The aim of the contract is to deliver a 12 month review to improve collections management, reduce costs for cultural organisations, support decarbonisation of collections storage, and improving access for researchers and the public. This review will consider collections management (both digital and physical) across the sector, including identifying urgent priorities for capital investment to improve collections storage, plus longer term options that will safeguard collections for the future, maximise good practice and potentially reduce the cost burden. This work will also look at the feasibility for and options around shared, co-located or distributed models of storage, plus ways of making collections more accessible e.g. through open access stores or research centres.
This activity would include the sponsored national cultural bodies (National Library of Wales, Amgueddfa Cymru and the Royal Commission of Ancient and Historical Monuments in Wales) Cadw (the Welsh Government’s historic environment service), the four regional Welsh Archaeological Trusts and those who wish to participate from the c.100 Accredited and working towards Accreditation local and independent museums.

Welsh Government operate three Fishery patrol Vessels and are responsible for enforcing the entire Welsh zone. The two larger vessels have a minimum safe manning level of four crew and the third vessel a minimum safe manning level of three crew.
All crew on board the vessels have specific qualifications and experience which are required to undertake their roles. Due to the nature of the work involved, it is not possible to move staff from other departments within Welsh Government to cover any period of absence. Lack of sufficient crew has been an issue for a number of years and has raised criticism from a number of areas.
It is not feasible to train a relief crew to be deployed elsewhere and made available, leaving the more realistic solution to recruit short term contracted staff who have the skills and level of expertise required to undertake our statutory duties.
The initial roles required on the Fishery Patrol Vessels are:
- Vessel Master
- First Mate
- Engineer
- Rib Coxswain/Bowman
All these roles have defined qualifications/experience to allow a person to undertake the roles and will be provided at the tender stage.
Welsh Ministers seek a supplier who can recruit or provide highly skilled temporary vessel crews within the specified timescales, to provide the temporary extra cover required to allow the vessels to operate.

Research effective community-based active bystander interventions to ensure good practice is embedded throughout development and delivery.
Identify suitable target audiences for the programme based on research evidence and on evidence of need from VAWDASV data in Wales. The target audience should include the engagement of men and diverse communities. Bidders should propose trainers who have the expertise to engage with the target audience.
Engage with people from the target audience in the development of the training programme including development of role plays and use of language that are familiar to the target audience initiative. The length of delivery of the training programme (number and length of sessions) should be justified in accordance with the research evidence and engagement with the target audience.
Integrate external evaluation into the model through an academic partner. The bidder must outline how they intend to sub-contract an external evaluation of the training to an evaluation partner, whilst providing indicative evaluation plans in the bid. The bidder must ensure that evaluation is considered alongside programme development.

The tourism and hospitality sector plays an important role to the Welsh economy, representing 11.8% and 9.6% of the Welsh workforce, respectively. The visitor economy also acts as a lynchpin for broader economic development, and these businesses provide important social and wellbeing hubs for our communities.
Our ambition is to grow tourism for the good of Wales. This means economic growth that delivers benefits for people and places, including environmental sustainability, social and cultural enrichment and health benefits. The tourism strategy takes as its basis Wales' distinctive Wellbeing of Future Generations (Wales) Act 2015, and ‘mainstreams’ its vision through everything we do.
The sector has still not fully recovered from the pandemic and the cost-of-living crisis is hampering the recovery. We have always been clear that our work now is to concentrate on building back to pre-pandemic international visitor and spend figures and indeed grow those figures.
A German speaking expert team is required to work with Welsh Government’s Tourism and Marketing department to deliver the market-facing consumer marketing campaign, on-territory Travel Trade service, Business Events exhibition support, and targeted activity, plus PR and Media Relations activity over the contract duration.

The Contract is for the delivery of the Services as described in the Specification. For information purposes the potential value of the Contract is estimated to be GBP220,000 to GBP240,000 exc. Welsh Government is carrying out feasibility work on several wind farm projects across Wales. The projects are at feasibility stage and support is required to obtain grid connections and generation licences (or licence exemptions) for each project. In addition, wider grid strategy is required, on an ad hoc basis as the portfolio of projects develops. In October 2022, the Welsh Government announced that they will establish a renewable energy developer for Wales, wholly owned by the Welsh Government. A portfolio of projects is currently being developed by the Welsh Government Renewable Energy Developer (RED) programme team and the programme is expected to transition into the new arms-length company by April 2024.
RED are currently developing five onshore wind projects on the Welsh Government Woodland Estate, and expect this portfolio to grow over the coming years. All five projects plan to secure grid connection offers by the end of 2023. To support the projects’ development, the Welsh Government’s project team are seeking suitably experienced consultants to support with grid applications, generation licence or licence exemption applications, as well as wider programme-level grid strategy support. The consultant would be working with the RED programme manager and director and the individual RED project managers.
