Midlands and Lancashire CSU is working with NHS Lancashire & South Cumbria Integrated Care Board (ICB); NHS Greater Manchester ICB; NHS Cheshire and Merseyside ICB; and NHS North East and North Cumbria ICB who are looking to undertake a future procurement for the provision of Non-Emergency Patient Transport Services (NEPTS) to cover Lancashire, Greater Manchester, Cheshire, Merseyside and Cumbria. Additional information: The ICBs are looking to undertake a future procurement for the provision of Non-Emergency Patient Transport Services (NEPTS) to cover Lancashire, Greater Manchester, Cheshire, Merseyside and Cumbria delivering: - Planned Patient Transport - for routine outpatient appointments - Unplanned Patient Transport - for discharges / short notice bookings - Enhanced Priority Service Transport - for time critical transport for patients attending for haemodialysis or oncology treatments The ICBs plan to divide the geographical footprint into LOTs based on either existing County or ICB areas. When the Invitation to Tender is published, bidders will be invited to bid for one, more or all of the LOTs available. The ICBs are inviting any organisation who would wish to bid for the service to a virtual bidder engagement meeting to discuss the requirements of the service and answer any questions that any potential bidder may have. The engagement meeting is scheduled to take place on Tuesday 25th April 2023. The draft specification will be made available to participants in the engagement meetings. All questions and answers will be recorded and share with any participating organisation. The deadline for requesting attendance is 12pm on Friday 21st April 2023. The potential contract will be valued at approximately £59 million per year across all the ICB areas; and the contract duration will be for 5 years with the potential to extend for a further period of 2 or 3 years (to be confirmed). NHS Midlands and Lancashire CSU is working on be NHS Lancashire and South Cumbria ICB (Blackburn with Darwen Locality) who wish to understand the availability of capable providers with the capacity to fulfil a Individual Placement and Support (IPS) Programme. Potential providers are asked to express an interest in potentially bidding for this service. Individual Placement and Support (IPS) is an evidence- based model of employment support. Supporting people with severe mental health difficulties to find and keep competitive employment. It involves intensive, individual support, a rapid job search followed by placement in paid employment, and time-unlimited in-work support for both the employee and the employer. The Lancashire and South Cumbria IPS service currently offers support to any Lancashire and South Cumbria service users aged between 16 and 69 years of age, referred via Early Intervention in Psychosis or Community Mental Health Teams or service users within either of these services who choose to self-refer into the IPS service. The service operates within the 8 key principles of IPS and a fidelity review of the service is carried out by IPS Grow to ensure the quality of the service and demonstrates the commitment to continuous quality improvement. The contract will require the provider to work with the ICB to further expand the service to other mental health services available to individuals with a severe mental illness including primary care, increasing the number of individuals supported to secure employment inline with the NHS Long Term Plan requirements as stipulated in the service specification. The provider will demonstrate the increase in activity by providing regular reports to the ICB and demonstrating the number of service users becoming actively engaged in the service and number of service users starting paid employment as well as other standards required by the commissioners. Contract Period The initial contract will be for 3 years from 1st April 2023, with an option to extend for a further 2 years. This is a call for expressions of interest to attend a Market Engagement Event for NHS Lancashire and South Cumbria ICB’s Children and Young People’s THRIVE Emotional Wellbeing and Mental Health Framework and complete a short questionnaire. The aim of the session is to gauge potential interest, inform the market of the Commissioner’s plan for this service and any potential future procurement process, and review the potential structure of the contract. This will include discussions around an infrastructure management/lead provider model. We are keen to hear from a full range of organisations including community based grassroots organisations as well as those that operate at a larger scale.
