Pre- market engagement in advance of a new contract for the provision of combined waste disposal services for Liverpool John Moores University sites
LJMU Estate Development and Campus Services Teams manage waste disposal and recycling services as part of the service portfolio offering. As a result of increasing waste segregation and simpler recycling initiatives, there are several high and low volume materials that vary in terms of tonnage and value. Segregation is also likely to create several niche or low-level volumes of materials. A list of waste produced is included in this RFI and it is expected that specific lots will be considered as part of the tender process.
Pre-market engagement is necessary to understand:
• relevant capacity and capability of service.
• the extent of directly managed vs subcontracted waste management provision.
• how waste is collected, weighed and segregated to maximise the potential for recycling; and re-use, and reduce waste to fuel (RDF) output.
• Social and engagement benefits.

LJMU are conducting market research for this requirement, this is not a tender exercise it is a request for information.
LJMU offers an external confidential counselling provision to staff where a need is identified. The purpose of providing a counselling provision is to support the emotional and mental wellbeing of our staff; reduce sickness absence and create a more healthy, resilient and productive workforce. Requests for referrals to counselling may be made direct to HR by the individual or through their line manager or following an Occupational Health recommendation. The provision of an external counselling service for staff forms a small part of the wider wellbeing provision and EAP that we offer at LJMU.
Due to the confidential and sensitive nature of the provision, feedback is not sought formally, but anecdotal feedback from individuals has always been very positive with some staff requesting re-referrals at a later date.
This service is currently provided by two external local companies, MCTC (Mersey Counselling and Therapy Centre) and Counselling Connections and they both offer a combination of in person and on-line appointments according to the individuals preference, this currently ranges from 50 - 70% choosing on-line.

The Requirement
The rapid adoption of an online modality of teaching and assessment that was universally adopted because of the COVID19 pandemic in 2020 has caused a transformation that appears to be persisting in some domains. One of the key areas in which this phenomenon is holding and proving to be problematic is in the space of online exams.
There has been a notable increase in the delivery of exams using Canvas in recent years, with over 1500 taking place last year.
Many of these are either unsecured online test using the Canvas quiz tool; others are assignments released and provided with an extended time window for completion.
Some of the key issues identified in the present use of online exams at LJMU are.
• Marked rise in online exam frequency.
• Unsupervised, time-limited online exams with inadequate security measures.
• Extended completion periods may exacerbate student anxiety and inequity concerns.
• High costs associated with in-person exam resources and logistics.
• Considerable organizational efforts invested in academic misconduct investigations.
• Current online exam management strategies are expensive and not fully secure.
• Generative AI technologies present significant sector-wide challenges.
• Real risk of damage to institutional reputation.
Additionally, there are a number of Professional, Statutory and Regulatory Bodies (PSRBs) who have an interest in ensuring online exams are conducted to standards of information security.
Additional information: LJMU are researching the market for this requirement. This is not a tender exercise.

Enterprise Service Management Solution for Liverpool John Moores University
The Requirement
The University is seeking to procure a cloud-based Enterprise Service Management (ESM) solution to facilitate the management of all aspects of service to staff, students and external partners, beginning with existing users (>400) of our current system in the first instance, but extending to other parts of the university in the near future. All staff and students will need access to the customer facing portal. We will also need to offer guest access to external enquirers including alumni, prospective students and contacts in other organisations such as the local council and other government or higher education authorities.
We want to expand existing good practice in service management from IT Services to reach across all service areas, resulting in a consistent and easy to access support experience for all services. A licensing model that easily accommodates changes in the 'analyst' population such as expansion into further areas of the university and frequent staffing changes, without onerous administration or frequent changes to cost or contract, is therefore essential.
Easy to configure workflows, forms and a modern flexible and brandable self-service interface are essential, to bring together multiple support teams in a single portal, that works easily on all common fixed and mobile device platforms.
We want to digitize and automate as many common processes as possible, integrating with other key systems, including but not limited to Microsoft Teams, Microsoft SCCM/Endpoint Manager, Microsoft Azure AD and our inhouse Identify management solution, though we may also wish to integrate with our Oracle E-Business Suite and PeopleSoft Campus Solutions in future as we develop capability. We are keen to introduce chat as a channel to log tickets and communicate with our customers about work in progress, so the solution must have a chat interface and chatbot capability, ideally with the option to present as a channel or app within Microsoft Teams. We also want to manage our extensive infrastructure estate in a comprehensive configuration management database (CMDB) linked to our existing discovery tools.

Entrepreneurship in the MENA Region: The Uncharted Territory
The Middle East and North African (MENA) region faces significant challenges related to high unemployment rates. A research team, led by Moustafa Haj Youssef at Liverpool John Moores University, is embarking on a comprehensive survey project to create a unique dataset focused on labor market trends and business ownership in the MENA region. The study will encompass six countries: Egypt, Jordan, Kingdom of Saudi Arabia, Lebanon, Tunisia, and the United Arab Emirates. The dataset will include a wealth of information on various socio-economic and demographic attributes of individuals, such as age, education, income, marital status, labor market outcomes, household characteristics, and parental background. Additionally, the survey will delve into respondents' work experiences, offering insights not readily available in other MENA region datasets. A section of the survey will also explore respondents' personality traits and their sense of agency in their lives, contributing valuable data that is scarce not only in the MENA region but in many other regions as well.
This project aims to categorise workers into different groups, including self-employed and paid workers. Researchers plan to analyse the socio-economic and demographic characteristics of each group while considering the influence of cultural, social, religious, and institutional factors unique to the countries under study. The project will also distinguish between "sustained self-employed" and "dabblers self-employed," a differentiation not previously explored in the MENA region. Furthermore, the research team intends to estimate the returns to education for various worker groups and capture the diversity of responses to the COVID-19 pandemic among these groups.

Online / Apps Modules - Bystander Training (raise and prevent sexual harrassment)
LJMU have proposed that a provider should deliver mandatory training for all students, and that this should include training for potential witnesses to raise awareness of and prevent sexual misconduct; this is known as 'bystander training'.
This training should be underpinned by credible evidence and evaluation which demonstrates measurable changes in attitudes and behaviours as a result of the training. Given the complexity of these issues, we would expect there to be an appropriate amount of time dedicated to mandatory training as well as an opportunity for attendees to ask questions. For example, a short online session at the beginning of a student's higher education career that does not allow for questions and discussion, is unlikely to be sufficient to meet our proposed requirements
We have placed this notice to understand the market and the capabilities
