London Councils represents London's 32 borough councils and the City of London. It is a cross party organisation that works on behalf of all of its member authorities regardless of political persuasion. London Councils makes the case to government, the Mayor and others to get the best deal for Londoners and to ensure that our member authorities have the resources, freedoms and powers to do the best possible job for their residents and local businesses. The organisation's race equality journey started in summer 2020 when colleagues at London Councils shared a clear appetite to establish how the organisation can be more proactive on race equality. These recommendations laid the grounding for our internal Race Equality Working Group's (the next phase of the task & finish group) subsequent activity to help shape our Corporate Strategy - this was comprised of the appointment of a Race Equality lead, engagement with all staff at London Councils and a range of initial actions and changes that have contributed to embedding race equality within the organisation (see Appendix C for a detailed outline of our journey). London Councils employs c.130 people, including c.40 colleagues from Black, Asian and other ethnic minority backgrounds - seven of these colleagues are in senior manager roles (additional information about our workforce's ethnic composition can be found in appendix C). The core outcome of our internal race equality work to date has been to establish the strategic ambition for the organisation, as articulated in our new Corporate Race Equality Strategy 2022-25. The Strategy outlines the steps we are taking to strive towards becoming an anti-racist organisation. To continue our race equality journey and help achieve our ambitions we want race equality to be central within our broader learning and development framework. London Councils' joint committees are established under section 101 and 102 of the Local Government Act 1972 and other enabling legislation. London Councils' governing agreement requires the production and audit of the annual accounts for the joint committees. A similar requirement exists in the Articles of Association of London Councils Limited. As a result of this requirement, London Councils has to produce annual accounts for each of its entities. The activities of the Transport and Environment Committee, the Grants Committee and the company are incorporated into London Councils Joint Committee's consolidated accounts. London Councils is inviting tenders for the provision of external audit services for a four year period, commencing with the audit of the 2022/23 financial statements and return and ending on the completion of the audit of the 2025/26 financial statements and employers' association return. On the conclusion of the annual audits, the Potential Provider shall provide an independent audit opinion and report on London Councils' financial statements and employers' return. Invitation To Tender (C1222a): London Leadership Programme - Development, Management and Facilitation The London Leadership Programme (LLP) has been running since the autumn of 2017. To date, 150 senior officers across London have participated, with a further 32 scheduled to graduate in March 2023. Feedback from all those that have participated, and their sponsors continues to be very positive. We now wish to extend the programme for four further cohorts in the period up to 2025 (two cohort in 2023/24 and another two cohorts in 2024/25). The LLP was established to invest in people who have the ability to perform as collaborative systems leaders in London and to support London's future leaders to best understand and capitalise on the complex social and organisational systems that will enable the required transformation of public services in the capital. We are inviting the submission of written quotations for the development and delivery of four cohorts of the LLP on behalf of the London Self Improvement Board. A training provider or consultancy is being sought to ensure officers with an EC response role have the appropriate level of knowledge, skills, and confidence to be able to effectively perform their role to support individuals who have been impacted by the emergency and partner agencies responding by opening, operating, and closing an emergency centre. The LIIA programme is supported by London's 33 local authorities and the Department for Education as a key vehicle for improving outcomes for children. LIIA works closely with London Councils as the infrastructure body which supports collaboration between authorities in the capital. London Councils is commissioning this work on behalf of ALDCS. LIIA is entering its fifth year of operation and is seeking to embed an infrastructure for supporting children's services to innovate and improve through a range of sector-led improvement activity. LIIA specifically promotes activities to address the ALDCS priorities which are: adolescent safeguarding, workforce, SEND, care leavers and finance/resources. Details of the LIIA programme of activities can be found on the LIIA website at www.liia.london. Leadership poses a significant challenge for the SEND workforce. Whilst London is identified as the top-performing region in OfSTED's Annual Report, with 67% of areas not requiring a written statement of action, leadership has been identified as an area where we want to develop greater capacity for the future. Local Authority Directors of Children's Services and Health partners have highlighted the need to build more capacity and capability across and SEND Leaders and to equip aspiring leaders. London Councils is seeking to procure an online platform to collect and hold HR metrics data and allow local government organisations to enter their own survey data and access a range of outputs. The aim is to enable participating local authorities to: • compare and assess their performance across a range of HR measures; • use data insights to help assess workforce capacity and delivery of services; • through benchmarking with other local authorities facilitate improvement and innovation The benchmarking of HR data enables evidence-based decision making on key issues. It empowers councils to assess performance and drive improvement. Councils can compare their performance on HR indicators and see where performance sits in relation to others, which can lead to the sharing of workforce policies and practices that will improve and innovate service. The application will provide results/benchmarking information, charts, pdf reports, scorecards, dashboards and Excel spreadsheet outputs that users can generate online. The online application is required to be operational for use from 1 April 2024 with a contract period of three years until 31 March 2027. There will be an option to extend this end date by one (1) year plus one further year.
