The Welsh Government (“WG”/“the Client”) has acquired land at Slade Lane, Haverfordwest (“the site”) to unlock its development potential and ability to deliver well-designed, sustainable and affordable homes in readiness for disposal to a third party capable of implementing delivery. To achieve this, we are inviting proposals from the open market to masterplan the site in a way which aligns with the WG’s policy aspirations, including (but not limited to) 50% affordable across the site, WDQR 2021 standards across all homes and moving along the pathway to net zero living. Additionally, we expect proposals to deliver social value and public benefits. Therefore, we need to appoint a consultant (the “Lead Consultant”) who will design and masterplan the site, ensure that the existing allocation is retained in the replacement Local Development Plan, and then, submit an outline planning application on the WG’s behalf.

The Client aims to award a 36 month contract starting in April 2023 for the delivery of an evidence and theory based National active Bystander Intervention programme to be delivered to the general/wider public of Wales. The estimated contract value is between GBP 220,000 to GBP 230,000 exc. VAT (GBP 276,000 inc. VAT) over the initial contract term with an option to extend for a further 12 months. Bystander training programmes aim to: Develop and deliver a National active bystander programme piloted at various community-based sites throughout Wales with rollout expected to the general/wider public across the whole of Wales. Consideration ought to be given to how best to deliver this to different groups and this may require tailored solutions in order to reach as many people as possible but in an effective way. Research effective community-based active bystander interventions to ensure good practice is embedded throughout development and delivery. Identify suitable target audiences for the programme based on research evidence and on evidence of need from VAWDASV data in Wales. The target audience should include the engagement of men and diverse communities. Bidders should propose trainers who have the expertise to engage with the target audience. Engage with people from the target audience in the development of the training programme including development of role plays and use of language that are familiar to the target audience initiative. The length of delivery of the training programme (number and length of sessions) should be justified in accordance with the research evidence and engagement with the target audience. Integrate external evaluation into the model through an academic partner. The bidder must outline how they intend to sub-contract an external evaluation of the training to an evaluation partner, whilst providing indicative evaluation plans in the bid. The bidder must ensure that evaluation is considered alongside programme development.

This Open FTS tender intends to award a contract for an evaluation of the LGBTQ+ Action Plan. The LGBTQ+ Action Plan was published in 2023, and an Evaluability Assessment of the Action Plan was published in November 2024. As a result of this Evaluability Assessment, Welsh Government are seeking to appoint a successful bidder (or consortium) to conduct a process evaluation of the LGBTQ+ Action Plan and conduct baselining work for a future impact evaluation. These will help address the aim of evaluating the effectiveness of the Action Plan in achieving its goals.

Award of a contract for the independent expert advice on the governance of digital and technology programmes (health). The contractor will act as a professional advisor to the Digital, Data and Technology (DDAT) Board; Specify content and format of reporting to DDAT Board to ensure robust assurances; Advise and coach subgroups in the governance structure; and provide quality assurance of reporting from sub-groups.

Biocontrol trials on Himalayan Balsam and Australian stone swampcrop. Australian stone swampcrop (ASS) – mass rearing of ASS mites and 2 releases of mites at each of 3 sites during 24/25. Monitoring and assessment visits of mite populations at these sites. Mass rearing of mites for 2 releases at 1 site replicating in the field an integrated management lab experiment undertaken in 23/24. Monitoring and assessment visits of mite populations at this site. Himalayan balsam (HB) – production of sufficient rust inoculum for three releases in summer 24 at one site. Overwintering assessment visits. Susceptibility testing using two new strains of rust fungus on material collected in summer 2024. Propagation of HB plants in temperature controlled glasshouses under quarantine conditions using new strains. Investigation of climatic conditions in Wales and influence on rust persistence. Monitoring Report on all works.

The contract has been established to develop, coordinate and deliver the Farming Connect Lifelong Learning and Development programme, for the benefit of beneficiaries engaged in the farming sector in Wales.

Provision of specialist services to support the Welsh Government’s Capabilities Programme, including the design and delivery of resilience training, exercising, planning support, and strategic advice to enhance emergency preparedness and response across departments and partner organisations. The bundle will be provided free of charge to all new and expectant parents residing in core Flying Start areas within Wales.

To appoint a supplier to continue access to a bilingual asynchronous professional learning tool. This unique product has bespoke design features intended to support an understanding of curriculum design expectations for schools and settings across Wales, coherent with a purpose-led, process orientated Curriculum for Wales. The supplier in question holds exclusive rights for the tool in the form of intellectual property rights. The contractor is required to support Welsh Government with preparation and delivery of professional learning, focussing on: 1. The key components of the Curriculum for Wales Framework and its practical requirements in schools and settings. 2. The strategies that may be used to help design an engaging and agile curriculum based on learner progression coherent with Curriculum for Wales. 3. Considerations for school planning, designing and implementing Curriculum for Wales. 4. The purpose of assessment in Curriculum for Wales and its requirements for designing assessment arrangements to support learner progression. (ref PA 2023)

To develop proposals, and associated costings for establishing National Flood Forum services on a wider basis across Wales and to provide a small number of “Flood Action Groups” in the short term, who can assist in the liaison with specific flooded communities following Storms Bert and Darragh

Award of a contract for the remake of two stained glass panels designed specifically for the Chapel at Caernarfon Castle following damage as a result of vandalism. No competitive process was followed as the supplier in question designed, manufactured and installed the original panels as part of the wider Kings Gate Project and so hold the necessary templates and design drawings for the replacement.
