The IAQF was published in 2019 and many independently owned Advice Quality Standards operating in the UK have now applied for and been awarded IAQF Approved Accrediting Body status. An advice provider in Wales, who holds a quality standard awarded by an IAQF accredited body, is able to display the IAQF logo, demonstrating that their service has been independently assessed as meeting the Welsh Government’s expectations of a quality assured advice service. The IAQF continues to seek to provide a consistent approach to ensuring and assuring quality information, advice and guidance for the people of Wales. The Welsh Government’s Programme for Government set out ambitious commitments to both develop an HIV Action Plan for Wales and tackle the stigma experienced by those living with HIV. In March 2023, the HIV Action Plan for Wales 2023-2026 was published and contains 30 actions aimed at eliminating HIV transmission within Wales and achieving zero tolerance of HIV-related stigma by 2030. Supporting people to live well with HIV is a key priority and the HIV Action Plan for Wales contains the following commitment: A national peer support programme for Wales will be commissioned by Welsh Government, following the now concluded research work carried out by Cardiff University into the potential principles and structures of such a programme. This peer support network will provide support to all those living with HIV that require it. A recent report on ‘Living well with HIV in Wales’ (https://nat.org.uk/wp-content/uploads/2024/10/HIV-Outcomes-Living-Well-With-HIV-in-Wales.pdf), produced by HIV Outcomes UK and Fast Track Cymru analysed the Welsh Government’s progress in delivering the ‘Living well with HIV’ priority within the HIV Action Plan and the challenges that Welsh communities living with HIV face. The report findings in relation to peer support are set out below: • While there are welcome commitments in the HIV Action Plan to commission peer support services this is yet to come to fruition. • Currently, the vast majority of people in Wales living with HIV are only able to access support online. • The lack of community-based peer support in Wales has a negative impact on the mental health and wellbeing of people living with HIV. • To support communities to live well with HIV, Welsh Government must ensure that services meet BHIVA Standards of Care for Living with HIV. These standards state that everyone living with HIV should have access to peer support. • The lack of peer support affects the whole Welsh population living with HIV but is particularly pronounced in rural communities. • Peer support can play a key role in addressing challenges which older people living with HIV may be more likely to experience, such as loneliness and isolation. Having peer support provision in clinics with someone who is trained appropriately, including on social prescribing and coaching, would support care coordination and person-centred care among older people. • The Welsh Government should ensure that services are culturally competent and designed to meet the intersecting needs of different communities living with HIV. The Welsh Government wishes to tender for the provision of a national Peer Support Programme for those living with HIV in Wales, with an initial two-year contract to commence from 02 February 2026. Procurement The Welsh Government (the "Authority") is conducting a procurement to establish an open framework (the "Framework") to deliver the Extending High Speed Broadband ("EHSB") project. Once the Framework is established, the Authority intends to award a series of call-off contracts (following individual competitive selection processes), that will provide grant funding to telecoms suppliers to cover the "gap" in costs that are required to deliver superfast connections to communities / premises in Wales that would not otherwise be served by commercial operators under normal market conditions, due to the high infrastructure cost of building connections to those "hard to reach" communities / premises. Grants made under the call-off contracts are out of scope for the purposes of VAT. Coverage The Authority’s 2022 open market review identified that around 84,000 premises within Wales did not have access to superfast download speeds (at least 30Mbps) exacerbating the digital divide. Ofcom has previously stated that a subset of these (around 10,000 premises) do not yet have access to at least 10Mbps. Despite the efforts of the telecommunications industry and public sector interventions, there are still premises in Wales that do not have access to at least superfast broadband speeds. The Authority has therefore developed the EHSB project to address this gap and provide fast and reliable broadband to those premises. Whilst the Authority is confident that the number of premises without superfast download speeds has drastically reduced since the 2022 open market review (as the scope of commercial and other public sector deployments, including Project Gigabit, have become clearer), the Authority anticipates that the number of premises that are currently in scope of the Framework is in the region of 29,000 premises. The current, indicative list of eligible premises that are anticipated to be in scope for the Framework will be subject to refinement/update during the duration of the Framework (for example, to reflect any premises which may be addressed by other interventions). The premises that are in-scope for each call-off contract will be confirmed in the relevant request for proposals issued under the Framework. Additional Information The Authority expects the Framework will have two lots. The first lot will be for projects that require the installation of broadband network infrastructure to 1,000 premises and over. The second lot will be for projects that require the installation of broadband network infrastructure to under 1,000 premises. Suppliers are permitted to apply for either or both lots. The Authority expects the first Framework will commence early 2026 with the first call-off contract under the Framework being awarded shortly thereafter. The estimated total value set out in this notice is in respect of all call-off contracts that may be awarded under the Framework. The work will involve collecting qualitative and quantitative data, including lived experiences, through surveys, focus groups, and interviews with stakeholders, Welsh Government officials, public sector delivery partners, and the general public, with a specific focus on the Black, Asian and Minority Ethnic population in Wales. The contractor will be expected to apply anti-racist, intersectional and trauma-informed approaches, ensuring compliance with Welsh Language Standards and data protection requirements. Outputs will include a revised theory of change, interim findings report, a final report with recommendations, and presentations of findings to relevant ArWAP governance groups.

