Confidential Staff Liaison and Freedom to Speak Up Services
The Authority has a requirement for the provision of Confidential Staff Liaison and Freedom to Speak Up Services Organisations that provide services under the NHS Standard Contract (which includes but is not limited to NHS trusts and Foundation Trusts) are required to nominate a Freedom to Speak Up Guardian. For Lewisham and Greenwich NHS Trust the Freedom to Speak up Guardian Service contributes to the Workforce Strategy and enables the Trust to provide high-quality care for every patient every day.
Following a staff consultation, the Trust reviewed its Freedom to Speak up Guardian Provision. It has identified that an external provider will best serve the staff and users of the
Trust services by providing the independence of the service and accessibility (24/7 for 365 days of the year) for all Trust staff (approximately 9000 people).
The Trust has a "Speak Up" policy in place to encourage and support staff to raise concerns. This policy reflects how the Trust meets the National requirement for a Freedom to Speak up Guardian and provides a clear framework for the operationalisation of the Freedom to Speak up Guardian provision within the workplace.

The existing Hot Water Supply (HWS) system to the KOO Building on the University Hospital Lewisham Site is currently being operated on temporary Plate Heat exchangers (PHE), the Hired PHE's are connected via temporary hoses snaking around the plant room and connected onto the services where possible to deliver the Domestic Hot Water System (DHWS).
The existing plate heat exchangers have been surveyed by a Stokvis Sales engineer at the request of the Trust.
The existing HWS Calorifiers are to be removed and the associated Low Temperature Hot Water (LTHW )and DHWS is to be diverted around existing services to the new PHE.
Due to the complexity of the plant room the modified connections will need to be diverted through to each plate heat exchanger at high level and into open space within the plant room for final connection.
The New PHE's will be positioned adjacent to an existing Brick wall in the location of the temporary hired PHE. This will enable each plate to be easily serviced in the future.
The new PHE needs to be positioned on a new Base either of Steel Channel or Concrete formed.
The existing temporary PHE will be relocated to allow installation of the new PHE's.
The boosted cold-water main will need to be modified and diverted to the new PHE location. The flow and return headers will also need to work in line with the new configuration, ensuring balancing valves are fitted.
The new system will also need to work in line with the Building Management System (BMS) system and current water meter.
