The LCRCA is seeking to commission the services of a consultant to help develop a Commercial Premises Study for the Liverpool City Region. Following an internal desk-based exercise, LCRCA are aware there are still gaps in their evidence linked to commercial premises therefore, are looking to commission further work to help develop and build on the work that has been completed internally, which will involve: • Testing our quantitative findings and contextualise what the data is telling us through consultation with strategic partners, stakeholders and market experts. • Providing insight and evidence around future demand for commercial space in the wake of hybrid working, sectoral shifts and economic uncertainty. • Providing a better understanding of the supply/demand picture for specialist space such as lab space, advanced manufacturing, shared workspace, start-up space etc, now and in the future.

Skills Bootcamps are flexible hands-on courses of up to 16 weeks in duration, which are part of the government's Skills for Life campaign. The Digital Skills for the Workplace team is looking to invite suitably experienced and qualified organisations to register their interest to tender to deliver courses. The identified Skills Bootcamps topics are separated into 7 categories, individual Lots for specific courses will issued via this Dynamic Purchasing System. The purpose of this procurement is to procure services of an Technical and Engineering Advisor to support the Mersey Tidal Power Project (MTPP) team in the ongoing management of Phase 4 Technical activity including multi-discipline engineering support activity related to Pre Front End Engineering Design (FEED) 2 and FEED activity. This will also include progressive definition and requirements capture of the extent of scope for the main scheme and all related interfaces. The Advisor will help the current project team manage ongoing activities, provide multi-disciplinary staff to the project for Pre-FEED 2 and FEED activity. The Advisor will prepare all technical documentation related to scope, method and assumptions for the Procurement of the next phase FEED Engineering contract. The Advisor will also support the MTPP to develop tender specifications, assess and moderate tender submissions and take part as an evaluation panel member for the procurement of the FEED contract. They will also be required to provide a review and technical commentary on the FEED deliverables . The contract duration is expected to be 12 months with the option to extended by two further 12 month extensions if services are still required.

Liverpool City Region Combined Authority (LCRCA) is looking to procure assurance reviews for devolved Further Education Post age 19 Funding that has been devolved or delegated to LCRCA. This will include the Adult Skills Fund (previously the Adult Education Budget), Level 3 Free Courses for Jobs and potentially Skills Bootcamps and Multiply. The scope of assurance reviews and the approach can be amended from time to time to account for changes in funding rules or other requirements of the LCRCA. Audit firms should be experienced in undertaking audits for the skills sector and have relevant knowledge and understanding of ESFA Audit Code of Practice and processes along with experience of adult skills and Further Education assurance, audit, and investigation work • A minimum of three Adult Skills Fund assurance reviews per academic year for the duration of the contract period aligned to the continued administration of delegated Adult Skills Funding (previously the Adult Education Budget). It is anticipated that each review would be based on a learner record sample of 30 learners. • Additional assurance reviews for programmes such as Skills Bootcamps, Multiply, Free Courses for Jobs and other future programmes. These would be conducted on a similar scale to that described above and will be based on a call off basis as and when required. • Additional investigation works as and when required. The scope of this work cannot be anticipated. LCRCA requires applicants to provide a quote for a daily rate for both on-site and remote work in these circumstances and to produce a summary report of findings. • LCRCA reserves the right without prior notice not to follow up on additional work outlined in this specification.
