1. Background
LQ Group has a well-established Security Operations Centre (SOC) for protective monitoring and response. Internal security analysts triage and respond to security incidents according to policy. This work is carried out during regular office hours. Due to this shift pattern, we rely on hardening and automated response during out-of-hours. The lack of human triage increases our risk of organizational compromise during nights, weekends, and bank holidays. This risk is especially severe when multiple days pass without SOC staff on shift.
2. Objectives
• Successful procurement means establishing a relationship with a security partner capable of providing the OOH SOC Services required to protect the business.
• This partner should be an extension of the internal LQ Group SOC, supporting us to further mature our Security Operations.
• Establishment of a contract over a three-year period.

London and Quadrant Valuations Dynamic Purchasing System (DPS)
London and Quadrant Housing Trust is setting up a Dynamic Purchasing System for valuation services (the DPS) for itself and other housing associations or public sector entities advertised in the Find a Tender Service notice (Authorised Users) to place Orders when they have a requirement for valuation services.
The DPS will be divided into two (2) lots which cover particular categories of valuations that may be required by Authorised Users. These lots are
1. Lot 1 Development and Asset Management
2. Lot 2 Commercial
Potential Suppliers can apply to be admitted to Lot 1 or Lot 2, or both.
L and Q will select a supplier in accordance with the DPS Rules (available to view on the Tender Portal) from the pool of admitted participants to the DPS (Potential Suppliers), who have passed this SQ in relation to any particular lot, to fulfil an Order based on its response to a further request to supply document (RFP).
This is a procurement using the Restricted Procedure as required under Regulation 34(5) of The Public Contract Regulations 2015 (PCR 2015)
In accordance with Regulation 34(2) of the PCR 2015, the DPS shall be open throughout the period of validity of the DPS to any Potential Supplier that satisfies the selection criteria.
The anticipated period during which the DPS will be available (i.e. during which Orders may be entered into) will be 8 years from 1st January 2023. It is possible that the term of any Order entered into under the DPS may extend beyond the period of availability of the DPS.

Commercial & Communal Heating Servicing, Responsive Repair and Safety Inspections
A requirement for Commercial & Communal Gas services in accord with the requirements described within the scope of the service and repair specification within document Appendix 1 (Prelims) and Appendix 2 (Specification). This is to include the Provision of a Manned Guarding & Security Service to include the provision of Security Patrols and Concierge duties to be delivered across various sites owned or managed by London Quadrant Housing Trust ("L&Q").
In providing the Service, the Contractor shall be expected to act as a reasonable, efficient and safe organisation and with all due care as may be reasonably expected of an entity undertaking this Service.
Service Objectives
The primary objective of the Manned Guarding Security Service is to encourage a high level of compliance by visitors to L&Q policies, prevent unauthorised access and to act as a deterrent against antisocial behaviour across L&Q owned and/or managed sites.
It is important that the Security Guarding regime is a high-quality Service that is effective and fair without being aggressive.
Guards on patrol will serve as a customer facing liaison for resident queries and providing support such providing site information & wayfinding and other supportive duties but shall also serve as a constant visual reminder to L&Q Visitors and Residents that non-compliance with L&Q Policies is likely to result in negative consequences.
L&Q sites fulfil various functions and serve different Customers with different needs. For this reason, L&Q requires visible periodic foot patrols in some locations and static manned guarding in others.
L&Q expects the Service to provide a firm, but fair enforcement of L&Q site polices and wishes to avoid problems resulting from any over or under-enforcement of certain areas.
L&Q expect the successful contractor to be SIA approved contractor and to be able to evidence ISO standards around Quality (9001:2015) & Environmental (14001:2015) and to be NSI GOLD approved.

Within the context of our wider Transformation Programme, L&Q is looking to procure an established Finance System and the following supporting services:
o Implementation Services - Systems implementation services including design (for configuration), build, test, data migration, cutover, and post go-live hyper care.
o Support & Maintenance Services - Full support and maintenance services including incident response and periodic upgrades. Covers the whole life of the contract.
o Consultancy and Development Services - Primarily for the post-foundations, these services require the provider to work collaboratively with L&Q (and its other technology partners) to help architect the delivery of the opportunity phase.
