Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together 'Team Leidos'). This requirement is subject to the Public Procurement Regulations and respective advertising action. Leidos Supply Ltd (LSL) intends to proceed under the Direct Award procedure, due to the absence of suitable tenders submitted for LSL/GS/0125 - Supply of Laboratory & Fuels Assurance Equipment, Notice 2025/S 000-033866 under the open procedure. Following a thorough tender evaluation, no suitable tenders were received in response to an Open Procedure tender. LSL considers that A. Searle & Company submitted the only response which was suitable to negotiate, as the subsequent contract will not substantially alter the initial conditions of the Open Procedure tender. LSL considers A. Searle & Company to be the only supplier capable of delivering the specified products in line with all technical requirements. LSL will therefore initiate negotiations with A. Searle & Company with the intent to establish a framework agreement. The proposed framework will be in place for a duration of 4 years, with an estimated total value £3,100,000. It is considered that this contract can be placed using the Direct Award condition under Section 43 of the Procurement Act 23 due lack of suitable bids for the open procedure tender.

This requirement involves the setting up of a three-year Framework Agreement for the further Supply and Support of Blood Bank Centrifuge including consumables, ancillaries, training and maintenance. The supplier Bio-rad laboratories are the exclusive OEM for the Blood bank ID Centrifuge L. The Bio-Rad has confirmed through an official letter stating that they are they sole manufacuter and distributor of our Requirement ID Centrifuge L. They have also confirmed that the ID-Centrifuge L is produced, quality-controlled, and distributed exclusively by Bio-Rad through our global network of Bio-Rad subsidiaries and authorized Bio-Rad channels. No third-party manufacturers or distributors are licensed to produce, supply, or service this equipment.

Leidos Supply Ltd (LSL) intends to proceed under the Negotiated Procedure, without prior publication, due to the events unforeseeable by the contracting authority resulting in an increase in estimated annual quantities and overall contract value following 2023/S 000-008899 under the open procedure. Following tender evaluation, dual supply was awarded in response to an Open Procedure tender. LSL considers that Martin Magnusson (Hestra) and OK Hungarian Gloves KV as the awarded Commodity Suppliers, that can satisfy the additional goods consisting of the repetition of the same goods entrusted to the economic operator, following award 2026/S 000-020976. LSL considers Martin Magnusson (Hestra) and OK Hungarian Gloves KV to be the suppliers capable of delivering the specified Extreme Cold Weather Gloves in line with all technical requirements, in the timescale required by the Authority. LSL will therefore initiate negotiations with these Commodity Suppliers with the intent to amend framework agreement LSL/DC/0173A and LSL/DC/0173B. The framework was awarded in February 2025 for a duration of 4 years. This VTN equates to an additional value of £3,600,000.00 each. The VTN equates to an additional value of £7,200,000.00 across the dual supply agreements. It is considered that this contract can be placed using the Negotiated Procedure without prior publication of a contract notice pursuant to Article 32 of Directive 2014/24/EC of the European Parliament (Regulation 32(2)(C) and Regulation 32(9) of PCR 2015).
