Continuation of intertidal bird surveys following on from winter 23/24 into passage/breeding 24/25 and autumn passage 24/25 using same survey methods and 2x surveys per month. Surveys need to start in late April/early May 24. Will seek pricing on alternative survey methods/options which may be agreed with stakeholders for winter 25/26 and rest of 26 (12month variation).

The LCRCA wishes to retain a consultant to support the progression of commercially financed projects. It should be noted that the volume of support required from the consultant under this procurement will depend upon the number and nature of projects being progressed. There is no minimum level of support required.

\r This specification forms the basis for submissions from potential applicant organisations to deliver funding assurance reviews, other targeted funding assurance reviews and investigative reviews with colleges and providers in receipt of LCRCA Adult Skills, Free Courses for Jobs and Skills Bootcamps funding. \r \r Liverpool City Region Combined Authority (LCRCA) is looking to procure assurance reviews for devolved Further Education Post age 19 Funding that has been devolved or delegated to LCRCA. This will include the Adult Skills Fund (previously the Adult Education Budget), Level 3 Free Courses for Jobs and potentially Skills Bootcamps and Multiply. The scope of assurance reviews and the approach can be amended from time to time to account for changes in funding rules or other requirements of the LCRCA. \r \r Audit firms should be experienced in undertaking audits for the skills sector and have relevant knowledge and understanding of ESFA Audit Code of Practice and processes along with experience of adult skills and Further Education assurance, audit, and investigation work \r \r • A minimum of three Adult Skills Fund assurance reviews per academic year for the duration of the contract period aligned to the continued administration of delegated Adult Skills Funding (previously the Adult Education Budget). It is anticipated that each review would be based on a learner record sample of 30 learners.\r • Additional assurance reviews for programmes such as Skills Bootcamps, Multiply, Free Courses for Jobs and other future programmes. These would be conducted on a similar scale to that described above and will be based on a call off basis as and when required.\r • Additional investigation works as and when required. The scope of this work cannot be anticipated. LCRCA requires applicants to provide a quote for a daily rate for both on-site and remote work in these circumstances and to produce a summary report of findings.\r • LCRCA reserves the right without prior notice not to follow up on additional work outlined in this specification. Consultancy to undertake an impact evaluation of three cultural / tourism projects delivered under the Liverpool City Region Strategic Investment Fund. The commission will require development of a theory-based evaluation approach to assess the extent to which investment in the projects have delivered expected outcomes. The Liverpool City Region Combined Authority (LCRCA) is progressing consideration of a wide range of energy and infrastructure plans as part of Net Zero 2040, one of which is a tidal range power project, one of which is the Mersey Tidal Power Project (MTPP). The MTPP is currently at Phase 4A pre-scoping stage with geographical potential being explored and review of location constraints for two reference cases, a potential barrage across the River Mersey and / or a potential lagoon in Liverpool Bay. As part of initial pre-scoping studies, the MTPP intends to gain a better under-standing of marine mammals species presence, abundance and habitat use in the Mersey and adjacent areas. A robust baseline is necessary for DCO and regulatory assessments with considerations including structure passage and potential changes in water quality and hydrodynamic conditions.

This is to ensure OPSI's management is fit for purpose and able to respond appropriately to the needs of prototypes and OPSI's evolving functions, working within the constraints of LCRCA.

An economic appraisal of the City Region Sustainable Transport Settlement (CRSTS) 2 scheme pipeline, to include spatial presentation and appraisal of the impacts of the programme for the city region, and transport modelling. There is a need for additional capability to support the refinement and detailed development of the model and preparation for delivery and deployment of the function through prototypes.

LCR CA has agreed to lead a procurement process on behalf of NHS Cheshire and Merseyside to source an external partner to develop a Work and Health Strategy for Cheshire and Merseyside (C&M). A specification of the service has already been agreed with C&M NHS. The Integrated Care System (ICS) is looking for a partner with expertise in population health, stakeholder engagement and strategy development to lead the initial work required. Understanding and experience of working with Local Authorities and NHS organisations is also needed to lead this work.

In 2022 the L&D collaboration project team, alongside its appointed delivery partner began the development of the Anti-Racism training product under the title of "Embrace". The training product was developed in consultation with internal employees and residents to ensure that the training reflected the lived experience of people within the LCR. The training product was finalised and delivery began in November 2022, after a series of pilot sessions. This contract is for a Training Provider to deliver half day face to face anti racism training sessions (Embrace as is). Please see the Specification for more details.

The LCRCA race equality hub is seeking to appoint a service provider to coordinate, facilitate, and support roll out of the Embrace Race Equality project.
