Link Group intends to enter into a Framework Agreement with a limited number of Building Contractors to provide construction services for a four year period. This may also include the provision of design and construction services.Link works in partnership with a number of subsidiary companies who will also be entitled to purchase services from the Framework Agreement. The subsidiaries of Link Group Ltd currently include, Link Housing Association Ltd, Link Living, C~urb, Horizon Housing Association Ltd, Larkfield Housing Association Ltd and West Highland Housing Association Ltd. Although it is possible that other organisations may join the Group, becoming subsidiary companies, during the term of the Framework Agreement, and may also wish to "call off" from the Framework. Link also works in partnership with several external organisations, refer to Section 1.1 of the Contract Notice for further detail, who will also be entitled to purchase services from the Framework Agreement. In addition, it is also intended that any Registered Social Landlord registered and operating in Scotland will be entitled to purchase services from the framework, subject to Link's prior agreement. There is no guarantee of any work. It is however, more than likely that individual commissions will be "called off" either by direct selection or by mini tendering, within the terms of the Framework Agreement, to identify the most economically advantageous tender. The Framework Agreement will mainly cover the provision of construction services for new build housing, however individual projects may also include rehabilitation of existing properties, office and commercial properties, extensions and adaptations, and planned maintenance projects. The projects will range in size, tenure and type from mainstream housing to a variety of special needs projects. The tenure type will cover all affordable tenures, private rented and market sale. Applicants should have experience of projects within the social housing sector for projects between 5 and 500 units including flats, houses and retirement living projects with a mix of tenures. The location of projects will vary but in the main will be located in the Central Belt of Scotland, Argyll & Bute and Highland, however individual projects may be located in any part of Scotland. The total number of units in each of the geographical areas may vary and specific numbers cannot be guaranteed in any area or in total. Although individual projects cannot be guaranteed, Link will expect the successful contractors to deliver a high quality and value for money service.

Link Group are seeking a Contractor to deliver the full management of Legionella Control and water management on all sites throughout Central Scotland listed within Tender Document C ‘Link Group Property Address List and Asset List which will include maintenance of existing assets and repairs where required. Link Group may also add maintenance and repairs to new developed or acquired properties located in Central Scotland during the contract that are in ownership of Link or factored by Link. The contract will include risk assessments, visits to verify the current risk assessment remains valid, weekly flushing, monthly monitoring, quarterly shower cleaning and disinfection, bi-annual monitoring and annual monitoring as required for each site. There may be an opportunity to carry out repairs or other upgrade works to remove Legionella Risk throughout the duration of the contract as to meet the requirements of Link Group.

The elements to be covered in the servicing, maintenance and repair contract include, but are not limited to, the following:- (a) Annual Service to all commercial gas appliances within Link stock, including CHP units with relevant regulatory guided certification paperwork in electronic format. (b) Annual check on all electrical control panels serving the commercial heating system. (c) The testing and examination of gas meter installations and all gas supply pipework inside or outside the property. (d) Annual testing on commercial meters and pipe work. (e) Includes the tracing and repairing of gas escapes where necessary, and the replacement of part, or all of the internal existing gas supply pipe work. (f) Natural gas fired central heating boilers and systems, including all components such as casings, heat exchangers, burners, FSD's, fans and motors, control valves, safety and limiting devices, gas valves, flame supervision devices, thermocouples, thermostats, time switches, sequence boards, flue systems, appliance chassis, combustion chambers, insulation panels, integral wiring and control circuitry, gauges and associated equipment. (g) Radiators and radiator valves (including thermostatic radiator valves). (h) System pipework including primary flow and return circuits and all circulatory pipework, valves, fittings etc. (i) Room, hot water, pipe and frost thermostats. BMS. (k) SAV Units and individual domestic heating systems for dwellings supplied by communal heating plant. CRP Units. (m) Plated heat exchangers. (n) Solar Thermal Hot Water Systems. The services may also include the provision of Principal Designer under the Construction (Design and Management) Regulations 2015 where the practice can demonstrate it has the relevant experience to provide this role. Successful Architectural Practices must be RIBA or RIAS registered (or their equivalent organisations within the country that your organisation is based). Architects within the successful Practices should be registered with the Architects Registration Board (ARB) or their equivalent organisation within the country that your organisation is based. We would expect the principals within the practice to be members of the Institution of Structural Engineers and Institution of Civil Engineers and for the practice to be a member of the SER Scheme and we would also consider membership of ACE to be acceptable (or their equivalent organisations within the country that the practice operates in).
