Consultant brief for North Wall Road - Development of concept designs for a rewilding project including community event and consultation.
The North Wall Road was built as part of the London 2012 Olympics in the QEOP. There was a plan to adopt and bring this road into use but this has not been realised in the ten years since the Games. The Road spans land which part is owned by the LVRPA and LLDC with approximately two thirds in LVRPA ownership and the remaining one third in LLDC ownership. This area is currently a poor part of the landscape and is often used for unwanted activity and antisocial behavior. Some of the local community have already put ideas forwards and both LVRPA and LLDC now plan to progress the ideas to develop an exemplar project of rewilding and greening of an unused hard landscape. This project aims to extend the QEOP, provide a green and sustainable solution increasing biodiversity and providing an area which will become part of the visitor destination of the QEOP and bring back into use a part of the Park which is currently of little value in its current form.

Lee Valley Regional Park Authority ("the Authority") has a requirement for remedial repair works to internal and external areas of the Lee Valley VeloPark, as well as remedial repair works to the bridge to the North-West corner of the Velodrome.
The Authority is the owner of the Lee Valley VeloPark and surrounding land on London's Queen Elizabeth Olympic Park situated in Stratford, E20 3AB. The venue was originally constructed in 2007/12 in time for the 2012 Olympic Games. Following completion of the Olympic Games the venue and surrounding land was part of the transformation works whereby major landscaping both soft and hard was undertaken. The original site was formerly housing, industrial and the Eastway Cycle track, as such further to the demolition and clearance the land that the Velodrome was built on can be classified as 'fill'. This has led to settlement of various elements of the building and surrounding land. This settlement is in line with the Engineers predicted movement over the time period and it is now believed that the settlement has completed and remedial works to the affected areas can be undertaken.

Lee Valley Regional Park Authority ('the Authority') requires various trade to undertake handover snagging rectification works based on a schedule of day rates and on costs at the Lee Valley Ice Centre (LVIC).
LVIC has recently been built for the Authority by a construction company (Buckingham Group Limited) that has since entered administration. Fortunately, the main construction works were completed before the Contractor entered administration, and the Centre is now open to the general public.
However, as a result of the Main Contractors administration process, numerous general snagging items still remain and need to be addressed; therefore, the Authority plans to group all snags relating to the changing rooms into a single package for tendering purposes.
The Authority is the owner of the Venue which is operated by Greenwich Leisure Ltd (GLL) and is responsible for the Snagging Rectification Works.
The works entail digging out and replacing nine faulty linear shower drainage trays, isolated repairs of concrete screeds in showers, the replacement of all vinyl floor coverings in showers and all skirting detailing in changing rooms.

The Authority currently uses a MPLS WAN made up of fibre circuits (see MPLS LOCATIONS below) with varying bandwidths, ranging from 10Mbps to 1000Mbps on varying bearers. We require a /29 subnet at each site.
The devices and systems within the internal LAN are a culmination of switches, computers, AP's, Servers and some small scale CCTV systems. The number of devices connected will vary depending on the size of the site. The Head Office at Myddelton House will have the most with approx. 300 devices connected. Our current handoff is Ethernet.
The Authority currently has an on-premise server estate spread across two locations (data centre and at Head Office). As part of this tender we want to move to a fully virtualised environment as this will provide improved resilience and reliability.
We are now looking for a turnkey solution for a new secure Wide Area Network with and virtualising our server estate onto a hosted cloud platform.
In terms of bandwidth requirements, we require scalable bandwidth ranging from a minimum of 100Mbps and maximum of 1000Mpbs bearer across our estate. See table 1 in Appendix A for full details. We host ad-hoc events at some of the locations of varying durations. It is therefore important that we have the ability to increase and decrease bandwidth as and when required without penalty charges or admin fees via a self-service portal. Table 1 below sets out our required circuits and bandwidth provision.
We are looking for the capability for allowing remote users to access the WAN via IPsec VPN. The max concurrent VPN users is 100.
We currently have an Active/Passive setup so would not be looking to change this; but are looking for the bidder to provide a solution that meets the needs as set out in the specification and that is the most effective in terms of cost and resilience.
In terms of servers, we have hardware at our existing COLO so plan is to move physical server infrastructure to a virtualised PaaS/IaaS platform. The successful tenderer will be required to manage this as part of the turnkey solution.
