Welsh Government aims to procure a single supplier to design and deliver a comprehensive and up to date Gypsy, Roma and Traveller training package to deliver to local authorities across Wales. This training package must be co-produced with the Gypsy, Roma and Traveller community throughout, including in the design stage. The successful bidder should consider all ways of life as adopted by Gypsies, Romas and Travellers as well as their housing needs when developing this training package. The training package will be delivered to local authorities over a three-year period following a rolling schedule that the successful bidder prepares and provides to Welsh Government by December 2025. Delivery of the training must also involve community members. This contract will help the client fulfil an action from the ArWAP to provide training to local authorities on Gypsy, Roma and Traveller communities across Wales.

This Open FTS tender intends to award a contract for an evaluation of the LGBTQ+ Action Plan. The LGBTQ+ Action Plan was published in 2023, and an Evaluability Assessment of the Action Plan was published in November 2024. As a result of this Evaluability Assessment, Welsh Government are seeking to appoint a successful bidder (or consortium) to conduct a process evaluation of the LGBTQ+ Action Plan and conduct baselining work for a future impact evaluation. These will help address the aim of evaluating the effectiveness of the Action Plan in achieving its goals. The contract is expected to begin in May 2025 and run for a period of 2 years, concluding in May 2027 with an option to extend for 3 months. The value of the total contract is estimated to be GBP150,000 to GBP 160,000 exclusive of VAT.

The research is intended to focus on practical approaches to undertaking the valuation of land. Consideration of a range of methodologies is necessary, to allow for comparison as well as testing the challenges and outputs. Bidders are invited to make bids within each of the four lot categories described in this document, which reflect the range of established and emerging approaches applied to value land in both international practice and research literature. A fifth lot category offers a ‘free’ choice of an alternative methodology to be proposed by the bidder. Bidders can bid for 1, more than 1 or all 5 lot categories. Baby bundles is a Welsh Government initiative to provide a 'welcome to the world' gift, comprising of a range of products for the child's first months. The bundle will be provided free of charge to all new and expectant parents residing in core Flying Start areas within Wales. The contract will have the potential for a requirement of around 8,000 bundles per year. It is important to note the projected number of baby bundles is subject to change. The estimated spend over 5 years is in the region of £11.25m inclusive of VAT. Co-ordination of the registration, order processing and acknowledgements process - this will include the production and distribution of awareness raising / promotional material and the registration documents at specified times pre-birth. 2. Development of an online registration system which will allow customers to register for the baby bundle. 3. Sourcing the contents for inclusion and the packaging for the bundles, supplying and then assembling the bundles. Suppliers must be able to source all items, and each item must meet the specified industry safety and EC standards and accreditations. 4. Delivery - responsible for scheduling and confirming deliveries. The co-ordination of delivery in an environmentally friendly way. 5. Demonstrating existing, well developed supply chains, established freight and border arrangements. 6. Storage of all items and the bundles including holding sufficient stock. 7. Having the facility (or can sub-contract) to ensure items and/or packaging feature particular designs. 8. To determine how the bundle will be presented e.g. the outer packaging. It is desirable that the packaging be environmentally friendly. 9. Ensure that aftercare is in place, including a bilingual customer contact point/helpline to ensure enquiries, customer support, and/or cancellations of bundles are dealt with in the language of preference (English/Welsh). This contract is intended to be for five years, with a break clause at the end of years two, three and four. We require the successful supplier to be ready to distribute the bundles from November 2025.

