The engine servicing is essential for the efficient and safe running of the vessel. Not undertaking these works will mean that we significantly increase the risk of total engine failure, which will in the immediate timeframe cause breakdown of the vessel and pose a significant risk to life and the environment should the vessel be unable to manoeuvre and strike rocks. In the medium to long term this will mean the vessel is unable to undertake out statutory role of Fisheries Protection in the Welsh zone.

A procurement process for this contract was initiated in January 2025. Procurement officials attempted to obtain quotes from the WG ICT End User supplier, but the required items were not available. Officials also approached the existing AV services contract, but they confirmed that this was out of scope of the contract for WG.
Three quotes were then sought and each supplier was given the same kit list and instruction that we needed the contract to be fulfilled with delivery before end of March. Following evaluation, this supplier was selected to fulfil the requirements.

In alignment with the Well-being of Future Generations (Wales) Act 2015, tackling the issue of empty homes aids in delivering the seven goals and five ways of working identified in the Act. Bringing empty homes back into use can boost the economy, enhances social values and decrease vandalism, crime, antisocial behaviour and drug use leading to safer more vibrant communities.
Additionally, empty homes represent a squandered resource during a national housing shortage and rising homelessness. The latest statistics show that there are 22,634 chargeable long-term empty homes in Wales. While many are legitimately empty due to estate issues and restoration, many others are dormant and could be brought back into use reasonably quickly thus providing homes for people in need.
Both the Scottish and UK Governments have developed handbooks for their respective Local Authorities, and now there is a real demand for a handbook tailored to the unique legal, social and economic context of Wales.
Bidders are invited to submit Bids to be awarded Contract C029/2024/2025 - Handbook on Empty Homes in Wales to develop a handbook, which should be an informative guide, to assist bringing empty homes back into use.
The Contract is for the delivery of the Services as described in the Specification and a budget of up to GBP 125,000 excluding VAT is available for the purposes of this contract over the ‘6’ month contract period.
