The Contract is awarded for a period of 2 years until 31st March 2025, with an option to extend for a further period/s of up to 2-years subject to performance and the absolute discretion of the Trust. KMPT is a large Mental Health NHS Trust that employs approximately 3,600 staff from a wide range of professions, and operates from over 260 sites across the whole of Kent and Medway. KMPT provides a full range of mental health services to 1.8 million people across Kent and Medway. The Trust's boundaries are shared with our social care partners in Kent County Council and Medway Council. In addition, KMPT operate a county-wide forensic psychiatry service. Kent and Medway NHS and Social Care Partnership Trust (the "Trust") has awarded a contract for the provision of a portable low-field (0.064 Tesla) magnetic resonance imaging (MRI) system. The contract will also include associated peripherals, training, support and maintenance services for a period of five (5) years commencing on the date of delivery of the products to the agreed final shipping location. It is considered that the award of the contract following a negotiated procedure without prior publication is lawful in accordance with regulation(s) 32(5)(a) of the Public Contract Regulations 2015, whereby the portable low-field MRI system will be "manufactured purely for the purpose of research, experimentation, study or development, and shall not include quantity production to establish commercial viability or to recover research and development costs". The portable low-field MRI scanner will be used for the purpose of accelerating and developing local place-based neuroimaging research into the process of assessment and diagnosis of dementia, in which timely access to neuroimaging is frequently a rate-limiting step. The scanner will also be available for researchers addressing other mental health disorders, such as research aligned to the new Kent Complex Psychosis Service and investigation of non-dementia mental illness in older and younger adults. It is also considered that the award of the contract following a negotiated procedure without prior publication is lawful in accordance with regulation(s) 32(2)(a)(ii) of the Public Contract Regulations 2015, whereby "competition is absent for technical reasons". Following market research, the Trust is confident the required product and associated services are only capable of being provided by a single supplier. The Trust's guiding principles being the requirement for a portable low field MRI system most suitable for the acceleration and development of local place-based neuroimaging clinical research. This includes: • Approved for commercial sale in the UK (UKCA marked); • Small and highly portable design in order to fit through doorways and elevators, and to provide ease of manoeuvrability; • Magnetic configuration to enable researchers to work safely with participants during testing; • Ability to be powered through standard electrical outlets; • Low power consumption to reduce running costs; • Open design to reduce participant anxiety; and • Controlled through portable user-friendly wireless device (e.g. tablet). It is the Trust's belief that the awarded contractor was the only economic operator capable of supplying an existing product within the Trust's timescales, and which fulfils these requirements in order to support the Trust's objectives for undertaking local place-based neuroimaging clinical research. Additional information: The Trust considers that the award of the contract without prior publication of a contract notice was permitted by Part 2 of the Public Contract Regulations 2015. The Trust published a voluntary ex ante transparency notice (ref: 2023/S 000-036285) via Find a Tender service on 8th December 2023, expressing its intention to award a contract via a negotiated procedure without prior publication. Prior to the award of contract, the Trust observed a standstill period of at least 10 days following the publication of this notice, beginning with the day after the date on which the notice was published.

NHS Kent and Medway (the "Authority"), on behalf of the Kent and Medway Integrated Care System ("K&M ICS"), have appointed a suitably skilled, experienced, qualified and collaborative Supplier to lead a project to: Part A: Develop the systems infrastructure and capacity to sustainably deliver The Oliver McGowan Mandatory Training on Learning Disability and Autism™; and Part B: Grow and support our current and future generations of lived experience leadership. Kent and Medway NHS and Social Care Partnership Trust ("KMPT") acted on behalf of the Authority and the K&M ICS to procure this contract following an Open Procedure under the UK Public Contract Regulations 2015 and KMPT's Standing Financial Instructions. The Supplier will ensure that all sites are maintained to a high standard for the Authority's patients, visitors and staff to reflect the requirements of the client, the care quality commission (CQC) and NHS Patient lead assessments of the care environment (PLACE). The Contract commenced on 16th January 2025 for a period of five (5) years. The term may be extended, provided that the duration of the Contract shall be no longer than seven (7) years in total. The Authority has awarded one Contract for the provision of all services detailed within the Contract specification. The Authority is a large Mental Health NHS Trust, providing a full range of adult mental health and learning disability services to our local population of 1.8 million people across Kent and Medway, as well as specialist services for adults in Sussex and Surrey. The Authority's services are predominantly provided around key urban centres including Maidstone, Medway and Canterbury. A range of services are also provided in community locations, reflecting the urban and rural mix of the area. Each year, the Authority cares for over 2,000 people in our hospitals and 54,000 people in the community. The Authority will work collaboratively with the Supplier of the Grounds and Gardens Maintenance Service to achieve its ambitions of making a 'cared for environment' and help the Authority to meet user expectations. The Supplier will be expected to deliver improvements to service delivery and value for money over the life of the Contract. Core tasks will include, but not be limited to, • Grass cutting; • Shrub/herbaceous bed maintenance; • Hedge maintenance; • Cleaning of grounds, pathways free of moss; and • Court yard works (TBD). Periodic tasks will include, but not be limited to: • Grass edging; • Tree surveys and tree works resulting from surveys; • Young tree maintenance; and • Replacement of shrubs and plants. Additional information: The values stated in this notice represent the Authority's estimate of the total contract value over its entire term, including any possible extension(s), at the time of contract award. The Contract includes a mechanism for the Supplier to apply for an uplift to the fixed Contract charges annually, based on the Consumer Price Index. The values stated in this notice are exclusive of any potential future uplifts to the Contract charges permitted in accordance with the Contract terms and conditions.
