LiveWest are looking to create a framework for Consultant’s to provide Valuation Services for our Development team across the Southwest. LiveWest are planning to develop circa 4,000 properties over the next four years through a range of contract agreements.
Multi-disciplinary consultancy services framework including Employers Agent, Clerk of Works, CDM Advisor and Principal Designer duties across the South West
Cleaning services to our residential void properties including light clean, general clean, deep clean, environmental clean and additional services e.g. carpets, appliances, flea treatments
To establish a Security Operations Centre (SOC). The value of this Procurement is expected to be in the region of £200,000 per annum.
3.2 The Contract will be for an initial term of 3 years extendable at the Client's sole option for 3 periods of 12 months, OR, 1 period of 36 months giving a total of 6 years (the Term).

LiveWest is seeking a supplier to establish a Security Operations Centre (SOC) for our organisation. The SOC will be responsible for monitoring, detecting, investigating and responding to cybersecurity threats and incidents around the clock.
The SOC will be responsible for continuous monitoring of network traffic, logs, and security events, Incident detection and response, Threat intelligence and proactive threat hunting. Supporting our vulnerability assessments and preventive measures, routine maintenance and updates of security tools and systems. Collaboration with internal and external stakeholders for incident management.
The Supplier will have, and be able to demonstrate sufficient technical knowledge and experience in the delivery and maintenance of a proposed solution, that they can also provide advisory / consultancy services if needed.
The Supplier will comply with LiveWest policies in relation to data protection and information security and provide necessary documentation in relation to:
• Information Security Policy and hold any associated credentials (cyber essentials/ISO27001)
• IT Access Controls Policy
• IT Change Control Policy
• IT Incident Management Policy
• IT Acceptable Usage Policy
• Data Protection Compliance Policy
Annual gas safety check to be completed in line with GSIUR 1998 - to be completed between months 10 and 11 of the due date, with none running into the final month of compliance. Documentation to be provided within 48 hours of completion.
PPM -
To be completed on a quarterly basis in line with appliance manufacturers specification and instruction. Certification/documentation to be provided detailing drop test, inspection of all equipment, supply pipework, electrical supplies, valves and components within the plant room, photographic evidence will be required. Detail of system water testing to be provided.
Repairs to be completed within an expedited manner and strong sense of urgency, understanding all residents require a high level of customer service during breakdown events. Contingency for the provision of temporary heating and hot water should be considered. Quotation to be provided prior to repairs, authorisation being essential prior to affectation of the repair. Documentation post works completion to be provided prior to invoicing of works. Emergency response to be attended within 24 hours; and same day response to high dependency schemes indicated in yellow on the schedule's spreadsheet.
Planned Works-
Remediations on DESEAR risk assessments, system replacements, upgrades to be quoted with 5 working days; and authorisation to be sought prior to commencement. Detailed completion report with pre & post evidence images, readings and legal documentation.
Contractor to be gas safe registered, qualified and competent on the gas appliances and systems being tendered for. Public and employers' liability to be provided to a minimum of £10million. Gas engineers employed on the contract to be notified to client for adding to their database.
Upgrades -
Upgrades will be required on an ad-hoc basis However we will reserve the right to request pricing from alternative suppliers
The project comprises the roof covering and guttering replacement, masonry repairs and repointing as detailed in Appendix 2 and briefly summarised below:
• Scaffolding installations, inclusive of scaffolding design
• Replacement of roof covering and associated flashing
• Masonry repairs to parapet walls and gables
• Replacement guttering and associated rainwater goods
• Minor reinstatement of M&E installations disturbed by works
LiveWest has appointed Cardo Ltd to deliver Energy Efficiency Retrofit works for Lot 1 (Cornwall) and Lot 3 (North Devon and South Somerset). Ian Williams Ltd has been appointed to deliver Lot 2 (South Devon) and Lot 4 (Bristol, Bath and the West of England).
Each contract has a potential duration of up to 15 years, comprising an initial 5-year term with two optional 5-year extensions.
The contracts were procured through a Competitive Dialogue procedure in accordance with the Public Contracts Regulations 2015. This approach enabled LiveWest to refine the scope, delivery model and commercial structure to ensure best value, quality, and collaborative working throughout the programme.
These appointments will support LiveWest’s programme to improve the energy efficiency of homes across the Southwest, bringing properties currently below EPC C up to the EPC C standard.
LiveWest provides over 38,000 homes to over 80,000 people throughout the Southwest from Gloucestershire to the Isles of Scilly. We have plans to build over 6,000 homes in the area over the next five years, developing new homes of all tenures including low-cost rent and sale, market rent and sale, and a range of supported housing and intermediate housing products, creating choice and flexibility.
Livewest maintains its communal areas and grounds to a high standard agreed in consultations with our residents. with this tender, we are looking to procure grounds maintenance services for our schemes in Devon and Cornwall areas.
Livewest’s grounds maintenance specifications centre around our “Total Site Care” approach. This means that all asset types at all schemes to be maintained at or above contract standards at all time during the course of the contract period with scheme presenting to a high standard through the year.
Grounds maintenance contracts will be managed by team of dedicated, professional and experienced managers as part of the Estate Services Team. Estate Services Team will work closely to develop close working partnerships with the winning contractors while keeping our customers at the centre of performance monitoring.
As part of this tender process, tenderers may be required to participate in a non-scored conversation in relation to environmental impact.
This will involve an conversation where each supplier will be asked a set of environmental questions, specific to the project by the operational lead, and a member of the environmental team.
We are carrying out this activity to better understand the environmental impact of carrying out our investment programme and how this may affect future procurement activities.
