Purpose of the Notice This is a Preliminary Market Engagement and not a call for competition. Description of the Requirement The Authority is planning to undertake a procurement for the “Management of Vale Farm Leisure Centre” The Scope of the service includes the management of Vale Farm Leisure Centre and Active Communities work. The Services Specification will be based on the Sport England template, made bespoke to this project. Requirement The objective of the procurement will be to secure the most advantageous tender considering the Authority’s strategic outcomes whilst maximising the payment to the Authority. In undertaking this procurement, the Authority wishes to achieve the following outcomes Secure a partner who can: • embed prevention, inclusion and health equity in day-to-day delivery; • work in partnership with the Authority, health and community stakeholders to support wider Active Wellbeing outcomes; • work as system partners with health, education and community services; • contribute ideas and innovation that will strengthen Brent’s readiness for the integrated 2031 model; • contribute insight and operational learning that will inform the Authority’s future appraisal of delivery models; • be ready to commence services 1 March 2026; and • will maximises usage and income to Vale Farm Leisure Centre and manage expenditure effectively to provide a financially sustainable contract. Prior to undertaking the formal procurement process, which is targeted to commence in early October 2025, the Authority is seeking to undertake Preliminary Market Engagement (PME) with the leisure operator market to enable the working group better to define its service requirements and the procurement process. We are seeking engagement with potential suppliers to: • Explore the planning competitive flexible procedure and timescales; • To use an agency agreement model for the procurement; and • Understand the level of interest from the market to tender for this contract.

The programme will have multiple functions for the duration of this contract and will provide support in the following ways: Provide a street based outreach service to enable earlier identification and intervention of those on the cusp of offending or not yet known to statutory services and at risk of increased offending; Gaining access to the main London prisons such as HMP Wormwood Scrubs, Wandsworth and Feltham Young Offenders Institute to be able to provide support to cohort offenders prior to release; Meet the targeted cohort at the prison gate (London only) when released and escort to release appointments; Provide flexible working hours to meet the needs of the service users to be able to accommodate work and school hours, shift work outside of Monday – Friday 9am – 5pm dependent on a case by case basis. This programme will provide 2 specialist case workers and 1 team leader within Northwick Park hospital in Harrow to provide immediate intervention and long-term support for young people (up to the age of 30) involved in gang-related activity, knife crime, and serious youth violence. By engaging young people at a critical moment, when they present at A&E with violence-related injuries, the project aims to break the cycle of reoffending and exploitation.

This tender which is for care and support services at the six supported living sites for adults with mental health difficulties. The six sites are dedicated to serving vulnerable adults with varying levels of mental illness and who may: be in receipt of clinical treatment, have previously been detained under the Mental Health Act 1983, use drugs and/or alcohol, have a ‘dual diagnosis’, have been or be involved in the criminal justice system. These adults may be using secondary mental health services coordinated by Brent Mental Health Service staff and will have been assessed as eligible to move into supported accommodation. All six sites currently accommodate 33 existing service users. The total contract value for all services for the initial contract term of five years and two year extension (7 years) is estimated to be £7,566,793.00. The Council will be running a market engagement event to inform suppliers of the upcoming opportunity. We are seeking feedback from relevant supply chain organisations in relation to questions which will inform the letting of the Council’s current requirement, one which ensures best value and helps improve the Council’s efficiency and effectiveness. It is our intention that any market intelligence gathered through this engagement will inform the Council’s proposed contract procurement. Brent Council’s Private Housing Services Department has had 2 framework contracts in place since 2021 to deliver major and minor disability related adaptations and repairs to council-tenanted properties within the borough of Brent. Those frameworks are due to expire in October 2026. The works under each contract are administered by the Council’s Private Housing Services Team and the Grants Team. The contract to be procured will be let by Brent Council on behalf of its Grants Team and Private Housing Services. The Council is now looking to re-let the disabled adaptation works and services. The aim of the adaptation works is to make it easier for disabled persons and occupants to get into and out of their dwellings and internal rooms and facilities, ensuring safety and improved access to the outdoors and garden. Minor works or adaptations include, but are not limited to, the provision of level-access shower and toilet facilities (wet rooms), external access works such as stair lifts, ramps/handrails, shallow steps, hardstanding and decking, widening/reversing of internal/external doors, grab rails, drop down rails, stair rails, newel rails, steps, half steps and small ramps, and handrails, improved lighting, heating, controls and better visibility. Brent Council manages circa 9,000 rented homes and 4,000 leased homes across the Borough. It currently delivers its responsive repairs, voids and planned maintenance through a single Borough-wide contract which has been in place since 2014 and which is currently due to expire at the end of September 2024. New arrangements will therefore need to be procured. Brent wishes to use the new contracts to drive excellence in customer service and the quality of homes and is considering the following approach: • Separation of the stock into two geographical contract areas • Within each area, separate contracts for: • Responsive repairs • Void repairs • Planned maintenance (internal component replacements such as kitchens and bathrooms, internal communal works, external planned works, major projects including tower block refurbishment, electrical safety and fire safety works) The estimated annual value of the works in total across both areas and all workstreams (responsive, voids and planned) is likely to be initially circa £10 - £15million, potentially rising to circa £20 to £25million. It should be noted that this will be lower in the first 2-3 years of the contract as the planned programme includes major refurbishment works that have already been procured separately. Brent is considering requiring bidders to bid for all 3 elements of work within each geographical area, however separate contracts would be issued for each workstream. Bidders will still be able to submit tenders for both areas however Brent may not award more than one geographical area to a single contractor (the Invitation to Tender will set out the process). Successful bidders may be awarded one or more lots based on the most economically advantageous tender for each lot. In addition, Brent is undertaking a separate procurement for a Subcontractors Framework, which it is intended will encourage participation of local SMEs and will provide an available local supply chain with sustainable rates and prompt payment requirements. This will be in place for the start of this main Responsive, Void and Planned Maintenance contracts although not prior to the procurement process. The successful contractors will be expected to use the councils Subcontractor (local supplier) framework for their supply chain requirements. Brent is keen to understand the level of interest from contractors in bidding for these proposed Contracts for responsive repairs, voids and planned maintenance and to shape the offer to secure maximum interest from the market. As a result, the council is proposing to have a market engagement event on the 14th of February 2024 via teams (Details of the teams invite will be sent on a later date). The London Borough of Brent (LBB) is issuing this Prior Information Notice for a district heating network in South Kilburn. The Council is seeking a contractor to design, build, operate and maintain the ‘South Kilburn District Heat Network’ (SKDHN) to serve the South Kilburn regeneration area. SKDHN will be fully owned by the Authority and will be built out over four phases. The Authority will own the heat generating plant and distributing network to the heat exchangers. The term of the contract is for an anticipated build period between 2024 and 2030. The term of contract includes fifteen years operation period with the ability for the Authority to extend for an additional period up to 10 years. Following the installation of air source heat pumps (ASHPs), the completed network will supply low carbon heat via a buried network (spine trench length of 1.8km) and its total annual heat demand is expected to be 20.6 GWh.