The Welsh Government require the services of an appropriate supplier to deliver the Digital Inclusion Wales contract. Details of the new contract are contained in the tender documentation and we aim to start the new service on the 1st October 2025. Digital exclusion continues to be a significant issue throughout the UK. The acceleration of transitioning services to online digital only access has meant that it is now essential to have some level of basic digital skills to be included in today’s society. Any barrier to connectivity, access to devices and/or basic digital skills can mean someone is disadvantaged financially, socially and in respect of their wider well-being. Digital Communities Wales: Digital Confidence, Health and Well-being (DCW), the Welsh Government funded £2million per annum digital inclusion and health programme ends on 30 September 2025. The DCW programme has worked with organisations from all sectors that support digitally excluded people, providing training and support to front line staff and volunteers to help them develop the basic digital skills of citizens. The focus of the new contract will be on delivery of a nationally delivered bilingual programme of activity to support digital inclusion work in Wales including developing a national digital inclusion advice and support service and undertaking mapping of digital inclusion provision across Wales. It is envisaged that this national programme of activity would include the following elements: - Mapping of digital inclusion provision throughout Wales - Provision of digital inclusion advice and support through a regional and thematic approach - Creation and updating of digital inclusion resources - Supporting bringing public, third and private sector stakeholders together to share knowledge and best practice, provide strategic leadership and take forward tangible cross sectoral actions– reflecting the fact that digital inclusion is not owned by any one sector.

The overarching objective of the Export Cluster Programme is to contribute to the wider aims of the Export Action Plan for Wales by bringing together, in clusters, like-minded businesses (predominantly SMEs) within Wales’ five priority export sectors to support an increase in their individual and collective export performance. Cadw has a statutory duty to both maintain and conserve the monuments in its care and provide safe access to the public where possible. The conservation of the historic monuments themselves is undertaken by Cadw’s in-house heritage craft masons and joiners (Cadwraeth) and by contracting specialist historic conservation specialists where in-house specialists are unavailable. Grounds Maintenance is one of the services that Cadw must procure externally. Cadw will procure grounds maintenance (GM) services directly on a multi-region basis to cover all Wales, this to mirror the Cadwraeth regions already in operation. By harnessing cutting-edge, bilingual digital technology, we aim to create a personalised, safe, agile, and interconnected ecosystem that equips practitioners and schools to prepare learners to thrive in a rapidly evolving global digital society. The Hwb platform is the Welsh Government’s strategic digital channel to support delivering the Curriculum for Wales. It provides education stakeholders with a secure, single point of access to a plethora of bilingual content, resources, and digital tools and services. As a national digital service, we support over 1480 maintained schools, with over 450,000 learners, 55,000 practitioners, and a range of education professionals across the schools’ sector in Wales. The Hwb web platform will need to be accessed by learners, practitioners, and potentially parents. Therefore, we need a service that is customisable to individual users’ needs and preferences. The web platform will need to integrate with a central Entra ID identity service to support different user groups accessing specific content when logged in, as well as allowing public users to access public-facing content. The web platform will need to support standard website functionality, including but not limited to, a content management solution, news, and event management. A key deliverable is to provide a single resource repository supporting the creation and sharing of dynamic and interactive content, resources, assessments/quizzes hosted locally or by accredited partners. The repository will need to support a range of formats from static/interactive resources to immersive VR and AR formats. It is essential the web platform can respond to the evolving needs of schools and embrace opportunities from emerging technology. Our wider Hwb cloud service enables users to access online tools and resources anywhere, anytime, from various web-enabled devices. It provides an integrated platform allowing schools to easily access Microsoft 365, Google for Education, and Apple Classroom tools and services. The web platform will need to support interoperability with these services to ensure resources can be utilised easily as part of lesson planning within virtual classrooms. The platform will need to support a seamless gateway for users to access relevant tools and services through Single Sign-On, using a role-based access control model. The Welsh Government embraces a cloud-first approach and seeks to procure a software as a service (SaaS) solution. The successful bidder will need to design the web platform to our specific requirements, ensuring it is user-centered, bilingual, and fully accessible per the latest WGAC AA standards. The service should embrace secure by design and support simplified code, so content can be published easily and efficiently by our teams. The service will need to be flexible to adapt to the fast-moving and ever-changing technology landscape and provide a gateway to the plethora of services and education technology opportunities delivered by Welsh Government. The aim and objective of this service is to provide information on the prevalence of Mycobacterium bovis (M.bovis) infection in badgers by means of a post mortem examination and submission of samples for culture, molecular typing and histological examination. This data and analysis will provide vital information on the prevalence of (M bovis) infection in badgers and on genotypes present. The results of the contract will be used to investigate the relationship between (M.bovis) infection in badgers and cattle and will assist in the formulation of policy at both local and national levels. It will also add to epidemiological reporting and provide evidence to case vets.
