how the decision was reached, who signed off the variation and if leaseholders were informed of the significant variations by way of consultations, meetings etc.
*Review all the appropriate documents from the feasibility stage of the process to completion of the works.
*Review the evidence to quantify/validate the works and costs including copies of specialist sub contractor invoices where works fall outside the contract NHF rates; and / or obtain a detailed breakdown of non-NHF rates and prices.
*Review standard/quality of the works, measurements, contractors progress reports and survey reports.
*Review and confirm that the statutory section 20 process was adhered to.
*Confirm that all legal requirements with regard to the process of the issue of the section 20, additional works, all advisements (or lack of) to the leaseholders, final accounts and all or any other related matters, fully comply with the legislation as set out in the 'Landlord and tenant act 1985'.
*Review Pellings' contract to ensure it was compliant with the LTA and verify that their charges comply with the LTA 1985.

The Council is seeking tenders for Provision for Care and Support Contract at Honeypot Lane - Extra Care Scheme.
Supplier must have a minimum turnover £2.1m in any of the one year in the last three year audit history to participate in the tender.
Service: Provision of Extra Care Support.
Of the 61 available units, 5 will be used as step down units to support residents after a stay on a hospital ward that are medically well but unable to return home and would benefit from a step down service within the community. They will access rehabilitation and re-ablement in support to help them safely return home, as an alternative to another temporary setting such as a care home. The care and support provider will work with care management and OT teams to support recovery and rehabilitation so residents feel able to do as much as they can for themselves prior to returning home.
Duration:
For a maximum period of 5 years (An initial 3-year contract with the option to extend for upto a further two years. The Council can decide to extend up to full duration of 2 years or multiple extensions of a shorter period of time. However, the maximum of all the aggregate extensions is set at 2 years. The overall maximum duration of the contract will be limited to 5 years period.
Additional information:
The Council may, without limitation, and with no liability on its part, do any of the following:
*cancel, discontinue or amend the procurement process by notice in writing at any stage;
*waive some or all of the requirements of the ITT;
*withdraw the ITT at any time, or to re-invite responses or submissions on the same or any alternative basis;
*choose not to award the Contract or any contract to any of the Tenderers as a result of the current procurement process;
*make whatever changes it sees fit to the Timetable, structure or content of the procurement process, whether as a result of approvals or for any other reason; and

Bid Costs
Brent Council or any of its consultants or advisers will not be liable for any bid costs, expenditure, work or effort incurred by a Bidder in proceeding with or participating in this procurement, including if the procurement process is terminated or amended by Brent Council.
Bidders are responsible for obtaining all information necessary for the preparation of their response submission/tender and all costs, expenses and liabilities incurred by bidder in connection with the preparation and submission of a Bidder shall be borne by that Bidder. Invitation to Tender — Insurance for Leasehold and Mortgaged properties. The annual contract value is estimated to be £1.1 million a year. The duration will be 3 years + a 2 year extension option, so the total contract value has therefore been estimated to be £3.3 million for a 3 year contract, and £5.5 million for a 5 year contract. Tenders must be returned electronically, duly completed by 12:00pm 22nd June 2023.
Single Homeless Prevention Service (RESID - 2324 - 030)
The London Borough of Brent (the Council) is seeking a Service Provider to deliver a Single Homeless Prevention Service (the Service) to prevent and relieve homelessness for single people and other households without dependent children, with low to moderate support needs, who currently fall below the threshold for major assistance by the Council either through the homelessness legislation or by provision of council funded supported housing.
Under the Homelessness Reduction Act 2017, the Council has a statutory duty to take "reasonable steps" to prevent or relieve homelessness for anyone at risk of homelessness within 56 days, regardless of their support needs. This includes single people and couples without children.
This cohort tend to have a range of low to medium vulnerabilities, ranging from issues with mental health, drug and alcohol abuse or being exoffenders. Dealing with single homeless households therefore requires a different, more tailored response than homeless families, the majority of whom have no vulnerabilities beyond the fact that are in housing need.
The Council intends to commission a single organisation or consortium to deliver services; the Service will need to respond innovatively and creatively by working in partnership with service users, housing, other agencies and key stakeholders in order to meet the needs of service users and to achieve positive outcomes.
As an outcomes based, payments by results service, payments will only be released based on successful outcomes, measured against three trigger points:
Completion of a Personal Housing Plan (PHP),
Prevention or Relief of homelessness achieved;
8 months' sustainment stage.
The contract is anticipated to start on 1 November 2023 for a period of 4 years (referrals will be made by the Council in the first 3 years).
We are looking for a track record of innovative partnership working, driven by the ambitious aim of preventing and relieving homelessness for single people in the borough. The chosen Provider will be able to show that it has achieved these targets by adopting a range of approaches.
