At the heart of LLW Repository Ltd trading as Nuclear Waste Services' (NWS) mission is the provision of treatment and disposal services that provide alternative options to waste producers to preserve the capacity at the Repository site nr Drigg, Cumbria. Road Transport is an enabling service that supports our customers in carrying out these treatment and disposal services. The 10-year Road Transport for Radioactive Waste Dynamic Purchasing System (DPS) has a total estimated value of £25million although there is no guarantee as to the value or volume of work that may be placed via the DPS. The Contracting Authorities who may directly procure via the DPS are: LLWR t/a NWS and Nuclear Transport Solutions (joint trading name of International Nuclear Services (company number 01144352), Direct Rail Services Ltd (company number 03020822) and Pacific Nuclear Transport Ltd (company number 01228109)). Other entities that either currently hold, or may in future enter into, a waste services contract (or successor arrangement) with the Contracting Authority may utilise services provided via the DPS as customers of the Contracting Authority. LLW Repository Ltd trading as Nuclear Waste Services has a scope of work for the “Southern Trench Cap Interim Membrane (STIM) Replacement Contract”, which forms part of the Repository Development portfolio of work at the LLW Repository facility near Drigg Village in Cumbria, England.<br/><br/>The scope consists of civil engineering works associated with installing an engineered interim trench cap over the Southern Trenches. In summary, the scope is to provide labour, equipment, materials, project management and supervision to complete the work. Work also includes establishment and maintenance of site offices, welfare and all associated temporary works.

Nuclear Waste Services (NWS) is a joint trading name of both LLW Repository Limited (LLWR) and Radioactive Waste Management Limited (RWM). NWS is a division of the Nuclear Decommissioning Authority (NDA) which includes RWM and LLWR. LLW Repository Ltd trading as Nuclear Waste Services (LLWR t/a NWS) has created the Business & Technical Services (BATS) Marketplace Dynamic Purchasing System (DPS) which is open for use by the following Contracting Authorities: LLWR t/a NWS, Direct Rail Services Ltd, Dounreay Site Restoration Ltd, International Nuclear Services Ltd, National Nuclear Laboratory Ltd, Nuclear Decommissioning Authority, Magnox Ltd, Radioactive Waste Management Ltd trading as Nuclear Waste Services and Sellafield Ltd.<br/><br/>An OJEU contract notice (2019/S 228-559692) was published on 22/11/2019 to open pre-qualification for BATS. The DPS has since transitioned from the CTM eSourcing system to a new system: Atamis. Additionally, the estimated total value has increased from £75m to £125m. This Find a Tender notice has been published to direct the supply chain to Atamis and to communicate the increase to the estimated total figure, as CTM no longer has an interface with OJEU to amend the original notice.

The Requirement is for the provision of a fit-for-purpose, cost effective service providing access to different waste container types (Containers, UN Drums, Soft Sided Packages, NOVAPAKS), and associated services for all NWS customers with a Waste Services Contract The procurement project will deliver a 4-year multi-lot framework agreement. The current estimated maximum spend through the overall framework is £14,700,000 GBP, although the framework is formally a zero-value agreement, with no spend guaranteed. The potential framework value is forecast to meet the demands of the joint waste management plans between NWS and its Customers, the delivery of a framework that meets customer requirements in terms of cost, quality and schedule is key to the success of the framework. Established in 1959, the LLWR accepts low-level radioactive waste from all over the country and disposes of it in a way that protects people and the environment.The two potential contracts covered by this PIN are:1 - Site Works & DemolitionTo facilitate delivery of site works for the aforementioned scope, the following capabilities are being sort from the supply-chain: Multidiscipline site works delivery encompassing minor civils, mechanical and CE&I installations, testing and commissioning. Production of single discipline and / or low complexity detailed design outputs and solutions for self-delivery (design and build) or subcontract delivery via supply-chain. Demolition and land remediation capability, including access to specialist services via supply-chain network for example, environmental / contamination analysis, waste management Capability for handling and removal of asbestos, and ground contaminants associated with Royal Ordnance Factory legacy products.2 - Design & Professional Services Production of approved multi-discipline (CS&A, Mechanical, CE&I) design and engineering outputs and solutions for the entire design and facility lifecycles (concept, optioneering, engineering studies, optimisation and value engineering, preliminary and detailed design, design support to the installation contractor during construction/installation and commissioning, production of as-built information, modifications to operational facilities, decommissioning and demolition) .

Nuclear Waste Services intend to issue a procurement for Repository Development Programme (RDP) Independent Construction Quality Assurance (ICQA) later in 2023. The Repository Development Programme will install the necessary closure engineering works required to provide both short-term and long-term environmental protection for the waste currently disposed in Vault 8 and the adjacent trenches. ICQA is required to mitigate the potential risk of failure of the closure engineering works due to substandard materials and workmanship. An ICQA Consultant specialist organisation is required to deliver Independent Construction Quality Assurance. CQA engineers and inspectors must have either of the route A or route B qualifications described in the 'Landfill Operators: Environmental Permits' document published online by the Environment agency.
