Preliminary Market Consultation Following the proposed introduction of Nursing and Allied Health Care degrees, there is a requirement for Leeds Trinity University to implement a placement management system that provides capability to allocate students into placements across multiple NHS Trusts. We would like to provide the opportunity for potential suppliers to speak to us regarding their placement management systems, in particular the capability to check placement capacity, the communication provided to both the student and institution, tracking of placements and the retention of data for quality audits. In respect of the above, Leeds Trinity University seeks advice from independent experts/authorities/market participants with a view to developing the scope and specifications needed to plan and conduct its procurement procedures. We would like to hear from organisations who can share their experience of having provided similar services demonstrating a knowledge of healthcare placements for the higher education sector. and who would be willing to provide us with a summary of functionality that supports these aims. The information provided in this document presents the university's current understanding of requirements and available options, however the university wishes market operators to consider this an opportunity to make the university aware of optimal, variant, and optional solutions, in order that any investment represents the very best demonstrable value for money. If it is convenient to do so, we would greatly appreciate your completion of the supplier information table in Appendix 1 (attached) For the avoidance of doubt, no call for competition has been made, and no contract award opportunity identified. All relevant information exchanged or resulting from this PMC will be documented and where not considered commercially confidential, may be communicated to other candidates and tenderers participating in any resultant procurement procedure. Please may we ask for your comments and correspondences as soon as possible, and no later than 1700h 11th October 2022. All correspondences to Mark Hayter by e-mail: m.hayter@leedstrinity.ac.uk Additional information: This preliminary Market consultation closes at 1700h on 11th October 2022

Leeds Trinity University (LTU) is gathering information to inform future purchasing decisions around a software package or module within a package that we can use for mass communications, to support personal safety on and off campus, to support lone working and for major incident management. The system should also be able to support our Office for Students (OfS), E6 condition of registration compliance. The number of licences required would be dependant on the costing model of the software, as an indication it is expected that the system will be used by ~4000 core students and ~500 staff. The system would need to provide as a minimum: • A mature and well established method of mass communication, personal safety and critical incident management. • An online / cloud-based system that could be used through a single sign on by Staff and Students at LTU on and off campus. • An online / cloud-based system that allows mass communication with Staff and Students at LTU, in addition it would be advantageous if mass communications could be shared with users when they are at other organisations also utilising the same system. • Allow the ability to communicate with specific groups, e.g. First Aiders, specific vulnerable groups directly • The ability to facilitate quick communications with specific groups and services, e.g. Security • The ability to configure communications to suit LTU • The ability to check in and show locations for lone workers • The ability to integrate with other IT systems such as the CAFM system, SMS system etc, via and API or equivalent.

In preparing for the 2026/27 academic year, the University is undertaking a review of its Academic Regulations. A key component of this work is the review of the institutional award algorithm. Originally scoped as a sector benchmarking exercise, the project has expanded following the recent OfS publication on inflationary award concerns. The review will ensure the University algorithm aligns with regulatory requirements and provides assurance of compliance with expectations. To deliver this work, specialist external expertise is required due to the complexity of the regulatory landscape and the need for external independent assurance. The engagement will involve: 1) Benchmarking against sector practice. 2) Reviewing the current algorithm for compliance with OfS guidance and expectations, including possible calibration activity. 3) Providing recommendations for enhancement and assurance. The work is anticipated to take 5-7 working days, with recommendations presented to the Academic Quality and Standards and Academic Board in May/June 2026. This approach mitigates compliance risks and supports the University's commitment to academic assurance, integrity and regulatory alignment. If you are interested in supporting the University with this project, please provide evidence of your suitability to the requirement, together with an estimate of your costs.
