Economic Consultancy for Liverpool City Region (LCR) Science & Innovation Audit Refresh & Asset-Based Innovation Cluster Development
The overall purpose of this brief is to engage suitable consultants to provide an evidence-based assessment of what is needed to achieve 5% of GVA invested in R&D in the Liverpool City Region (LCR) by 2030, and fulfil the following ancillary purposes:
(a) Refresh and update the 2017 LCR+ SIA, assessing and evidencing, new areas of opportunity, be that within the existing 3 priority areas or emerging world-class competitive strengths, taking account of all major subsequent strategic/policy and practical/project achievements and developments, national and local, not least re. net zero carbon.
(b) Review the LCR's live and pipeline innovation project portfolio, identifying any gaps/new potential projects in view of the SIA refresh process.
(c) Translate the outline asset-based innovation cluster development work into an actionable programme.
(d) Add value to the ongoing CA-led innovation/R&D economic benefit modelling work.
(e) Support efforts to provide a pioneering, evidence-based, economic case to UK Government for a place-based "innovation deal""
(f) Feed into all elements of the associated comprehensive innovation comms programme currently being developed.
(g) Inform the CA-led LCR Plan for Prosperity and all other key forward LCR innovation and wider economic development strategies, policies, and action plans.
(h) Inform the forward individual organisational aims and strategies of other LCR innovation ecosystem stakeholders, both local land external.
(i) Inform efforts to secure public and private investment for individual projects and other investment proposals by all LCR stakeholders.

The Integrated Care System (ICS) is looking for a partner with expertise in population health, stakeholder engagement and strategy development to lead the initial work required. Understanding and experience of working with Local Authorities and NHS organisations is also needed to lead this work.

Liverpool City Region (LCRCA) Training Provider Framework 2
The Skills & Apprenticeship Hub Team are part of the Liverpool City Region Combined Authority and funded by the European Social Fund (ESF) and Strategic Investment Fund (SIF).
The Skills & Apprenticeship Hub are establishing a ‘LCR Priority Training Support’ framework funded by ESF and SIF to support locally based employers. The priority training areas have been predominantly developed from a survey undertook by the Growth Platform with Liverpool City Region employers in June 2021. The Skills & Apprenticeship Hub team is looking to invite experienced and qualified organisations to tender to deliver short yet focused and challenging training programmes that address the skills shortages highlighted in the survey.
The identified priority training support topics where separated into 19 Lots. 13 of these Lots have been awarded. 6 of these Lots are being re-advertised. The Lots being re-advertised are as follows: -

Potential suppliers/tenderers should only apply to deliver up to a maximum of 3 Lots, this includes any Lots they have been awarded on the original framework. Contract Notice 2021/S 213-563574. If a supplier bids for more than 3 Lots, only the first 3 lots received will be considered.
We expect to spend up to £800k by the end of December 2022 with a maximum estimated spend of £1.6M during the life of the framework.