The Welsh Government wish to invite Bids to be awarded the Contract for Sustainable Schools Challenge Critical Friend and Sustainability Advisor. Scope of Works Working with Constructing Excellence in Wales, the successful bidder will be required to attend and participate in joint workshops and attend relevant project meetings to act as a Critical Friend for the design and construction teams and embed themselves in the three projects and being available to project teams for advice. Where necessary the successful bidder will be expected to lead in elements of the workshops, facilitating research for their case studies and conduct mini workshops at local level with the participating projects to obtain sufficient knowledge of the innovation and collaboration being undertaken to inform advice and case studies. Attendance in person will be necessary for most meetings which will take place across Wales. The bidders will need to familiarise themselves with progress of the designs and the work of the Critical Friend during phase1 of the design stage. Interested bidders should note that Cadw are offering supervised site visits to a selection of sites across north Wales. Further information on the visits including sites, dates and joining instructions can be found in the ITT document at paragraph 8.Cadw has a statutory duty to both maintain and conserve the monuments in its care and provide safe access to the public where possible. The conservation of the historic monuments themselves is undertaken by Cadw’s in-house heritage craft masons and joiners (Cadwraeth) and by contracting specialist historic conservation specialists where in-house specialists are unavailable. Grounds Maintenance is one of the services that Cadw must procure externally. Cadw will procure grounds maintenance (GM) services directly on a multi-region basis to cover all Wales, this to mirror the Cadwraeth regions already in operation. The regions covered by this opportunity are north east Wales and Ynys Mon. All other areas have been procured through a separate contract opportunity (ref ocid: ocds-h6vhtk-051de3 and notice ID: 154378) however, north east Wales and Ynys Mon received no bids, and so are being re-procured through this separate exercise. The programme leverages the expertise and networks of distinguished conference ambassadors from academia and industry in Wales aligned to the Welsh Government’s key sectors in industry, to attract high-value events that showcase Wales’ strengths in research, innovation, and sector excellence. Launched in 2020, the Ambassador Wales Conference Programme has played a key role in identifying strategic business events that align with Wales. The programme supports the aims of The National Events Strategy for Wales 2022-2030, which was launched in 2022, with the aim on continuing working with a range of stakeholders to further develop a varied annual portfolio of cultural, sporting and business events. Working with local and international events owners, utilising top-class venues and natural landscapes with local authorities and communities across Wales to support events that deliver economic benefits, showcase our nation, raise our profile, and help deliver Welsh Government priorities. Conference Ambassadors are advocates for Wales by promoting its venues, cities, and universities excellence, while also encouraging collaboration across Welsh Government key sectors in alignment with the Research Excellence Framework (REF) disciplines. Through collaboration with selected ambassadors and an in Wales industry group, consisting of academic event leaders, destination representatives, and conference venue event managers, the programme helps identify strategically significant international conferences for Wales as lead generation. It further supports the bidding process, from initial enquiry to bid stage, provides a programme of education to support development of knowledge of bidding and hosting successful business events and strengthen Wales’s global reputation. The programme also supports delivery of the Well-being of Future Generations (Wales) Act 2015 aligning with national priorities for sustainable development, fair work, and inclusive economic growth. The Welsh Government seeks a contractor to manage and further develop the Wales Ambassador Conference Programme which includes lead generation, when the current contract ends in April 2026. The main aims and objectives are to refresh the programme, broaden sector and relevant and dynamic ambassador engagement, strengthen Wales's position in international event bidding, foster collaboration among ambassadors, universities, and industry partners, and establish effective lead generation and bidding mechanisms that follow best practice standards to drive economic growth and raise Wales’s global profile until April 2029.
