The purpose of this procurement is to procure services of an Technical and Engineering Advisor to support the Mersey Tidal Power Project (MTPP) team in the ongoing management of Phase 4 Technical activity including multi-discipline engineering support activity related to Pre Front End Engineering Design (FEED) 2 and FEED activity. This will also include progressive definition and requirements capture of the extent of scope for the main scheme and all related interfaces.
The Advisor will help the current project team manage ongoing activities, provide multi-disciplinary staff to the project for Pre-FEED 2 and FEED activity.
The Advisor will prepare all technical documentation related to scope, method and assumptions for the Procurement of the next phase FEED Engineering contract.
The Advisor will also support the MTPP to develop tender specifications, assess and moderate tender submissions and take part as an evaluation panel member for the procurement of the FEED contract. They will also be required to provide a review and technical commentary on the FEED deliverables (as detailed in section 3.8).
The contract duration is expected to be 12 months with the option to extended by two further 12 month extensions if services are still required.

The Liverpool City Region Combined Authority (LCRCA) is seeking the services of a contractor with relevant expertise to develop and install heat decarbonisation, fabric improvements and energy efficiency measures for the transition to Net Zero of 25 public sector buildings. Since 2022, LCRCA has partnered with the North West Net Zero Hub through a wider collaboration with all six Local Authorities across the region gathering energy and carbon data to support them in the decarbonisation of public estates.
This has resulted in a selection of 25 buildings across the Liverpool City Region, across constituent Local Authority sites and buildings for PSDS4 decarbonisation measures. Measures will include a variety of heat pumps, solar thermal and PV panels, insulation measures and glazing. The works will be contained to a range of properties owned by the local authorities and include office buildings, transport hubs, care homes and leisure centres. Additionally there will be a separate PV programme of around 27 sites that will form part of the contract.
It is anticipated that we will award a Measured Term Contract to a single supplier, with design and delivery being completed by March 2028.
The LCRCA is currently developing a scope of works, which will require the contractor to develop from RIBA Stage 4 detailed design under the Design and Build contract, to RIBA Stage 5 /6 - installation and handover, RIBA Stage 7 - post completion.

The Liverpool City Region Combined Authority (LCRCA) wishes to appoint a Service Provider to provide an Assertive Outreach Service for rough sleepers across the boroughs of Halton, Knowsley and St Helens within the Liverpool City Region. This service will meet the needs of individuals rough sleeping and those at risk of rough sleeping. The service will work cross mental and physical health, adult social care and local authority homelessness services to ensure individuals receive the support they need to move off the streets and into the homeless pathway.
The Initial Term of the Contract will be for 2 Years 9 months commencing on the 1 July 2022 to 31 March 2025, but with a proviso in the Contract documentation for the LCRCA to have an option to extend the Contract up to a maximum of 3 years, after the Initial Term. The Contract will be monitored throughout the Initial Term and extension period of the Contract.
The value of the contract could be £502,864.69 (for 2022-2025) but this is subject to funding and may decrease depending on the outcome of Rough Sleeper Initiative submission for 2022-2025. The funding is expected to cover the period of 1 July 2022 – 31 March 2025 (‘Initial Term’). After this time, if there is continued funding from DLUHC for RSI to enable us to continue with the Assertive Outreach Service, then it is possible that the LCRCA may wish to extend the Contract up to a maximum of three years (as one three-year extension or as three one-year extensions, depending on how funding is awarded).
The Service Provider should note that figures are therefore for guidance purposes only and are subject to change. Service Providers should therefore place no reliance on this and should realistically and competitively tender for the services.
