Windows & Doors (WD3) is proposed to carry forward the existing Windows and Doors (WD2) product concept, with enhanced specifications, regulatory requirements and competency criteria. The proposed framework will retain the following lots:
Lot 1: PVC-U windows and doors
Lot 2: Timber windows and doors
Lot 3: Aluminium-clad timber windows and doors
This Prior Information Notice (PIN) relates to pre-market engagement being undertaken in accordance with the Public Contracts (Scotland) Regulations 2015 and associated Scottish procurement legislation to inform the development of WD3 across Scotland.
The engagement will seek market input on the proposed scope and structure of the framework, including the lotting arrangements, technical and performance requirements, competency and accreditation standards, compliance with current and emerging regulatory requirements, and appropriate delivery models. It will also explore opportunities for innovation and potential additional workstreams, such as high-performance and enhanced-security products, heritage-compliant designs, advanced glazing solutions, emerging materials, and potentially inspection and maintenance services (noting that maintenance is also covered under alternative LHCPG products).
Engagement will be conducted through written market engagement questions and optional virtual sessions. Interested parties will be invited to review and comment on draft proposals, including lot structure and product coverage. No commercial or pricing information will be requested or evaluated as part of this exercise.

Fire doors (including communal doors, entrance doors, and associated products)
LHC Procurement Group are seeking suitable suppliers for the upcoming FD9 - Fire Doors framework. This framework is the successor to our current C8 Communal Doors framework and has been retitled to better reflect its content.
This framework is designed for the installation, renewal, and associated works for a wide range of fire doorsets across LHCPG clients domestic, commercial, and mixed use premises.
The scope covers various materials, including timber, composite, and steel, along with access control provision, ensuring flexibility to meet different project requirements.
For timber and composite door products only, this framework includes the installation of fully certified and bi-directionally tested fire-resisting door sets to meet current and future fire safety standards.
The scope may also extend to other building openings, and non-fire-rated doors, provided these elements do not form the majority of the works and are not the core focus of the works.
The scope of this framework may include, but is not limited to:
- Doors
- Flat entrance doors
- Street doors
- Communal doors
- Main entrance doors
- Internal doors and screens
- Specialist doors, including pivot doors, cell doors, and security grilles (primarily under
steel applications)
- Fire-resisting door sets (timber, composite, and steel materials)
- Enhanced security doors (PAS 24/LPS1175-[SBD])
This framework covers both internal and external applications, domestic and nondomestic, with provisions for specialist works where additional expertise is required, such as access control systems, security-rated products, and bespoke glazing solutions.
Additionally, the framework encompasses all necessary associated works to ensure a complete and compliant installation, including:
- Locks, glazing, hinges, and ironmongery
- Joinery and framing works
- Making good and associated works following installations as required as necessary to achieve a compliant, durable, and aesthetically suitable finish

This framework covers a broad range of construction-related services for public buildings across multiple value bands.

It also encompasses demolition and recovery services to prepare sites for development, facilities management covering building fabric and technical systems, and professional services including project management and cost control. RENEWBLES DYNAMIC PURCHASING SYSTEM (DPS)
This new DPS is for the provision of inspection, repair, and replacement of energy efficient measures and renewable technology installations. The Energy Efficiency and Renewable Technology DPS will run in conjunction with the Retrofit and Decarbonisation (N9) framework but will remain as an independent service.
REPAIRS AND MAINTENANCE DYNAMIC PURCHASING SYSTEM (DPS)
This is a new Dynamic Purchasing System and the proposed scope is for the provision of repair, disrepair, and maintenance works to building fabric, equipment, and the building environment.
ROOFING SYSTEMS AND ASSOCIATED WORKS FRAMEWORK (RS5)
The new Roofing Systems Framework (RS5) has procured in two phases, starting with the Manufacturer Framework (RS5M) for the supply of roofing materials, which has now been awarded. LHCPG will tendering for phase 2, Roofing Systems Contractor Framework (RS5C) for design and installation services .
PUBLIC BUILDINGS CONSTRUCTION AND INFRASTRUCTURE FRAMEWORK (PB4)
This framework is the successor to our popular Public Buildings and Infrastructure Framework (PB3) and will be for the construction of new buildings, extensions, and refurbishment of public and social buildings and infrastructure works.
SUPPLY AND INSTALLATION OF WINDOWS AND DOORS FRAMEWORK (WD3)
This framework will be designed to support clients with the design, supply and installation of windows, residential doors, communal doors, entrance doors and associated products and for all types of public sector refurbishment and new build projects.

This framework will be the successor to SPA's successful Energy Efficiency Framework (N8). The new framework will be designed to support clients with delivering a range of retrofit and decarbonisation measures on their journey to achieving net-zero targets.
It is planned that the tender will be released for bid applications in April 2024, and it is anticipated the new framework will be live in October 2024.
